APPROVAL OF MINUTES [ACTION ITEM] 1. Approval of September 22nd Minutes - Approved PROGRAM REPORT 2. Republic Services' FY 22 Rate Update- Council Approved (Sayard) Staff Sayard stated that during the 9/28/2021 City Council work session, council approved the rate change. Commissioner Spiwak asked if there was going to be a SWAC sub-committee that would review the solid waste contract and any supporting documents. This sub-committee would then bring recommendations to City Staff. Staff Joanna commented that they are working on a S.W.O.T (strengths, weaknesses, opportunities, and threats) analysis of the solid waste contract and beginning of next year will have it more fleshed out. It was decided not to develop a sub-committee but that Commissioners could provide feedback to City Staff on the contract by the of November of this year. City Attorney Bill Nary advised the Commissioners that City Council are the ones that are taking the lead on the contract with Republic Services but Commissioners can still send feedback to Staff Sayard. Rake-up Meridian Updates (Konrad- RS) Republic Service Staff, Konrad McDannel, explained that he has been working with City Park staff Shelly Houston on the Rake-up Meridian event. Shelly will be handing out bags at City Hall to residents who want to participate. OLD BUSINESS [ACTION ITEMS] 4. Squishy Water Bottle Outreach and Budget Request (Sayard) Staff Sayard requested to use a portion of the Community Recycle Fund (CRF) for outreach materials promoting the squishy water bottle program. Staff would like to develop a mailer to mail out to all households within Meridian and funds for a story stroll campaign. Both requests were granted and the Commissioners approved $ 14,500 to be used from the CRF. SWAC Chair Cory commented that he will then present this request to City Council to receive final approval. 5. CRF Program Overall Intent (Sayard & Commissioners) Staff Sayard explained that she would like to write a SOP about the Community Recycle Fund. Currently there isn’t a set explanation of the program. Commissioners agreed that the main goals of the fund should be to promote reduce, reuse, recycling, and composting of materials within the community. In addition, Commissioners would like to see the funds used more for increasing community awareness surrounding these goals. The grant portion of the grant would be the third option the Commission could use the funds for. 6. CRF- Grant Criteria (Commissioners) Commissioner Otte proposed that SWAC continue with the grant portion of the CRF. Otte motioned that the CRF not have a define period when grants have to be submitted by the public but have a continuously open submission period. Grant request that come in will be reviewed by both City staff and Commissioners to make sure they meet the CRF criteria and decide if there is enough funding for the requested funds. Funding amount is not to exceed $5,000 per request. The motion was passed by the Commissioners. 7. CRF Community Outreach Material Price Quotes- Moved to Feb 2022 meeting (Sayard) 8. County SWAC’s October Meeting Updates (Cory) SWAC Chair Cory talked about the County SWAC’s meeting that took place early that day. Cory commented that Ada County Landfill has developed proposed rate changes and Cory will email the Commissioners those propose rates. Cory asked that if the Commissioners have feedback about the proposed rates to email either himself or Staff Sayard by end of November. Commissioner Otte who is the Deputy Director for Ada County landfill commented that the Goose Creek Fire happened adjacent to the Landfill and did not cause disruption to the landfill operations. However, Ada County staff are developing communication methods to send via email alerts regarding any operation disruptions and changes. NEXT MEETING - January 26, 2022 ADJOURNMENT- at 5:09pm
