Amity Rd., Meridian, ID 83642 Project Narrative: The proposed project consists of a new approximately 8,000 square foot multi-tenant building with two suites: a dental office and shell space for a future tenant. 1. Architectural Character: a. Cohesive Design: the future property owner/tenant and architect have coordinated with the land developer for review and comment to ensure that the proposed building and layout is cohesive with the appearance and circulation of the rest of the development. Direct accessible pedestrian connections have been provided to the sidewalk parallel to Amity Road. Reveals, awnings, relief in façade, and glazing are proposed on all sides of the building to break up vertical planes of the building face. b. Building Scale: the proposed building is greater than 30’ from all shared property lines. Step-downs and step-backs have been included in the parapet form. Two different parapet heights distinguish different material masses. Main entry to each suite is indicated with a gable roof that extends above the adjacent parapets to a height of over 20’. Because the building is surrounded on all sides by public road and drive aisles, reveals, awnings, relief in façade, and glazing is included on all elevations. c. Building Form: modulation in height and depth reduces building masses and façade planes. Overhangs and awnings provide further depth on each plane and interrupt tall storefronts. Fenestration and reveals have been located within the bottom 3’ of most walls. An average of approximately 30% fenestration is proposed. d. Architectural Elements: the façade contains consistent reveals and pedestrian-height fenestration, awnings over most storefronts including the entries to both suites. Façade materials wrap walls and terminate at inside corners to give the appearance of mass. Material change, overhung gable roof, awning, generous glazing, and signage creates a focal point to indicate each suite’s main entry. Large blank wall segments have been eliminated with glazing, reveals, and awnings. Mechanical equipment is to be located on the roof and screened by parapets. The trash enclosure has been located away from the main entries of the building and the public street. Landscaping will be provided to screen utility meters. e. Materials: primary exterior materials are to be wood, concrete, and steel. Concrete and steel serve as distinct field materials while wood indicates entry for each suite and 1008 W. Materials wrap walls and terminate at inside corners to give the appearance of mass. f. Signs and/or Lighting: lighting is intended to compliment building accents. Surface- lit or internally-illuminated letter signs will be located as indicated in the attached elevations (signs to be permitted separately). 2. Parking Lots: 32 surface parking spaces are proposed. Landscaping is to be a combination of shade trees, grasses, shrubs, and low plantings. 3. Pedestrian Walkways and Facilities: accessible sidewalks provide direct pedestrian access from Amity Road and the parking lot to the buiding entries. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site: CPAM-15-001, AZ-15-004, DA Inst. #2015-061375; H- 2016-0092 (PP & MDA), DA Inst. #2016-119080; H-2017-0051 (FP); H-2018-0127 (MDA), DA Inst. #2019-033207; A-2018-0369 (PBA, R.O.S. 11689). 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant shall have an ongoing obligation to maintain all pathways. 7. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. Page 3 8. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3. III. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before August 11, 2020, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-5A-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. IV. EXPIRATION The Certificate of Zoning Compliance shall expire if the construction, alteration or the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
