Approval of June 7th, 2021 meeting minutes Chairman Steed called for any corrections, comments or needed changes to the June 7th Meeting Minutes, none were noted. A motion was made by Commissioner Lancaster to accept the June 7th meeting minutes; second by Commissioner Ballard – all ayes- motion passed. Chairman Steed acknowledge Mr. Huntley as the new WASD Ex-Officio to the Transportation Commission. Mr. Huntley gave a brief introduction of himself. Old Business Items 2. South Meridian Bicycle & Pedestrian Plan Update (E. Bautista, ACHD) Mr. Bautista gave a brief introduction of himself and background on the project. Mr. Bautista, began his update and directed and shared his presentation which was also included in the packet. Mr. Bautista did a high-level review of the goals and objectives of the project and the community outreach surveys conducted. The ACHD Team reviewed the data and based on the survey results recommended sidewalk, pedestrian crossing, and arterial project enhancements. ACHD compiled a list of drafted priorities and scheduled a second round of community outreach, to ensure the 3 Item 1. drafted plan was indeed reflective of the community feedback. The printable online story map was shared in the packet and can be found online at ACHD’s website https://www.achdidaho.org/Projects/proj_program_south-meridian-neighborhood-bicycle-and- pedestrian-plan.aspx. The proposed projects are separated into four maps.  Bike Project  Pedestrian Project  Crossing Projects  Arterial Projects Mr. Bautista reviewed next steps and a rough timeline for the draft plan and implementation. Mr. Bautista stood for questions, none took place. Chairman Steed thanked Mr. Bautista and invited him back for a future update. 3. Transportation Projects Update (M. Carson) Ms. Carson addressed the Commission and noted that new items are in bold. Ms. Carson will highlight a few of the notable items and stand for questions at the end. Ms. Carson began on pg. 30 with the Draft 2022-2026 ACHD IFYWP and noted that ACHD is accepting comments through August 20 via their website. Comments can also be provided to Ms. Carson. Ms. Carson also mentioned the Linder, Overland to Franklin project and noted that a letter was sent to ITD in July requesting that the project be included in the FY2022-FY2028 Draft ITIP. On pg. 31 Ms. Carson noted the substantial completion of the Ten Mile/Amity Intersection and this would be the last time it is on the projects update list. On pg. 32 Ms. Carson noted several updates as it relates to the Locust Grove Road, Victory to Overland project. Ms. Carson noted that Commissioner Lancaster had presented some setback crossings to City Council, which were recommended to ACHD. However, there have been some additional updates since this update was prepared and ACHD has stated they are pausing on the design process at this time, which may impact if the setbacks will or won’t be included in the final design. City Council sent a letter to the ACHD Commission and requested a meeting to discuss. That meeting is set for September 25th at 5:30pm at City Hall. Additionally, the HAWK signal south of Mastiff will be moved north between Mastiff and Puffin. Staff has also re quested a pedestrian refuge island, but that is currently not part of the plan. Ms. Carson also mentioned the delay in the Victory/Locust Grove Roundabout project. Ms. Carson noted to keep an eye on the Ten Mile Road, Victory to Overland at the bottom of pg. 32 and continuing on to pg. 33, which includes the setback recommendation. 4 Item 1. Ms. Carson noted the Eagle Road to Lake Hazel and the landscaped center medians included in the design concept. City Council will consider a cost share including landscaping costs at their August 10th meeting. On pg. 33 the Amity Road and Locust Grove Road Interim Signal project has been terminated, instead a full overhaul is being discussed and will likely be included in a larger project in FY24 or FY25. Ms. Carson moved onto the ITD project updates on pg. 34. All four lanes from Linder to Meridian on Chinden are open and Locust Grove Road to Meridian is in the property acquisition negotiation phase with expected construction to start in 2022. Ms. Carson moved onto the Highway 16 extension at the bottom of pg. 34. Construction of Phase 2 is funded and construction will begin in 2022. The project will take 2-3 years to complete. On pg. 35 Ms. Carson noted that ITD made the interim improvements on Meridian Road at Calderwood. Ms. Carson concluded by noting on pg.36 that Ada County Transportation Action Plan is open for comments until August 16. Comments can be provided via their website or directly to Ms. Carson prior to the 16th. Ms. Carson stood for questions, which took place. Additional discussion within the Commission took place regarding comments for the IFYWP. Chairman Steed recommended that Commissioner Smith contact Ms. Carson to discuss, if comments are needed from the Transportation Commission. New Business Items 4. Meridian Police Department (Sgt. B. Frasier) Sgt. Frasier provided a few updates. MPD discussed the recommended ATV/UTV ordinance with City Council. Sgt. Frasier noted that the discussion was slotted for 10 minutes but exceeded that as there was robust discussion with the Council now that HB129 has gone into effect as of July 1, 2021. Council was split on the proposed Ordinance and asked Ms. Kane to rewrite to strike verbiage regarding arterial and collector streets and to insert verbiage to allow HOV’s on streets with speed limits 25mph or less. Ms. Kane has redrafted the Ordinance and City Council will be holding a Public Hearing. Ms. Carson will send the new draft to the Transportation Commission and a reminder of the date of the Hearing. Sgt. Frasier stood for questions, which took place. 5. ChindenWest Project Update (Mark Wasdahl, ACHD) Item 5 will be postponed until the next meeting 5 Item 1. 6. COMPASS Draft FY2022-2028 RTIP (T. Tisdale) Ms. Tisdale addressed the Commission and provided some historical background and shared her presentation. Ms. Tisdale reviewed the following five areas:  What is COMPASS – COMPASS is the forum for regional collaboration in southwest Idaho with a mission to conduct regional planning and facilitate collaboration across the region as it relates to transportation topics. The presentation focused on the planning and implementation of the long-range transportation plan.  Communities in Motion (CIM) 2040 2.0 Amendment – The current long-range plan is CIM 2040 2.0 for both Ada and Canyon Counties. The CIM 2040 2.0 can be found on the COMPASS website at https://compassidaho.org/CIM2040-2.0/. The 2040 2.0 Plan was reviewed. COMPASS is currently working on the next update plan with a horizon year of 2050. The current plan projects over 1 million people in the Treasure Valley by 2040 and COMPASS is working to plan for that growth with a Fiscally Constrained (funded) multimodal transportation system.  Draft FY2022-2028 (Regional) Transportation Improvement Program (TIP) – Document can be found at https://www.compassidaho.org/prodserv/transimprovement.htm. Ms. Tisdale noted that the Federal Funding will be focused on the urbanized areas in Nampa and Boise. The current TIP looks at approximately 7 years of funding, however the Federal Government typically looks at the first four years. Ms. Tisdale did a high-level overview for the Commissioners to provide context and understanding of the report. There are several detailed supporting documents on the website that help to understand the project report. Ms. Tisdale reviewed the Basic Project List as well as the Major Changes List and the TIP Viewer (interactive visual map)  Draft Air Quality Conformity – Ms. Tisdale did a brief review of this topic. On a simplified level any transportation program using federal funds must comply with the air quality standards set through the state budgeting process.  Timeline – Ms. Tisdale concluded by reviewing the public comment period of Aug 2-31 and next steps through to final Federal approval of the State and COMPASS plan on December 31st, 202. Ms. Tisdale stood for questions, none took place. 7. Staff Communications (M. Carson) Ms. Carson noted that the Staff Communication Memo begins on page 45. Ms. Carson began by noting the July 6th Pathway Crossing Presentation to City Council by Commissioner Lancaster. The presentation is included in the packet. Additionally, the letter that was, was mentioned in the projects update, and sent to ACHD can be found on pg. 61. On pg. 63 there is an update on the Deercrest restricted parking topic. If any changes occur with Mr. Peters and securing the needed signatures, Ms. Carson will, invite bring the information to the TC. Ms. Carson concluded with a brief review of the last two items in the packet: 6 Item 1.  Keeping Up With COMPASS – this newsletter will be included in the TC packet each month, but can also be found on the COMPASS website.  The Chinden West updates are on pg. 65 & 66. Ms. Carson stood for questions and Chairman Steed opened the floor for discussion on the Staff Communication topics, which took place. 8. September Meeting Date – W. Steed Chairman Steed opened the topic for discussion, which took place. Ms. Carson reminded the Commission that the bylaws for the TC explicitly state there is no meeting on the first Monday of September. If the Commissioner’s want to meet in September they can notice for a special meeting. Commissioner Lewis noted that previously in today’s meeting the ChindenWest Project was postponed to September and would need to be considered in the Future Meeting Topics if there was no September meeting. Ms. Carson also mentioned, the Meridian Bus service will likely be postponed until ridership is up to 90% of ridership. A motion to cancel the September meeting was made by Commissioner Hopkins; second by Commissioner Lewis – all ayes – motion passed. No formal field trip to the VRT ribbon cutting will occur, but if individual commissioners would like to attend please inform Ms. Carson so proper noticing can occur if quorum is met. MEMO TO TRANSPORTATION COMMISSION Agenda Topic on the Transportation Commission Agenda From: Miranda Carson, Coordination Planner Meeting Date: October 4, 2021 Presenter: Miranda Carson Estimated Time: 10 minutes Topic: Transportation Projects Update Below is a summary/update on some of the transportation and roadway projects City Staff has been involved with recently. This is not an exhaustive list, but rather highlights some of the more important activities that have recently transpired (or are about to occur) in the transportation realm. Staff will be at the meeting to discuss some of these topics in more detail. Please feel free to contact staff should you have any comments, concerns, or questions on any of these projects. New information is in bold. KEY ACHD PROJECTS: ACHD Integrated Five-Year Work Program: The 2022-2026 Initial Draft of the Integrated Five Year Work Plan (IFYWP) is in the process of being revised due to funding availability in the Fiscal Year 2022 Adopted Budget. ACHD Commission will review the revised draft at their work session on October 6th. The public and partner comment period will be open November 1-15th. More information can be found here: https://www.achdidaho.org/Departments/PlansProjects/IFYWP_2226draft.aspx. The 2021-2025 IFYWP was adopted by the ACHD commission on September 23 rd, 2020 and can be found here: https://www.achdidaho.org/Departments/PlansProjects/IFYWP.aspx City Staff Contact: Miranda Carson, Community Development Linder, Overland to Franklin: The design phase of this project is being initiated. A project scope for a design RFQ and an interagency agreement between ACHD, ITD and the City are being drafted. Requests have been made for this project be included in the STIP and FY2022-2028 Draft Idaho Transportation Investment Program (ITIP). An interagency Task Force has been established by the Mayor with the purpose of ensuring the Linder Overpass is realized. City Council approved a budget allocation of $2.5 million dedicated to of building this critical overpass in April 2021. This project was submitted to COMPASS for consideration of a Project Development Grant for $25,000. Widen Linder Rd to 5 lanes with curb, gutter, sidewalk and a Level 3 bike facility from Overland Rd to Franklin Rd as per the 2020 CIP and the Bike Master Plan. Project includes a new 4-lane I-84 overpass. Joint project between ACHD and ITD. This project is listed as future in the adopted IFYWP. City Staff Contact: Miranda Carson, Community Development 8 Item 2. Eagle Road, Amity to Victory and roundabout at Amity: Work on the west side of Eagle Road is ongoing. Landscape on west being placed, and sidewalk is ongoing. Amity/Eagle roundabout open with lane restrictions. Splinter islands remaining anticipated be complete October 1st. Landscaping remaining after pavement. Zaldia roundabout is complete. Pedestrian crossing at Ten Mile Creek is functional. ACHD is now including shark teeth and additional signage in the design at Rome. City staff continue to advocate that the landscaping at Rome Dr. will create visibility issues. Widen Eagle to 5 lanes with curb, gutter, multi-use pathways. Includes a 2-lane roundabout with a slip lane at the northwest corner at Amity for southbound traffic turning west. Also includes a pedestrian crossing on Rome Dr. Design will be done with in-house, ACHD resources. NOTE: There is insufficient right-of-way on Amity west of Eagle to allow the striping of the bike lane on the north side of the road, so it will only be the two travel lanes westbound, the center turn lane, and one eastbound travel lane until ACHD can program a project there in the future and widen to the south. The west side of Eagle Road will be fully improved including a multi-use path. Intersection opened on August 12th. Construct Install an interim traffic signal at the intersection of Ustick Rd and Black Cat Rd. 95% design was completed February 2021. Construction is scheduled in 2021 in the IFYWP. Ultimately the intersection is planned to have a dual lane roundabout in accordance with the 2016 CIP. Here is the project website: https://www.achdidaho.org/Projects/proj_intersection_ustick -and-black-cat- intersection.aspx McMillan/Black Cat Intersection: Signalize and expand the McMillan Road and Black Cat Road Intersection to a 3x3 configuration. Pedestrian facilities will be added at the intersection in the form of ADA-compliant ramps and signal infrastructure; no additional sidewalk will be constructed beyond what is needed for the pedestrian ramps. The new traffic signal at the intersection will accommodate the 3x3 configuration with flashing yellow arrow capability for the left-turn movements if desired. This project is currently programmed for ROW in FY 2021 and construction in FY 2022. 8th St at Meridian Middle: Construction is complete. ACHD is waiting on power hookup. Completion is anticipated by September 26th. Project has been bid with two other enhanced pedestrian crossing projects. Install enhanced pedestrian crossings at NW 8th St and Meridian Middle School. Locust Grove Road, Victory to Overland: The original 95% design with bike lanes is being revised to include a multi-use path (with no bike lanes) and at-grade side street crossings where the crosswalk is recessed from Locust Grove Rd. City Council met with ACHD Commission in September and expressed concerns with the recessed crossings. ACHD does not intend to change course on this design approach. City staff have also expressed concerns to ACHD staff that this is not the design that was not decided as part of public comment. The hawk signal will be moved from just south of Mastiff to north of Mastiff, between Mastiff and Puffin; despite City staff request, there is not a pedestrian refuge island currently planned. Widen Locust Grove to 5 lanes with curb, gutter, multi-use pathway. Additional ROW acquisition due to design changes is now anticipated through FY 2022, and construction is anticipated FY2022. 9 Item 2. Redesigned 99% plans should be received in August or early September. The schedule has also changed. ROW will now continue through FY 2022 and Construction will be in FY2023. Construct a multi-lane roundabout. Projects includes replacement/widening of bridge #2116 over the Tenmile Creek on Victory Rd and connection on the north end of a sidewalk gap to the west. This project was done with in-house design. Here is the project website: http://achdidaho.org/Projects/proj_road_locust-grove-victory-to-overland.aspx City Staff Contact: Brian McClure, Community Development Ten Mile Road, Victory to Overland and Ten Mile/Victory Roundabout: This project has gone through multiple redesigns and center medians have now been added to portions of the corridor. The design now also includes a multiuse pathway and side street crossings where the crosswalk is recessed. An updated design can be found on the project webpage. City staff expressed concerns to ACHD staff that this is not the design that was shared with the p ublic during the open comment period. The sidewalk level bike lanes will continue several hundred feet on the south leg of the Ten Mile/Victory intersection before transitioning to a rural cross - section. Notice to proceed has been issued for November 2021. Widen Ten Mile to 5-lanes with curb, gutter, and multi-use pathway. In the IFYWP, this project was designed in 2019, right -of- way in 2020-2021, and construction in 2022-2023 at a cost of $3.9M. Construction may be delayed to 2024. Widen Eagle to 5 lanes with curb, gutter, sidewalk and a multi-use pathway. Includes a multi-lane roundabout at Eagle Rd and Taconic Dr. ROW is programmed in FY 2022. Construction is planned for 2023 in the adopted IFYWP with a cost of $3.4M. The design includes significant grade changes of the existing intersection and will integrate large retaining walls. City staff continue to have concerns with pathway crossings behind and between cars at local streets, and the visibility conflicts it creates such as the one in this design at E Levin Dr. Notice to proceed has been issued for January 2023. Widen and signalize intersection to 4/5 lanes on Eagle and 3/4 lanes on Lake Hazel. Design is happening this calendar year, right-of-way in 2021-2022, and construction in 2022 in the IFYWP. ACHD has a consultant that will be providing recommendations for how to handle 10 Item 2. bike crossings. Bike lane will likely be separated and elevated from the vehicle travel lanes. ACHD is planning to replace existing walks, to address ADA issues, but keep detached where possible in same locations to the degree possible. ACHD is not planning a crossing at Fairview and Stonehenge, with the reason cited being safety concerns. A Z-crossing just west of Fairview/Webb is being considered. Widen intersection to 9 lanes on Fairview and 7 lanes on Locust Grove. Widen Fairview to 7 lanes with curb, gutter, sidewalk and Level 3 bike facility. Design in 2020-2021, right-of-way acquisition in 2021-22, and construction in 2023 in adopted IFYWP with a cost of $4.26M. Construction may be delayed to 2024. Additional business outreach is planned as well. Likely significant impacts to landscape buffers on south side of the street, and a retaining wall necessary along Five Mile Creek. ACHD tentatively looking at two pedestrian crossings. Design will include multiuse pathways with 4-foot minimum buffer. No sidewalk/pathways along Five Mile creek where retaining wall to be located; connection will rely on City pathway on north side of creek. Widen Ustick Rd to 5 lanes with curb, gutter, and multi-use pathway. from Ten Mile Rd to Linder Rd as per the 2020 CIP and the Bike Master Plan. Concept design will further clarify project scope. Design is planned for 2022. Construction is planned for 2025. Here is a link to the project website: http://achdidaho.org/Projects/proj_road_ustick-road-ten- mile-to-linder.aspx City Staff Contact: Caleb Hood, Community Development Eagle Road Signal Improvements: Eagle Road signal improvements began in July at Overland and are ongoing through mid-October. 2021 Residential Capital Maintenance Project: ACHD’s objective with maintenance projects has expanded outside pavement rehabilitation and now aiming for complete streets. The project is currently in the design phase, and construction is planned for the spring/summer of 2022. The City has requested the segments include a travel lane in each direction, on-street parking parallel to a curb with gutter and sidewalk. The project includes the following segments:  5th, Franklin to Bower  4th, Broadway to State  State Ave, Meridian to E End  Bower, Main to East End  4th, Washington to North End  5th, State to N End  2nd, Idaho to State Ave FY22 Arterial & Collector Capital Maintenance: 95% design was distributed to the project team. The two Meridian roadway segments are Victory Rd, Black Cat Rd To Ten Mile Rd & Amity Rd, Meridian Rd to Locust Grove Rd. 11 Item 2. Lake Hazel Road, Eagle to Cloverdale: Widen Lake Hazel to 5 lanes with curb, gutter, and Level 3 bike facility. Design will be done in 2022. Construction is planned for 2024 in the adopted IFYWP with a total cost of $2.3M. Amity Rd and Locust Grove Rd Signal: The interim project was terminated by ACHD. Instead a more final full overhaul of the intersection under a larger project will likely be constructed in FY24 or FY25. City Staff Contact: Brian McClure, Community Development Overland/Eagle Signal: Widen intersection to 7 lanes on Eagle and 9 on Overland. Project to be done in coordination with ITD. Design is indicated for 2025 in the IFYWP. All phases shown as Unfunded in the IFYWP at a cost of $8.16M. ITD PROJECTS ChindenWest Corridor: This project will result in 4 travel lanes (two in each direction). Widening will take place to the south of the existing alignment and be constructed to accommodate future widening to 6 travel lanes (three in each direction) with high capacity intersections at roads with river crossings. Project website: www.ITDprojects.org/ChindenWest ID-16 to Linder: The widening of this section of Chinden Boulevard is complete. The new roadway includes four 12-foot travel lanes, two in each direction, and a detached 10-foot pathway to the south for bicyclists and pedestrians. Locust Grove Road to Eagle Road: Four lanes opened December 2020. These changes come with new turning movements out of the Banbury and Bristol Heights neighborhoods. Linder Road to Locust Grove Road: All four lanes from Linder to Meridian are open. Motorists can expect periodic lane closures throughout the summer as crews continue work in the intersections and adjacent to the roadway. All remaining work will take place during off peak hours. Periodic flagger control at intersections is also anticipated in the evenings to complete stripping and landscaping. Locust Grove Road to Meridian is in the property acquisition negotiation phase. Construction is anticipated in 2022. All parties are committed to completing this work as soon as possible to achieve four uninterrupted lanes of traffic, two -in-each- direction, from Eagle to State Highway 16. Star Road to ID-16: Construction is planned for 2023. City Staff Contact: Caleb Hood, Community Development Idaho Highway 16 extension, U.S. 20/26 to I -84: In May, the Idaho Transportation Board approved $170 million of Transportation Expansion and Congestion Mitigation (TECM) funds to expand Idaho State Highway 16 from its current location at US-20/26 (Chinden Blvd.) to Interstate 84. Phase 2 will include the first portion of the interchange at I-84 and at grade intersections at Franklin, Ustick and US-20/26. It will also build bridges over Cherry Lane and McMillan Road with no connections. There will also be bridges over the railroad, 10 Mile Creek, 5 Mile Creek, and a ped bridge over 5 Mile Creek east of McDermott Road. There will also be a few improvements to the local roads on Franklin, Ustick, and McDermott. Phase 2 design and ROW are in process. Construction of Phase 2 is expected to begin in 2022 and take 2-3 years. At this point, it is too early to know the location 12 Item 2. where ITD will begin construction; likely the 2 ends will be constructed first. Project website: www.ITDprojects.org/Idaho16 SH-69, Kuna to Meridian Traffic Study: ITD is studying options to improve safety, mobility and access on Idaho 69 between Kuna and Meridian. The current concept includes continuous flow intersections, median U-turn intersections, reduced conflict U-turn intersections, additional traffic lanes, and bicycle and pedestrian facilities. There is currently no funding identified in ITD’s seven-year budget for the SH-69 improvements. Here is a link to the project website: https://itdprojects.org/projects/id69corridor/ PATHWAYS Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail (RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there are funds for pathway construction in the Regional Transportation Improvement Plan (TIP) in 2022. Nine Mile Creek, Linder to Meridian: The path is proposed to run from Linder to Meridian along the Nine Mile Creek drain just north of the railroad. City Parks Department is working with a consultant to negotiate easements for four (4) parcels from Linder to 8 th St. The City currently has obtained all but one required easement from 8th to 3rd. We are currently pursuing acquisition of easements from 8th Street west to Linder, and from 3rd Street to Meridian Road as a future phase of this project. Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a portion of the Five Mile Creek pathway near the Wastewater Resource Recovery Center (WWRRC). The City informed COMPASS that we will pursue completion of this project with local funds instead of Federal. There has been purchase and development action on the properties north of Five Mile Creek, west of the WWRRC. Additionally, ACHD has purchased a parcel to the south of the WWRRC. It appears that the bulk of this pathway will be constructed by these new owners as a condition of development. The City plans to invest in pedestrian crossings of the Nine Mile and Five Mile Drains to skirt the WWRRC and achieve continuity with existing McNelis Pathway along the Five Mile Drain. South Meridian Neighborhood Bicycle & Pedestrian Plan: ACHD presented a draft of the plan to City Council on September 21st. ACHD and several partners including the City have been working on developing a plan to help improve walking and bicycling routes in South Meridian neighborhoods. This plan is complementary to the City’s Pathways Plan with more of an emphasis on on-street bike facilities. The Veterans Shuttle service for Meridian Veterans to schedule rides to the VA Medical Center in Boise launched May 2021. A new route from the Ten Mile Interchange area through downtown to The Village will launch in 2022. Intercounty routes 40 and 42 also serve Meridian residents. Troop representatives will present their concern to the October Transportation Commission meeting and solicit feedback. Dear Mr. Mayor Simison, We are Girl Scout Troop 401 of Meridian. We are from going into 1st grade to going into 4th grade and we have fourteen girls in our troop. We meet at River Valley Elementary School in Meridian. We have noticed a dangerous area of road between Ten Mile and Linder roads connecting the neighborhoods of Kelly Creek (N. Goddard Creek Wy.) and Bridgetower (N. Palatine Way). It is very difficult to find a safe place to cross on a bicycle here. We wonder if this problem could be solved by adding a crosswalk (across McMillan) and paving a section of sidewalk on the north side of the road where there is currently gravel. We would love your help on this project this winter so that we could start bike riding more safely from neighborhood to neighborhood in the spring. Black Cat at Gondola Crosswalk Request Ashley Aven, Meridian citzen sent a message to the Mayors office requesting assistance to have a crosswalk installed at Gondola Rd and Black Cat. I coordinated with Ms. Ave, ACHD, and the West Ada School District (WASD). Kendall Kemmer at ACHD confirmed that WASD’s plan is to extend the walk zone for Pleasant View Elementary School west of Black Cat. Before doing so they will need to design and construct both a pedestrian hybrid beacon at the crossing as well as a 20 MPH School Speed Zone on Black Cat. They are currently in the process of choosing a consultant to do the design work. ACHD will work with them to get this moving forward. WASD communicated they do not have a full timeline yet. The first meeting between WASD and ACHD is next week. That is step one; then they will begin work on the next steps in the process including design. COMPASS Charter School Traffic The City has received a couple citizen comments regarding concerns with traffic on Black Cat between Pine and Franklin during the morning arrival and afternoon dismissal. The is the location of the new Compass Charter School. I went out to observe the traffic during dismissal. There was traffic typical of a school zone as well as students walking on the shoulder and crossing at non-marked locations. Lt Shawn Harper worked with his Police department team and had this feedback: The Traffic Team has been looking at this since the beginning of the school year. We worked with Compass to put out messaging to parents to enter and exit from specific directions onto Black Cat to minimize problems. The school also expressed a higher than expected volume of traffic there to due bussing shortages this year, specifically in the beginning. We talked to ACHD about the problem as well and they are less than concerned about it. Black Cat is a two lane road there with no room or plan for improvement in the foreseeable future. I think a lot of this has to do with the fact that this is the first year the school is open, 16 Item 5. and residents aren’t used to it. The traffic can get pretty gnarly, but it does around just about every school in Meridian, and it is a short lived issue. Kendall Kemmer from ACHD also provided this feedback: Since the school was not required to install a southbound left-turn lane, on Black Cat, north of Aviator Street Cat, ACHD looked at this and has started the design process to add the left-turn lane. I can check on the status with our Design Department and will also check with Planning to see if they have a tentative date for the start of construction. I will follow up on this issue when I have future information and a timeline for improvements. Meridian City Council and ACHD Commission Joint Meeting On September 20th, the Meridian City Council hosted a joint meeting with the ACHD Commission. The full meeting can be watched here: https://www.youtube.com/watch?v=EpY6bNftSyQ The following is a brief summary of the meeting: • Multi-Use Pathway for Pedestrians and Bicyclists – Gary Inselman presented on ACHD’s decision to begin including multi-use pathways in designs. He also covered the decision to recess the pathway crossings in some locations. Discussion was had between the board members. City Council and the Mayor questioned the consistency and safety of the recessed crossings. The ACHD Commission does plan to continue forward with the treatment. • 2022 Legislative Coordination Efforts – House Bill 389 was discussed. There was discussion regarding presenting a united front of support for more local options. There was also discussion regarding the need for a dedicated funding source for transit, fuel tax options, and the possible sunsetting of Safe Routes to School funding. • Idaho Transportation Department Highway 16 Update – Growth in the Fields area is coming as the ID-16 project progresses and with the opening of Owyhee High School. This will put more pressure on the local road system in that area as well. Because of the pressure ID-16 expansion will bring, ACHD may be advancing projects in the Fields area. Joseph Leckie Reappointment Joseph Leckie was reappointed by the Mayor as Youth Commissioner on the Meridian Transportation Commission on September 14th. His term will run through August 31, 2022. We appreciate his willingness to serve. Chinden, Bergman Access On August 3rd Jake Melder, ITD Public Information Officer sent the following to Mr. Steed: Hello Mr. Steed, I am managing public communication for the Chinden widening project at ITD. Mark Wasdahl attended the Meridian Transportation Commission meeting yesterday and let me know you and the Commission had questions about the traffic maneuvers from Fred Meyer to head east on Chinden Boulevard (U.S. 20/26). The treatment for this stretch of Chinden is very similar to what we did for Eagle Road (SH-55) in placing median barriers. Traffic will be able to turn right out of Fred Meyer and make a U-turn at the signalized intersection with Linder Road. I’ve sketched out the maneuver for vehicles coming out at Bergman Way, below. During construction, traffic out of Fred Meyer was directed to go north on Bergman and use Temple Drive to get to either Linder or Meridian Road. That was due to space constraints at the 17 Item 5. Chinden/Linder intersection during construction. With that intersection fully open, the below maneuver is the easiest route for traffic to take. We anticipate this maneuver being adopted in short order. However, if there are ongoing concerns about traffic on Temple, we might look at working with ACHD and placing some traffic calming measures on the local road, such as speed bumps, which would discourage non-neighborhood trips. If you have additional questions or would like to discuss this more, I’d be happy to set up a virtual or in-person meeting with the appropriate ITD staff. Chairman Steed responded the same day: Mr. Melder, Thanks for writing. I do understand what you are doing, but wonder how the public is supposed to know the maneuver. Surely you don't want to now direct cars on the 1.5 mile drive through the neighborhood that you mention was used during construction. Currently there is an "East 20/26" sign with a left arrow at the south end of the Fred Meyer Grocery south east exit, right before the service station. That sends vehicles to tee into Bergman but there are no other signs of what to do next. Perhaps the point is to get cars further back from the Linder/Chinden intersection before having to cross lanes to do the prescribed U-turn. I don't know; it all seems rather confusing until you somehow learn it. Thanks for contacting me and I don't know what a zoom call would accomplish at this point. I would still like to have ITD come to the Transportation Commission and explain the big picture of how you want 20/26 to work in the long run. The correspondence ended with Mr. Melder’s response: Thank you for the additional details, Mr. Steed. I’ve struggled with the sign on the property directing people to take Grey Fox to Bergman in order to head to eastbound 20/26. First, I can’t nail down who’s sign it is. ITD doesn’t claim it and it’s outside ACHD’s right of way. I’m not sure how it came to be and, as you mentioned, it was there before construction on Chinden. It’s also not technically wrong. So the strategy right now has been to let things settle out and see what people do now that construction on the highway is mostly wrapped up. As you pointed out, the 1.5 miles of neighborhood driving is annoying, so I think we’ll see adoption of the U-turn movement pretty quickly. That said, we’ll monitor the situation with ACHD and the City of Meridian. If the Commission has recommendations for treatments to better navigate motorists I know both transportation agencies will be open to hearing you out. I’m going to add Justin Price, our normal representative to the MTC, to this thread. Between him and me, we’d be happy to find the best person to lay out the vision for the corridor for the commission. ID-16 Update City staff member Brian McClure requested an update on the ID-16 project and received this response on August 13th from Merrill Sharp, ITD Project Manager. Good morning Brian, The construction phasing will be broken into 3 construction projects. There will be the I-84 to Franklin Rd; Ustick Rd to US-20/26; and the third will be Franklin Rd to Ustick Rd. these are part of our phase 2 design that is right in the middle of design now. As far as which will be constructed first, that depends on which section is ready first with their plans and right of way. The two ends will be constructed first, likely will be going on at the same time. the middle portion will be delayed by a few 18 Item 5. months as the design is not as far along as the ends. The plan is to start construction in Spring/Summer of 2022. The Phase 2 construction will build the first portion of the interchange at I-84 and will build at grade intersections at Franklin, Ustick and US-20/26. It will also build bridges over Cherry Ln and McMillan Rd with no connections. There will also be bridges over the railroad, 10 mile creek, 5 mile creek, and a ped bridge over 5 mile creek east of McDermott road. along with a few improvements to the local roads on Franklin, Ustick, and McDermott. There will be two new access roads also that will provide access to multiple parcels connecting to Cherry Ln and McMillan Rd. Phase 3 is just about ready to start design this fall and will take a couple years to complete. Phase 3 will include the full system interchange at I-84 with free-flowing ramps and several new structures. It will build the bridges over Franklin, Ustick and US-20/26 that will complete the full interchanges so SH-16 traffic can go over these cross roads without stopping like they will in phase 2. A full interchange at SH-44 is also included in phase 3. This phase will be constructed likely in 3 construction packages but will dependent on the funding which is allocated yet. The Sh-16 bridge over the 5 mile creek is designed to span the creek and also a proposed pathway (on the north side of the 5 mile creek). There is also a pedestrian bridge over the 5 mile creek that is being designed to be just on the east side of McDermott road. it will connect the paths/sidewalks that the developers are already built on that side of McDermott. Hope this helps Citizen Request for Transit Information A citizen sent the following message to Valley Regional Transit (VRT): I see you are in the process of adding a Meridian route that starts from The Village Mall over to Nampa and etc. But how do you manage to get your riders who want to go from Boise to the Village Mall? Also, I understand this second thing is all depending on how many riders ride, but you need to lengthen your times past 6pm for routes, make them end at 10 or so, then maybe you will see more people riding the bus. Stephen Hunt at VRT responded August 13th: Dear Customer, Thank you for writing in about the new 30 route connecting Ten Mile Crossing and Kleiner Park. This route is the first step in expanding transit service in Meridian and it connects three major centers within the City (Ten Mile Crossing, Downtown Meridian and Kleiner Park). The service at Ten Mile Crossing will connect to routes 40 and 42 which connect to both Nampa and Boise. Evening service and connections between Kleiner Park and Boise are potential service expansions that will continue to improve how transit can serve Meridian. We have already begun looking at how these services could be provided but do not currently have specific plans for when/if they would begin. Deercrest Restricted Parking Request Update Mr. Peters let me know he was not able to obtain the required signatures on the petition for time restricted parking. I sent him the following information on September 2nd: 19 Item 5. Without full participation ACHD will not post just a single section “No Parking”; the City would also not support signing a single section. That precedent could quickly become confusing for both motorists and code enforcement. I do want to let you know of some current restrictions that are in place there to address your initial concern regarding apartment traffic exiting onto Deer Crest. Our code currently states users cannot park “within twenty (20) feet of a crosswalk or a bike/pedestrian curb ramp”. The corners along the apartment’s egresses all have curb ramps. If users are not parked in the 20 feet buffer, there will be a proper sight triangle for exiting vehicles. If users are parking within 20 feet of the curb ramp, you are within your rights to reach out to Meridian Code Enforcement. There is also information in the code regarding the length of time vehicles can be parked on public streets. To report a concern call the non-emergency dispatch at (208) 377-6790 for more timely response from a Community Service Officer or Patrol Officer as Code Enforcement doesn’t work evenings or weekends. Dispatch will prioritize the call as a unit becomes available. Mr. Peters inquired about signing the curb ramps or painting the curbs red 20 feet from the ramps. John Wasson, ACHD Traffic Engineer responded: ACHD no longer paints curbing red to indicate ‘No Parking Zones’. We have not done that for over 20 years that I personally know of and there are no plans to start doing so. Paint is not visible in low light or bad weather conditions and requires consistent maintenance to be able to be enforceable. Rather than paint, ACHD – where and when needed – installs ‘No Parking’ signs. ACHD does not sign for private driveways, which typically includes apartment and business driveways. ACHD has a policy that specifically addresses situations such as this, but unfortunately you did not have adequate neighborhood support for ACHD to install parking restrictions on Deercrest. It is the responsibility of the driver departing the driveway to exercise due caution in pulling forward until they are able to see past any parked cars. If vehicles actually block the driveway or violate Meridian parking codes, then your tenants can contact the Meridian Police Department or non-emergency dispatch (208-377-6790) and an officer can respond and address the situation. Finally, I believe it is important for you to remind your tenants that there are multiple ways in and out of the apartment complex. If they are not comfortable with using the eastern most access point, there are five other access points to get out to Deer Crest, Linder or McMillan.
