After some consideration, I agree that the IFAA portion of the pathway (continuing from the stretch of pathway along the 9 mile adjacent to the ISU Parking lot up to Central Ave) could just as well be constructed with Phase II of the IFAA project. In fact, I think it makes good sense to wait. My reasoning is this: · The alignment of the pathway outside of the NMID easement will take up site area that could result in less space for ball fields and open play. Impacts to fields will occur anyway with the Phase II Auditorium construction, so we might as well preserve as much field area as possible until then. · Currently this is a ‘path to nowhere.’ Sometimes that happens. Most of the time we don’t mind. But.. in the vicinity of schools especially, we’d like to avoid a dead-end situation. Assuming it will take a couple of years (possibly more) for project buildout, this will give the City time to investigate a crossing of the Nine Mile to connect with ped facilities to the west and provide a through connection. · With the short plat application, the City was already granted a Pedestrian Access Easement for this connection, so I’m confident that access is assured. In short, it just makes more sense to hold on the pathway until phase II. Excerpt from Staff Report below. KC RFI 129 Do we need to formally amend this somehow? Or is there another way to note the timing difference so as to make it a part of phase II instead? The condition still holds, of course. It’s just a delay in the construction requirement.
