Dear Ms. Watters,
On behalf of CenterCal Properties, LLC we are pleased to present the attached application and supporting
materials for Building F at The Village, Meridian Town Center for Certificate of Zoning Compliance and
Design Review. This submittal entails a three story mixed use retail and office building for this new
development project, previously approved through a "master application" , CZC-11-021.
Building F is located Southwest of the proposed theater. The building will front the future park to be
centrally located in The Village. Please refer to the site plan to review the extents proposed through this
CZC, including parking areas. The theater and the park will follow at a later date under a separate CZC.
The intended uses for Building F are retail, restaurant and upper level office spaces. This building is
highly detailed and features a wide variety of materials. Exterior elevations are articulated through jogs in
the floor plan and varying exterior wall heights to provide visual interest. A mixture of awnings and
canopies will be featured for the future tenant storefronts. All sides of the building feature multi-colored
plaster with brick accents and extensive cast stone trim and cornices.
Trash enclosures and other service and utility spaces are located within the building. As such, they are not
identifiable to the general public other than a set of doors. CenterCal Properties has its own trash
collection which picks up trash at individual building enclosures and takes it to a central compactor to be
located behind the theater building. This compactor will be the location that Sanitary Services will
eventually access for pickup. This too will be included in a future CZC application. Access and turn-
around for emergency vehicles had been approved by the master CZC.
This application has been prepared in coordination with the master CZC.We expect that you will find it

DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Meridian CenterCal, LLC, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of a78,232 square foot 3-story shelland core for Building F, a multi-tenant
building at The Village at Meridian Town Center.
There are no specific tenants at this time; however, the intended uses are retail, restaurant and upper level
office spaces. This CZC is for Building F elevations only; all site work and landscaping was previously
approved underthe master plan(CZC-I l-021).
The site is generally located northeast of the N. Eagle Road and E. Fairview Avenue intersection at
3620 E. Fairview Avenue.
Note: Future tenants are required to submit Certificate of Zoning Compliance (with prior
approval) and Design Review applications for the faEade improvements for each individual
tenant space as well as for approval of the specific use. Iffaqade improvements are not
proposed, only a Certificate of Zoning Compliance Verification application is required to be
submitted for approval of the new use. Faqade improvements will only be for the first Jloor
tenant spaces shown as white out areas on the elevations; no faqade improvements will be done
on the 2nd and 3'd Jloors, only signage.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contoct Building Services at (208) 887-221I to verify tf you
need a building permit and/or inspection. If you do need a building permil, you must complete that
process before you commence the use or construction. As port of the application submittal, you will
need to provide one set of the final, stamped "approved" Planning Department plans, stamped ond
signed by the architect and/or civil engineer as applicable. You must provide these plans in PDF
format and hardcopy os specilied in the Building Services "Plfin Intake Checklist" and include them
with your building submittal set. Please contact Building Services for addilionol details about buikling
permits and inspections.
Site Specific Conditions of Approval
l. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC l1-3A-7 and 1l-3A-68.
2. All ground level mechanical equipment shall be screened to the height of the unit as viewed from
the property line in accord with UDC I l-3A-l9,A.le.

3. Future tenants within the proposed shell & core are required to submit a Certificate of
Zoning(with prior approval) and Design Review application for approval of fagade
improvements and the specific use for each individual tenant space.
If fagade improvements are n al proposed, a Certificate of Zoning Compliance Verification
application shall be submitted for approval of the new use.
4. The Certificzte of Zoning Compliance (with prior approval) and design review application
submitted for the first tenant in the structure shall include a site and landscape plan that
depicts the boundary of the site improvements associated with the structure. The details of
these plans shall be consistent with the overall site & landscape plans approved with CZC-
l1-021. Site improvements within the boundary associated with this structure shall be
completed prior to issuance of the first Certificate of Occupancy, ar surety may be
submitted in accord with UDC 11-5C-3.
Process Conditions of Approval
l. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC l1-5C-38. A surety agreement may be accepted for other improvements in accord with
UDC I I-5C.3C.
3. The elevations prepared by Perkowitz + Ruth Architects, dated3l2lll2, labeled Sheets 1l-16, are
approved (stamped "approved" on 618/12 by the City of Meridian Planning Department) with no
changes.
4. The approved elevations may not be altered without prior written approval of the City of
Meridian Planning Department.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
6. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawfulto use or occupy any building or structure untilthe Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC I l-3B-6 and to install and maintain all landscaping as set forth
in UDC I l-38-5, UDC I l-3B-13 and UDC 1l-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC ll-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-07-012; VAR-07-017; MDA-l l-002; CZC-ll-021;
czc-t2-044).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 1l-3A-l l.

CITY COUNCIL REVIEW
The applicant or a party of record may request Crty Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before July 6,2012,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
5A-68.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until June 21,
2013.
