PZ - Neighborhood Mtg BALL VENTURES AH LQUIST February 22, 2021 Dear Neighbor: We are in the process of submitting an application to the City of Meridian for Annexation, Rezone, a Conditional Use Permit, Preliminary Plat and Modification to a Development Agreement with respect to a 25.9 acre project located at S. Rolling Hill Dr., Meridian, ID, 83642. In compliance with Meridian City Code 11-5A-6, we have scheduled a "Neighborhood Meeting." The Neighborhood meeting is for informational purposes only. During the meeting we will describe the proposed project and answer any questions you may have. The meeting is not a public hearing before a governing body of the City. Instead, the meeting is a pre-application requirement, and the City does not have the formal application yet. Once our application has been submitted and processed, the City will schedule a public hearing, and you will receive notice of the public hearing date via postal mail, newspaper publication, and/or public hearing signage on the project site. In light of the Covid-19 pandemic and the need for social distancing, the City of Meridian has approved the timing of this permitting this Neighborhood Meeting and its remote occurrence. Will it be a big change? For sure, in terms of property values. When changes like this occur to higher density, your property would be valued similar to those if another developer wanted to do similar • Q: What if the other properties decided to do something detrimental to your property? o A: Clearly there are a variety of uses that could occur but they would go through the same process that we are currently going through • Amy Wattles • Q:The possibility of future developments of Brighton? o A: Is Brighton planning to do future developments to the south?We aren't but what I was saying is there is potential for redevelopment to occur should the neighbors decide to go through the public hearing process as we are trying to do? • Q: So no BVA?Other Developers? o A: Now Amy, BVA may have had those conversations. I don't know of any additional conversations. We aren't proposing anything south but we don't know what conversations any of you have had with BVA. • Q: Are you planning to do anything on view circle? o A: It's a cul-de-sac so we don't have anything planned but where it connects with the road might be the extent of our improvements • Mike Blowers • Q: What if any was the findings regarding our street pertaining the traffic study? o A: We have submitted a traffic study to the highway district regarding the overall. It appears that the needed improvements would be some additional asphalt and curbs/sidewalks, and gutters along rolling hills. Current asphalt is 25-30' and needs to be widened to 50' in the existing right of way. We would need to coordinate with each one of you on access points to make sure it's maintained and improved? • Q: Was there a decision that those improvements need to be made? o A:The highway district will make conditions of approval and it is our assumption that they'll require sidewalks to Overland Road • Q: Will there be a signal o A: If they do put another signal in it will be accessed further east, not rolling hills • Q: As someone who has lived here for a decade. I'm curious how a traffic light wouldn't be part of this development? o A: Rolling Hills will have access to the stoplight off Silverstone. We understand your concern and ACHD is reviewing these items before we submit our application.An ACHD representative will be present for the public hearing • Q: No one wants to address our question of whether or not the traffic light will be installed at rolling halls • Amy Walttles • Q: It was my prior understanding that Rolling Hills was not required for emergency access. o A: We are planning to make a connection to Rolling Hills and creating a couple of access points in and out. It is a requirement to have dual access for the overall development. There was an original condition for rolling hills access • Q: So how many points of Access do you have here o A: Rackham, Silverstone, and Rolling Hills • Q: Why are you guys adding sidewalks because the neighbors aren't happy about it. We want to direct traffic the other way. o A: Bottom line, even if it was the original project, rolling hills would connect through • Mike Blowers • Q: So a dead end it can't be a fire ballasted road? o A: No, it would be required to have full access • Q: BVA's owner said we hope we never have to use rolling hills for full access. What made this change o A: with the addition of the property that's being added, another point of unrestricted access is required. • Q: What is the defining attribute that's requiring the extra access? o A: I think it's total distance from Overland Road. I know how everyone feels about • Q:That's putting it extremely likely;This is an effective change in lifestyle o A: I hear you. • Q: Is there any middle ground? o A: No,the intent is to access rolling hills. I don't believe we'll land on something else from ACHD. I don't want to be dishonest with you but I don't believe that will be the case. • Q: As neighbors, this project is going ahead regardless and it's frustrating.The city has been very clear that these homes would not be annexed. o A: I know you're frustrated, and we appreciate the candor. We have these meetings and public hearings, so I encourage you to come to the public hearing and voice your concerns. • Q: I knew these were the type of answers we'd get. I thought it was going to be assisting us through the construction phase of the project. I know what I'm going to do to make sure to increase my family's safety to reduce traffic. o A: I do think that improvements of the roadway from Silverstone over be the designated haul route from the boundary into the site. Conclusion • Jon Wardle: We plan to submit a formal application to the city in the next 60 days.
