Mike,
The Friendship Subdivision was reviewed at the development review meeting today and I am well into writing the staff
report.
Just an FYI, a plat for 48 lots was proposed on this property in 2015 (The Bull Ranch Subdivision). The Council denied this
request because they believed it was too dense. However, we understand this is a different year, different project, and
different Council.
Although we are generally supporting this project and are recommending approval, I am giving you a heads up that
there will be issues / revisions that will be raised. You can provide revisions that addresses this, or this will be conditions
of approval. If you want to address some or all of these ahead of the hearing, please provide revisions by December 17.
1. Has the Settler’s Irrigation Ditch already been piped and reconfigured? If not, is there already an easement for it on
the church property? If not, the plat and utility plan need to be revised to reconfigure the ditch along a common lot
which parallels the south property line of Lot 9, Block 3 and to E. Elk Ranch Ln. We cannot support a plat which
reroutes a ditch to another property without an easement.
2. A northern stub street shall be provided to the Church property, and the applicant will be required to relinquish all
interest in the N. Elk Ranch Ln. private easement.
3. To provide more compatibility with the Saguaro Canyon Subdivision No 3 to the south, staff will recommend one of
the Lots 1-4 of Block 2 be eliminated and the remaining 3 lots be sized and oriented to be consistent with Lots 1-3,
Block 35.
4. Lots 1-9, Block 1 along the eastern perimeter shall be configured so their property lines align with Lots 4-11, Block 10
in the Hightower Subdivision to the east.
5. At least one qualifying amenity should be provided on the landscape plan.

6. The plat notes should include that Common Lots 1 and 17, Block 1, Lot 8, Block 3 and Lot 1 Block 4 are common lots
that shall be owned and maintained by the subdivision homeowner’s association.
7. All pathways and micropathways shall be within a separate common lot or easement as required per UDC 11-3A-8.
8. Prior to the first building permit, the existing home shall be connected to city utilities.
9. Pathways within Lot 17, Block 1 and Lot 1, Block 4 shall be landscaped in accord with UDC 11-3B-12.
10. The plan should note all existing trees eligible for preservation and / or the City Arborist’s recommendations for
mitigation as required by UDC 11-3B-10

I received an email from Kathy Higgins earlier that the Friendship Subdivision should actually be called the Friendship
SQUARE subdivision and all documents should be updated.
Attached is the subdivision approval from the County. As is, I have to continue to call it the Friendship Subdivision until
the County says otherwise.
