DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Rebecca Behrens of ZGA Architects and Planners, requests Administrative
Design Review (DES) approval for minor additions to Kendell Auto Group located at 3449 E.
Copper Point Dr. During a building permit review for façade improvements staff discovered that
part of the proposed improvements included a new lattice cover on the east side of the building
over the main entrance and a new 210 sf “smoking shelter” at the southeast portion of the site.
Both the patio cover and smoking shelter will be constructed of concrete posts, pre-finished
aluminum columns, and lattice. The majority of the structure color will be “Sonora beige” with
the roofs and accents being a darker adobe color (see attached color scheme). The patio cover
cannot be seen from the street and the smoking shelter will be located over 400 feet from the
street, at the back of the lot.
Some of the parking was reconfigured during the redesign. The smoking shelter takes the place
of several spaces. However, based on a building coverage of 25,592 square feet, this use requires
51 spaces whereas 137 are provided. There were changes to the landscaping, primarily adding
landscaping around the foundation of the building and islands within the parking lot. The site is
within the C-G Zone District.
DECISION
The applicant's request for administrative design review is approved with the conditions listed in
this report.

Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in UDC
Chapter 3 Article D and receive approval for such signs.
2. The elevation submitted by the Applicant dated July 1, 2020 is approved by the City of
Meridian Planning Division as shown in Exhibit C.
3. The landscape plan submitted by the Applicant dated June 24, 2020 is approved by the City
of Meridian Planning Division as shown in Exhibit C.
4. The applicant shall pay any applicable impact fees.
Ongoing Conditions of Approval
1. The approval of this design review does not release the applicant from any previous
requirements of the other permits issued for the site.
2. The applicant has a continuing obligation to comply with the outdoor lighting provisions as
set forth in UDC 11-3A-11.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director.
All requests for review shall be filed in writing with the Planning Division on or before August
26, 2020, within fifteen (15) days after the written decision is issued, and contain the information
listed in UDC 11-5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
The Administrative Design Review approval shall be exercised within the approval period of the
underlying permit or the approval shall expire.
