Written Analysis:
Powder River Development Services is representing Verizon Wireless for a small cell colocation project
on a City of Meridian traffic signal pole. Public Works has approved this location.
Description of Surrounding Area:
This site is located near a commercial area near the northwest corner of Eagle Road and E St. Luke’s
Street, Meridian, ID 83642 (next to parcel R5443010016) IN the Right of Way
Natural and Manmade Impediments
This is a small cell design on an Ada County Highway District Traffic Signal pole, the coverage is
limited to the immediate area, there are no obstructions to coverage at this location.
Physical Site Constraints
This is a colocation on ACHD Traffic Signal pole, the site constraints are the antennas are not allowed
to exceed 35’ in height based on the C-G zone.

As a small cell project in a C-G zoning district and there are limited siting options. The antenna
propagation is limited to the immediate surrounding area. Due to code restrictions a larger monopole
tower would not be permitted in this area.
Detailed Explanation as to Why Co-location is Not Possible on Buildings or Antennas.
In this location, there are no other suitable existing traffic signal or light pole options, and colocation on an
existing traffic Signal is preferable to dropping a new utility light pole in the vicinity. (OTHER nearby poles
were also considered for colocation, but per the targeted coverage area as indicated on Propagation
map, relative to distance to other proposed small cell locations, THIS pole is the selected location for
COLOCATION.)
