Call to Order:
The Meridian Rural Fire Protection District meeting for November 8, 2021, was called to order at 4:00
p.m. by Commissioner Ward. Roll call was taken.
Attendees: Commissioner Marvin Ward, Commissioner Randy Howell, Fire Chief Kris Blume, and Attorney
John Fitzgerald
Approval of the Agenda:
Motion was made and seconded to approve the meeting agenda as presented. Motion approved.
Approval of the minutes:
Motion was made and seconded to approve the minutes from the October 11, 2021, MRFPD meeting.
Motion approved.
Treasurer’s Report:
• Approve and pay bills as follows:

Motion was made and seconded to approve and pay checks numbered 5400 through 5404 as
presented. Motion approved.
• Current net cash position is currently $4,209,617.83.
• September US Bank Statement and October LGIP Statement were presented for reconciliation and
review.
• Email from Ada County stating that all 2021 levies have been approved.
Old Business:
1. Commissioner Howell to present findings regarding previous meeting minutes in relation to repayment from
the City to the District for land purchases on the Lake Hazel & Overland properties. Commissioner Howell
has started researching previous meeting minutes in order to find documentation related to any discussions or
agreements on repayment of these properties. The City’s Finance Department has temporarily placed
$220,000 for the Overland property and $250,000 for Lake Hazel property in the City’s Consolidated

Financial Plan database as a placeholder for repayment. The City would like to know the District’s
expectation of repayment plans including amount and the timeline. Discussion followed. Attorney
Fitzgerald advised that the Commission look at fair market value at the time of repayment and the
Commissioners agreed.
New Business:
1. Approve meeting dates for 2022. It was noted that on the draft meeting dates list, March 7 is the first
Monday of the month and not the second Monday. Motion made to accept the meeting dates as presented,
motion approved.
2. Chief Blume announced that he recently received an email from Todd Lavoie, the City’s CFO. Mr. Lavoie
stated that the City’s Finance team discovered that Fire’s portion of the Governor's Public Safety Initiative
(GPSI) funding has not been applied to the Rural Fire’s monthly billings. They had waited until fiscal year
end to book the GPSI reclass from Property Tax Revenue to Grant Revenue. This didn’t come to light until
they completed the Rural Fire billing reconciliation. The total GPSI amount the City was awarded was
$9,612,178.00. Of this amount, Fire’s portion was $3,844,871.20 (40%). This calculation was based on the
percentage of Police and Fire’s personnel cost between March 2020 to December 2020. The Rural’s portion
would be $307,589.70. The Finance Department would like to know if the Rural District would like the City
to:
a. Issue a refund check in the amount of $307,589.70 to the Rural District
b. Keep the money
or
c. Use the $307,589.70 to pay toward future invoices sent to Rural
The Commission would like to postpone this decision until next month’s meeting when all three
Commissioners are present. This will be added to next month’s agenda.
Motion was made and seconded to adjourn the November 8, 2021, meeting of the Meridian Rural Fire Protection
District. Motion approved. The meeting was adjourned at 4:23 p.m.
