Dalton Royal Narrative

We are excited to create The Dalton Royal, a new concept restaurant and indoor recreational
space to the corner of Eagle and Ustick Rd in Meridian, Idaho. During our primary operations,
the location will operate as a family friendly restaurant, featuring a fully equipped commercial
kitchen and bar, featuring local craft beers, ciders, wine service, and cocktails. The space will
serve both as a location for a dining experience and a gathering space for coworkers and
friends.
The space will incorporate an area for billiards, various arcade style games, and a stage for
comedy acts, limited entertainment acts, and trivia nights. During late afternoon or early
evening hours, this section of the facility will be partitioned from view until later in the evening.
Having no dance floor or other SRO (standing room only) rated areas during normal operations,
the anticipated capacity as estimated by our architectural team should be in the 200‐300 range.
This should easily provide a 2:1 parking ratio using available spaces in the complex.
This letter shall serve as the narrative for an application for a CZC (Certificate of Zoning
Compliance) Change of Use, under an existing approved CZC for the site. The use is within
compliance with the City of Meridian UDC (Unified Development Code) Chapter 4, as it is not
subject to additional regulation as it is exclusively an indoor only facility and as a restaurant is
required to provide one parking space per 250 square feet. With an estimated 7101 square feet
of total space and no additional auxiliary spaces or mezzanines, the project will require 28
parking spaces as required per code. An excess of 138 spaces will be provided, with more
becoming available in the future as plans are revised. As currently configured, the site will
provide 492% of the parking as required by code.
At the time of this letter, all but one of the proposed tenants are known, confirming previous
hypothesis that the tenants sharing the parking spaces will be closed or nearing their closing
hours at the time of our project’s peak hours. At this time, Jamba Juice and Wienerschnitzel are
known to have limited traffic in the evening to late evening hours, Dutch Bros operates as a
drive thru only model, and the urgent care facility will be closed or nearing close of business as
our facility opens. Therefore, there would be no potential conflict for use of shared parking
spaces.
The proposed use of a restaurant and indoor recreational space are both principally permitted
uses in the C‐G zoning district, and will be additionally subject to compliance with the Idaho
State Police Administrative Code 11.05.01.010.06 (governing food serving facilities).
