Broadway Ave., Suite 102 Meridian, Idaho 83642 P: 208-884-5533 RE: Final Plat Application Narrative for Shafer View Terrace Subdivision—AZ PP H-2020-0117 Parcel #R7824220044 & R7824220042, E. Shafer View Drive Annexation & Rezone, and Preliminary Plat Dear Ms. Allen: We are pleased to submit the above referenced Final Plat application for the Shafer View Terrace Subdivision (hereinafter the "Project' or"Development") on behalf of our clients, Schafer View North, LLC and DWT Investments, LLC. Please accept this letter as the written narrative required with this final plat submittal. The two parcels making up this project are under separate ownership but were not legally created parcels. The entitlement process has been used to legalize the two separately owned parcels as well as subdivide the 28.35 acres of the property owned by Shafer View North, LLC into a residential subdivision with 50 residential lots and 10 common lots. The 10.66 acres of the property owned by DWT Investments, LLC, shown as Block 5 on the Final Plat, will be developed by the owner in the future. On June 15, 2021, the City Council approved the annexation, zoning, and preliminary plat proposals for this project, H-2020- 0117 with the requirement of a development agreement. The Development Agreement for the project was recorded on July 7, 2021 as Instrument Number 2021-102396 in Ada County. The overall project encompasses 39 acres located on the west side of Meridian Road between E. Shafer View Drive and E. Quartz Creek Street. The property has been annexed into the City of Meridian. Parcel #R7824220044, owned by Shafer View North, LLC has an R-4 zoning designation & Parcel # R7824220042, owned by DWT Investments, LLC has an R-2 zoning designation. The final plat and associated improvement plans are in substantial conformance with the approved preliminary plat. The improvement plans comply with all requirements of the Unified Development Code except for the following items waived by the City Council on June 15, 2021: 1. City Council approved a waiver of the canal piping requirement. The McBirney Lateral shall remain open but will be fenced with a 6-foot-high wrought iron fence along the waterway to deter access to the waterway and ensure public safety. 2. City Council approved a waiver of the block length requirement. Existing site constraints including the narrow configuration of the property and the impacts of the McBirney Lateral an exception to the allowable block length was approved for this development. 3. City Council approved two accesses off E. Quartz Creek Street since other access points were not available to this S:\ projects\2020\20021 Shafer View Drive Sub\Admin\Agency Correspondence\City of Meridian\Annex&Rezone\Submittal Letter development. The easterly access allows the development to meet the maximum allowed cul-de-sac length of 500 feet. The improvement plans will also be reviewed by the following agencies as part of the approval process: • Boise Project Board of Control—for approval of the irrigation system improvements. • Ada County Highway District—for review and approval of the improvements to E. Quartz Creek Street and the onsite roads • Idaho Transportation Department—for review and approval of the improvements to Meridian Road. In summary, the final plat and improvement plans included with this submittal are in substantial compliance with the approved preliminary plat. We look forward to receiving your comments.
