Broadway Avenue, Suite 104 Meridian, Idaho 83642 RE: Urban Renewal Plan for the Northern Gateway District Urban Renewal Project (Option B) Dear Mayor Simison: In compliance with the Idaho Urban Renewal Law of 1965, as amended, Chapter 20, Title 50, Idaho Code (the "Law") and the Local Economic Development Act, as amended, Chapter 29, Title 50, Idaho Code (the "Act"), I am pleased to provide you with a copy of the Urban Renewal Plan for the Northern Gateway District Urban Renewal Project (Option B) (the "Plan") adopted by the Urban Renewal Agency of Meridian, Idaho, also known as Meridian Development Corporation on September 22, 2021, pursuant to MDC Resolution No. 21-037, a copy of which is also enclosed. The MDC Board directed the MDC Administrator to insert Attachment 1 and Attachment 2, the surveyed boundary map and legal description of the revenue allocation area, into the Plan upon receipt. Pending finalization of the surveyed map and legal, further adjustments to the acreage within the Plan may be necessary. It is anticipated these insertions will be completed by the end of next week and prior to transmittal of the Plan to the taxing entities. Public Hearing and Ordinance Readings Under the provisions of the Law and the Act, a public hearing must be held by the City Council prior to final reading of the Ordinance adopting the Plan. I am herewith respectfully requesting that you schedule the readings and the public hearing before the City Council in conformance with the City's Ordinance approval process. I understand the tentative schedule to be as follows: the first reading of the Ordinance on Tuesday, November 16, 2021, at 6:00 p.m.; the public hearing will be scheduled for Tuesday, November 23, 2021, at 6:00 p.m. in the City Council Chambers at City Hall, which will coincide with the second reading of the Ordinance; and, the final reading of the Ordinance will be scheduled for Tuesday, December 7, 2021, at 6:00 p.m. Publication of Public Hearing Notice and Transmittal to Affected Taxing Entities I have also requested that the City Clerk publish notice of the public hearing and transmit the notice, the proposed Plan and the MDC resolution recommending adoption of the Plan to the governing bodies of each taxing district affected by the revenue allocation financing provisions contained in the Plan no later than Friday, October 15, 2021. These taxing entities will have received the referenced information no later than at least 30 days prior to the proposed hearing date but not more than 60 days prior to the date set for the final reading of the Ordinance as required by the statute, and publication of the notice in the Idaho Press no later than 30 days prior to the public hearing date but not more than 60 days prior to the date set for the final reading of the Ordinance. With the public hearing scheduled for November 23, 2021, and the final reading of the Ordinance scheduled for December 7, 2021, the first publication of the notice and receipt of the information by the taxing entities by October 15, 2021, should comply with the statutory requirements. A second publication date on Friday, October 29, 2021, should also be arranged. Planning & Zoning Commission Finding of Conformity The Plan must also be reviewed by the Planning &Zoning Commission within this same time frame. The Commission will need to make a finding concerning conformity with the City's Comprehensive Plan. I understand the Commission has scheduled a meeting for Thursday, October 7, 2021, to consider the Plan. Thank you for your cooperation in this matter.
