Dear Mr. Hood.
SCS Brighton LLC, is pleased to submit the enclosed Certificate of Zoning Compliance, and
Design Review applications for the proposed multi -family apartments, clubhouse, and parking
on the 7.826-acre property north of I-84, and east of Ten Mile Rd. (below).
The objective of the proposed actions is to enable the development of a 238 unit (42 studio units;
120 one -bedroom units; 74 two -bedroom units; and 2 live/work units) multifamily apartment
project.

The subject property is located in the area governed by the recently approved Ten Mile Crossing Design Guidelines
(H-2020-0114). The design of the project is in line with the previously approved apartment phases, the Architectural
Standards Manual for Multi -family structures as well as the Ten Mile Crossing Design Guidelines as approved
earlier this year.
IN CONCLUSION
Based on the foregoing and as supported by the accompanying applications and documentation, we request approval
of (1) Certificate of Zoning Compliance; and (2) Design Review Approval of the proposed unit elevations and floor
plans.

Submittal Application
PROCEDURE FOR OBTAINING DESIGN REVIEW APPROVAL
The following items must be completed prior to review and approval of your project. No work
shall commence until written final approval by the Ten Mile Crossing Design Review Board
(Board) has been received.
1. Read over the Ten Mile Design Review Process, and be familiar with the Ten Mile Crossing
Design Guidelines.
2. Complete and submit this application. All submittals are acceptable in a digital format.
3. Submit one set of construction documents, including a complete 3-D drawing set that
show massing and articulation of building on the site, parking plan, landscaping plan,
renderings, cut sheets, trash collection plan and signage plan. Additional materials may
be requested upon further review.
4. Remit Design Review fee. For questions or clarification on documents required for
submission, please contact ACC@brightoncorp.com
Final approval is valid for one year from the date on the written final approval memorandum sent
by the Board. If construction has not begun in that time, a new application is required. The Board
assumes NO liability for encroachments into platted setbacks or onto easements or neighboring
property. It is your responsibility to ensure that your design and construction activities meet the
requirements of the plat, your lot and property lines to avoid encroachments and trespass.
NOTE. After Design Review approval, each project must still be submitted to Meridian for CZC
prior to (or concurrent with) Building Permit. A project can be submitted for CZC with a
Preliminary Approval, but must have Final Approval prior to issuance of a building permit.
FEES
• Design Review. The entire fee for Board Review is $1000.00. This fee can change at any
time due to the complexity of the project and the amount of time the review process will
take. The Design Review fee is summarized:
o For a Preliminary Review the charge is $200.00. This fee is required prior to
Preliminary Plan Approval.
o For a Final Review the charge is $800.00. This fee is required at final plan submittal.
• Project Completion. In addition, the District Board requires a completion deposit to be
held until the project is complete. The Project Completion deposit is released upon
inspection by the District Board that the project is finished and complies with the
approved plans.
o Project Completion Deposit. A minimum of $5,000, but can change due to the
complexity of the project.
o Completion Inspection Fee. An inspection fee of $200 will be retained from the
Project Completion Deposit.

Ten Mile Creek Apartments Phase 3 — 238 Multi -family units (including two live/work units),
compromised of (3) separate 4-story buildings, including an internal clubhouse within one of
those buildings. The amenities provided are warming kitchen, conference room, pet grooming
station, work rooms, 24-hour fitness, and outdoor pool.
The exterior facade consists of brick, EIFS, and accent banding elements.

MATERIALS AND CONSTRUCTION TIMING
Exterior Materials, Finish and Colors
Provide details regarding exterior materials to be used on the project, including but not limited
to, masonry, metals, wood, siding, trim, EIFS, material transitions, panel scoring, expansion
joints, roof, doors, windows, outdoor lighting, screening (mechanical and waste), signage, etc.
Anticipated building exterior materials include the following: brick veneer, stucco with control joints
aligned with facade openings and spaced not less than every 144 square feet both vertically or
horizontally, simulated wood aluminum soffit, metal fascia and trim, powder coated steel guardrails
and entry awnings. Building entry doors and common space glazing will be aluminum
storefront. Exterior unit patio doors and windows will be vinyl frames. Trash chute rooms are to be
screened by powder coated steel swinging gates. Roofing is anticipated to be low sloped TPO with
roof parapets extending at various heights around the perimeter of the buildings corresponding with
the building massing and mechanical condensing unit screening. Signage shall also be provided for
each respective building as a letter designation as well as to distinguish the overall project phase from
the other two Ten Mile phases.
Site features include garage buildings with brick veneer, stucco with control joints aligned with facade
openings and spaced not less than every 144 square feet both vertically or horizontally, standing
seam metal roofing, aluminum soffit and trim, and steel overhead garage doors. Screening of brick
veneer faced dumpster enclosures are to be screened by powder coated steel swinging
gates. Powder coated steel parking canopies are also anticipated. Pool deck metal 6'-0" high fencing
and brick veneer fire place and tiger wood clad BBQ and raised planter features are also anticipated.
Construction
Provide details regarding staging and storing materials, site access, road cleaning, general
contractor, etc.
Staging and Storage — All staging and material storage will be onsite.
Site Access —The site will be accessed from existing curb cuts, along with a secondary access
road provided for Fire

NEW CONSTRUCTION AND ALTERATION AGREEMENT
1. As an owner or authorized representative, I/we have read the current Ten Mile Crossing
Design Guidelines, Covenants, Conditions and Restrictions related to Ten Mile Crossing (all
projects), and the requirements of the Design Review submittal for new construction or
alteration of a prior approval.
2. Enclosed is the Architectural Review fee.
3. Any change in the exterior from the final approved submittal must be resubmitted to the
Design Review Board for approval.
4. I/we assume responsibility for any and all damage by the contractor/builder and his/her
agents and subcontractors and their agents to adjacent properties and/or my/our property.
