RE: Request for Development Agreement Modification
Mr. Dodson,
Alpha Development Group, under the ownership entity Alpha R-15 Boise, LLC, is the current owner of
16.608 acres of undeveloped land located within the limits of the City of Meridian. This single parcel is
identified as Parcel SO427438410 on the Ada County records and specifically located on the north side
of West McMillan Road and flanked by North Vicenza Way on the east and North San Vito Way on the
west. The current zoning designation is R-15 within the City of Meridian zoning ordinance.
This parcel is currently under an existing development agreement referenced as Summerwood
Subdivision (H-2019-0001). This development agreement was executed by the previous landowner on
June 25, 2019 and recorded the following day as instrument 2019-055407 in Ada County.
As the current landowner, we are requesting a development agreement modification to remove this
parcel from the Summerwood Subdivision agreement and create a new agreement to govern the
development of the property. Specific items that we would ask to include in the agreement are:
1. Owner/developer is allowed to develop this property consistent with the current zoning
designation of the property (R-15). Under the current zoning, the owner/developer will develop
a maximum of 249 units on the subject property.
2. Owner/developer will NOT participate in any of the Homeowner's Associations related to
Bridgetower communities or any other surrounding associations. Owner/developer will provide
common area amenities specific to this property.
3. Future development of this property will generally comply with the conceptual site plan
submitted as part of the request for development agreement modification, including the
construction of townhomes and apartment flats that comply with the current R-15 zoning
requirements at the time of zoning compliance submittal. Owner/developer agrees to adhere to
City of Meridian's ordinances and processes throughout the development of the subject
property.
4. Project plans shall be submitted as a single project for review and approval, however this project
may be developed in a single or in multiple phases. Occupancy can also be achieved in phases
providing that life safety measures are satisfied prior to receiving a Certificate of Occupancy.

5. Owner/developer will provide a minimum of 30% open space over the property. The definition
of open space shall follow the open space definition found in the City of Meridian Unified
Development Code.
6. Owner/developer anticipates connecting directly to the City of Meridian existing infrastructure
and paying its proportional share of system and impact fees. Owner/developer does not
anticipate participating in, connecting to, or being party to any type of reimbursement of
infrastructure installation cost back to the Master Developer of the Bridgetower communities.
7. Owner/developer agrees to make, at its own cost, any alterations, additions, or modifications to
existing roads required under the direction of ACHD.
8. If owner/developer, during development of the property, is required to upgrade any part of the
city's infrastructure as part of a capital facilities plan, owner/developer and city agree to enter
into a reimbursement agreement to reimburse owner/developer for infrastructure upgrades.
