PROGRAM REPORT
4. City Staff new Solid Waste Coordinator Sayard Schultz
City Staff, Alex Freitag, introduced Sayard Schultz to the Commission as the new
City solid waste coordinator. Sayard started August 23, 2021.
5. Republic Services Quarterly Report – moved on to next month due to City staff
Joanna Hopson’s absence.

6. Community Recycle Fund
There is a little over $40,000 left in the Community Recycle funds (CRFs),
Commission Chair Cory asked for any comments on how to use these funds.
Commissioner Larsen asked if there had been any conversations about this from
last meeting. Chairman Cory indicated no. Commissioner Walters suggested a
community grant program be considered. Commissioner Larsen supported that.
City Staff Bill Nary suggested the new Solid Waste Coordinator might have ideas
and suggested that the Commissioners reach to her for input.
Commissioner Otte proposed they reach out to the community to see what
residents are interested in using the funds for and have an opportunity to make
suggestions. City Councilwomen, Liz Strader, mentioned that the City has a
Participatory Budgeting Program that is similar to what Commissioner Otte
proposed and that could be an avenue to gather community input. However, this
may put undue strain on that program. City Staff Bill Nary committed that the
City’s Public Works department communication coordinator position is vacant;
however, the City’s communication manager could coordinator with other Public
Works staff community outreach efforts to solicit funding ideas.
Republic Services, Konrad McDannel, recommended that we may need to relook at
the requirement process contained within the grant program. He added that
previous year’s CRFs went to a shipping container turned into a mobile little
community library and new City park litter containers made out of recycled
material. Commissioner Larsen suggested there be a developed outline of the
history, timeline, and budgetary information of the business grant program before
next month’s SWAC meeting. This outline could then be presented at the
September meeting. She said she is happy to work on that with Republic Services
McDannel, Commissioner Keeting, and City Staff Schultz.
Commissioner Walters suggested a portion of the CRFs be left to cover SWAC
projects. Commissioner Nelson commented that Commissioner Keeting is already
working on incentive programs for SWAC and that needs to be kept in mind.
Chair Cory proposed Commissioner Larsen work with Republic Services McDannel
and go through the last package to see what needs to be updated. This information
will be presented during the next meeting and the Commission can decide how
much of the funds will go towards the grant program.
Commissioner Otte moved for the discussion of the grant be tabled until next
meeting when further information can be presented. This was seconded. The
Commission voted and passed the motion.

7. Recycle the Fall Park Bins
We are approaching the end of summer and looking ahead at leaf season. Republic
Services provided bins for residents last year and have offered again to donate this
service. Republic Services, Konrad McDannel, discussed how they will monitor the

weight and number of hauls. He also handed out to all Commissioners a draft of
the billing insert that will be printed and sent to Meridian residents to be included
in their upcoming utility bill. This insert outlines guidelines for both curbside and
drop-off leaf collection and location of drop-off sites. There were a few insert
details that changed from last year. Namely, when leaf bags must be at the curb.
This has changed from 7am to now 6am. This extra hour will help reduce pickup
misses on busy weeks. In addition, two parks that had drop-off sites last year are
not included in this year’s sites due to high contamination rate of non-leaf
materials. Furthermore, this year there will be 20- and 30-yard roll-off containers
used to help contain the leaves better. Ada County Landfill will extend their days of
leaf collection by two weeks. Last year the busiest drop-off sites were Meridian
Transfer station (21/21 non-contaminated hauls), Settlers Park (7/7 non-
contaminated hauls), and Renaissance Park (5/6 non-contaminated hauls) and
Tully Park (5/6 non-contaminated hauls) were third.
City Staff, Alex Freitag commented that City advertisement for the leaf recycling
event will go out on the City’s social media pages and website.
