I issued the CZCU letter of decision last Friday, October 15th. Attached is the letter with the language regarding the
appeal timeline for these types of applications.

We can tell them that the matter is currently under review (or will be under review) as part of a CZC administrative
process. Mr. Tsai is entitled to pursue the CZC process. Under 11-5A-4, any person who wants to be a party of record
with regard to the CZC can request so in writing. We can consider their email to be their request if we wish. Once the
CZC decision is issued, a Party of Record may request City Council Review of the decision (11-5A-7).
I don’t know the status of the CZC?

The Oasis has already been denied.
The owner is trying to fool the city of Meridian by putting different emphasis on the same building We will still have the
sane issues as before - noise, parking shortages, unsafe entry and exit, the bringing of potentially bad actors to the spot.
Ustick and Eagle are already incredibly busy streets. Coming out of Leslie is already dangerous and has a long wait time
to come out to Ustick. People coming out of this property and want to go on Ustick and take a left on Eagle will
definitely cause accidents particularly at night.
Please don’t let this guy fool you. This is NOT the place Meridian would want for that location. Please vote NO to this
almost duplicate request which was unanimously voted down the first time Richard Lasher Connie Lasher

Dear Mr. Tsai:
This letter is to confirm that the Director approved your Certificate of Zoning Compliance Verification
application for a change of use of the subject property from a shell commercial suite to a restaurant with
ancillary drinking and indoor recreation. This approval is subject to UDC 11-4-3-49 – Restaurant and
UDC 11-4-3-2 – Arts, entertainment or recreation facility indoor. Furthermore, future building
permits will confirm the proposed use and utilization of the subject space; Staff will confirm
compliance with all relevant code sections prior to approving any tenant improvement building
permit. No exterior modifications are approved with the subject approval. If you should have any further
questions regarding this matter, please don’t hesitate to contact Joseph Dodson at (208)884-5533.
Please contact Building Services and the Meridian Fire Department for specific permit and code
requirements.
The applicant, Director, or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division of the Community
Development Department on or before October 30, 2021, within fifteen (15) days after the written
decision is issued, and contain the information listed in Unified Development Code (UDC) 11-5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under Idaho
Code 67-8003.
