1. FY22 Republic Services Rate Discussion
Rodney Remling, Finance Manager of Republic Services, presented the 2021 rate
fee adjustment. He outlined the overall residential changes with an increase of
$304,233 which equates to a 90% CPI increase of 3.91%. The out of contract
request for a market labor adjustment was $134,037 for the residential side. The
City is being asked to cover 39% of that cost, resulting in an $0.11 increase to
monthly rates on a 95-gallon container.
Commissioner Larsen asked why the Recycle fee is remaining the same. Rodney
explained, even though the selling market is improving the costs to get the
recyclables to market have increased. Republic is still recovering from losses over
the last four years as well.
City staff was asked to comment on the market increase to which they replied this
is an issue across the nation and we deem it is fair.
This market labor adjustment will become a part of the service fee next year.

Residential rates were called out as this is the area of most interest to the public.
Commissioner Spiwak wanted to note the current contract is 37 years old and he
feels it needs to be updated. He feels the contract does not leave room for
discussion and the discussion they are having does not serve purpose as all they
do is approve.
City Legal representative Bill Nary discussed the MOUs that have been created
over time and how the free services the City gets have greatly benefitted the
citizens. The changes are mutually discussed and agreed upon. City Council has
discussed over the years whether to update the contract but there have been very
little concerns over the years. As we look at the quality of service we receive plus
the overall price we pay, the City is inline with other cities. The one time only
added costs need to be memorialized in MOUs.
Commissioner Otte brought forward the motion to send the fee proposal to
Council for their consideration, recognizing the one-time market labor adjustment
and another year extension on the recycle service charge, and to do so with a “do
pass” recommendation. All members voted yes.
Chair Cory requested a one-page outline of the rates of other cities. Republic
representative Klein agreed to provide that.
Chair Cory wanted to acknowledge the service provided by Commissioner Kau.
She was thanked for her service. Bill Nary addressed how she is the only youth
member to attend meetings during the summer.
