UpCycle Proposed Use NarrativeErik Hagen architecture   September 28th, 2021 Stacy Hersh, Assistant City Planner   Meridian Planning & Zoning   shersh@meridiancity.org 208.489.0576 Re: 1728 E McMillan #140 - Change of Use   UpCycle   Dear Ms. Hersh, The building shell of Woodland Springs development near the intersection of N Locust Grove & E McMillan in Meridian is owned by Morgan Business Ventures and was approved under C-SHELL-2019-011. The shell Certificate of Zoning Compliance for the Woodland Springs shell is A-2018-0216. Since then Burn the Boats Tattoo and Good Apple Taphouse have been approved and occupied suites 130 & 150/160 respectively. Suites 100-120 are currently under review to be an Uncle Bob’s Pizza restaurant. Suite 140 is currently under review to be an UpCycle indoor spin recreation exercise facility. This application is for the UpCycle, which will be the first tenant use for Suite 140. The proposed ~1,200 SF UpCycle facility will be a simple, one-room spincycle exercise room for 28 patrons and one instructor. Along with the associated entry area, locker area and bathrooms. There are no exterior improvements proposed and no proposed exterior use. The existing property has 47 dedicated parking spaces, plus 4 Accessible parking spaces (2 of which are Van Accessible). There are also 12 additional stalls along the southern border of the property available for use shared with the adjacent Maverick property also owned by Morgan Business Ventures. UpCycle hours of operation will be: 6 am to 7 pm. For reference, Uncle Bob’s hours of operation are proposed to be 11 am to 11 pm. Good Apple hours vary but are roughly: 1 pm to 10 pm (on the busiest days of Friday & Saturday). Burn the Boats Tattoo hours are: 11 am to 8 pm. Table 11-2B-2 Allowed Uses in Commercial Districts states that Indoor Recreation Facility is a Permitted use in a C-N Neighborhood Commercial Zone subject to specific use standards. Specific Use Standards 11-4-3-2 lists specific use limitations as to indoor and outdoor recreation facilities. However, all the listed standards refer only to exterior or outdoor uses. Therefore, there are no limitations to the indoor recreation spincycle uses proposed. It is our findings that the proposed UpCycle spinning studio use is an allowed and permitted use per the City of Meridian Unified Development Code. We hope you will find the same conclusion.
