Broadway Avenue, Ste. 102 Meridian, Idaho 83642 Re: K1 Speed Conditional Use Permit— 1135 N. Hickory Ave. Planning and Zoning Review staff, Cushing Terrell is pleased to submit this letter of explanation in support for the accompanying K1 Speed Tenant Improvement to allow an indoor recreational facility within an I-L Zone through a Conditional Use Permit. The proposed use will be for K1 Speed, indoor electric go kart track, concessions, meeting rooms, restrooms, and associated spaces. K1 Speed will be occupying approximately 50,000 square feet of an existing 207,000 square foot shell industrial building located at 1135 N. Hickory Ave. The remainder of the building will be leased to industrial type tenants. Currently on the north end of the building (30,000 square feet) a commercial cabinet shop tenant improvement is occurring. The original building core and shell was approved under DES, CZC—A-2020-0165. The exterior of the building, landscaping, and parking is not going to be changed through this CUP. A separate sign package will be submitted at a later date. It is acknowledged that this is an occupancy that requires a Conditional Use Permit and is taking away from industrial space that is needed within the City of Meridian. The landlord of this building has or is currently constructing 500,000 square feet of industrial buildings to help aide in the need for industrial buildings. K1 Speed will only occupy one quarter of the entire building. The City of Meridian does want growth and mixed opportunities which this project does provide along with added jobs that don't exist with this kind of business. K1 Speed has developed over fifty sites across the United States and this will add an amenity that the city doesn't currently have. The planned hours of operation are Monday—Thursday 12:OOpm— 10:OOpm, Fridays from 12:OOpm — 11:00pm, Saturday from 10:OOam — 11:OOpm, and Sunday 10:OOam — 10:OOpm. The current building, parking, and landscaping is sufficient to support this type of tenant and won't affect the other leasable spaces within the building. The current surrounding uses support this type of venue as there is industrial to the north, office to the east and south, and residential to the west. None of the uses or times will be heard from the neighbors as the go karts are electric and don't create a lot of noise. The building is also constructed with concrete insulated tilt up panels and all of the windows face office cushingterrell.com 2 uses. The fagade that faces the residential use is separated by approximately 150 feet of space and none of the openings will create noise to the neighboring tenants. Per the I-L Zone parking is required at 1 stall per 2,000 square feet. In our pre-application it was suggested that we use the commercial zoning requirements, 1 stall per 500 square feet, which would require 100 stalls for the K-1 Speed tenant improvement. On the site plan we show that we have allocated a total of 106 stalls for the K-1 Speed portion of the project. Per the original CZC package and current site layout we have a total of 235 parking stalls. This leaves the remainder of the building with 1 parking stall per 1,200 square feet, which is still almost double of what is required in the I-L Zone. We will that the site and parking is adequate for the proposed use of the building. Per City of Meridian requirements, a neighborhood meeting was held on September 20, 2021 and no neighbors attended the meeting. The meeting notice was sent out per the City's requirements and all addresses were given to Cushing Terrell through the City of Meridian's neighborhood meeting process requirements.
