Ault made motion to approve statement, seconded by J. Nary All ayes 3. Discuss Interest in Contributing to Interpretive Signage Along Meridian Pathways A. Belnap informed the Commission that Brighton Corporation has proposed installing interpretive signage along the canal pathway near their development as part of their mitigation process. The Corporation is looking to partner with the Commission on content for the signs. A. Belnap asked for Commission feedback in participation on this project through funding and content creation. B. Johnston pointed out that grant funds would not be able to be used for this project, however the grant funding will free up other commission funding to use for this project. B. Johnston also stated he thought it was a good option. J. Nary mentioned that the title on the drafted sign is from Lila Hill’s research and requested that Lila get recognition for that. A. Belnap will report back on any progress on the project. REPORTS [ACTION ITEM] 4. Report: State Historic Preservation Office's Evaluation and Feedback of the Commission's Certified Local Government Status B. Johnston reported that the Commission’s Certified Local Government Status was renewed with the State Historic Preservation Office with some recommendations. Those recommendations included doing an intensive survey of North Main Street and to ensure that the Commission is attending conferences. 5. Report: History Competition for Students D. Hart provided a report on the History Competition and what could be done better next year, including reaching out to groups and parties outside of West Ada School District. J. Nary informed the Commission that the last time they did the competition, J. Nary and Hillary Blackstone went to all WASD schools and did presentations. J. Nary also suggested that working with PTAs might be more effective. J. Ault suggested starting earlier, like two months in advance. 6. Report: Preservation Month Scavenger Hunt J. Nary reported that the participation was not as high as she hoped- there were 14 individuals participated in the Scavenger Hunt and those that participated enjoyed it. She suggested this probably had to do with the Commission’s lack of posting in the last year and things could improve in future years as there is regular content and relationships are built with the City. A. Belnap noted that she has only given away 3 gift cards due to lack of response by selected winners. 7. Update: Social Media Efforts for June J. Nary informed the Commission that she will be creating the June calendar, highlighting Dairy Days. A. Belnap noted that the creation of calendars will be spread to other commissioners since J. Nary will be leaving soon. J. Nary stated she would be happy to share resources and knowledge. Evarts made motion to approve an order for brochures not-to-exceed $1500, seconded by D. Hart All ayes 4. Approve Expenditure for Walking Tour App Maintenance Fee A. Belnap explained that the Commission has had an agreement with the Meridian Downtown Business Association since 2018 to split the cost of the Walking Tour app’s annual maintenance fee. MDBA has requested to opt out of the agreement. A. Belnap noted that paying the full $1000 maintenance fee is already in the budget and would not negatively impact the budget. J. Evarts expounded that MDBA is transitioning to the Chamber of Commerce. Once the transition is finalized, the Commission could partner with the Chamber of Commerce. J. Evarts made motion to approve the expenditure for the maintenance fee and to dissolve the agreement with MDBA, seconded by D. Lusignan All ayes REPORTS [ACTION ITEM] 5. Update: Social Media Efforts J. Nary informed the Commission that the April posts were focused on the History Competition for students and the scheduled posts for May are focused on the Preservation Month Scavenger Hunt. June will have new content with the goal to post every Thursday for #throwbackthursday. J. Evarts has images that could be used for these posts. 6. Update: History Competition for Students D. Hart informed the Commission of the avenues the Subcommittee has used to distribute the competition. A. Belnap will send out the materials after the deadline for the commissioners to score. 7. Update: Preservation Month Celebration J. Nary informed the Commission that the only missing piece for the Scavenger Hunt are the number of prizes. She proposed up to 5 gift cards from downtown business like 830Commons, Sunshine Café, SushiShack, Trufflec, Etc., or Slycebox with a historic medallion. J. Nary will draw participants names out of a hat and A. Belnap will contact the winners and mail the awards. J. Farm fields in Quartet drew their irrigation water from the Eightmile Lateral, Creason Lateral, the Rutledge Lateral and the Five Mile Creek / Drain, and serve also as drains for fields along their routes. Typically, a central farm yard would be surrounded by pens and corrals for the animals, which in turn were surrounded by pastures and fields that provided grass, grains, and winter fodder for the cattle and horses necessary to operate the farm. These farms had modest homes with much larger barns to contain the winter food and protect equipment. As the area grew, the farms began to specialize with one or two cash crops while maintaining the interwoven subsistence farming practices. Five Mile Creek was one of three natural waterways that existed south of the Boise River before large-scale irrigation practices altered the landscape. CREASON LATERAL There is some evidence that the Rutledge Lateral was excavated 1896 or 1897. Laterals are often named for prominent farmers to be served by the water when it is first excavated. In this case, the lateral may have been named in honor of local farmer Hugh Rutledge. RUTLEDGE LATERAL FIVE MILE CREEK / DRAIN Although the date of construction is unknown, the Eight Mile Lateral, appears on maps by 1896 and is an early example of gravity irrigation in the Boise Valley and its importance to the valley's agricultural roots. EIGHTMILE LATERAL The Creason Lateral was independently constructed in the early years of the 20th Century, but as with other small independent ditch systems, it was folded into the larger U.S. Reclamation Boise Project around 1914. The name is likely to have come from a local farmer and rancher, Harry C. Creason, who arrived in the Boise Valley in 1876 to homesteaded land. The HPC offers annual activities for Historic Preservation Month, maintains a walking tour where visitors can visit 23 historic properties in Downtown Meridian, and is currently hosting a student history competition. City of Meridian 21 The City of Meridian Community Development Department has included architectural standards for the zoned "Old Town" area of Meridian. These same standards were also included in the newest Urban Renewal District created in Meridian, the Union Block. Our Urban Renewal Agency, Meridian Development Corp., also makes a point to include preservation planning in their long range planning. Their "Destination Downtown" document is frequently referred to and helps establish history as a priority for the board. The HPC is not in a position where it can function as a regulatory agent, instead it functions as a recommending body for broad planning concepts to other authorized powers. 17 Item 4. CLG: FY: 10 of 18 5. ENFORCE APPROPRIATE STATE AND LOCAL LEGISLATION FOR THE DESIGNATION AND PROTECTION OF HISTORIC PROPERTIES. A. According to state law IC 67-6501, Local Planning Act of 1975, local governments are required to produce a comprehensive plan. As part of that comprehensive plan, the government must consider “special areas or sites,” which specifically include historic, architectural, and archaeological properties and sites. 1. Please submit a copy the current section of the comprehensive plan dealing with “special areas or sites.” Documents attached? Yes No 2. Describe any current or future plans for addressing historic preservation needs identified in the plan. B. State Law IC 67-4601 allows local governments to establish a local historic preservation ordinance. To become a Certified Local Government, an ordinance was passed by the local government establishing a historic preservation commission in your community; each CLG, therefore, meets this requirement. This state law also allows for specific activities to be undertaken by the local historic preservation commission to promote and protect historic properties. One of these activities is Design Review by the HPC of historic buildings in locally designated historic districts. Does the HPC have Design Review authority? Also, Goal #3 "Heighten public awareness of historic preservation in the community and improve preservation education efforts for various audiences" by increasing the HPC's social media presence for public education. 18 Item 4. State law IC 18-7027, IC27-501, and the Antiquities Act of 1984, prohibits the disturbance of prehistoric human burials, or the possession of human remains or artifacts removed from a burial, unless the excavation is conducted by a qualified archaeologist with the prior approval of the State Historical Society and the appropriate Indian tribe. 1. It has been a number of years since the undertook a major survey and it would be good to either take on a new survey or to update a previous survey.
