RE: First Amendment to the Urban Renewal Plan for the
Union District Urban Renewal Project
Dear Mr. Johnson:
In compliance with the Idaho Urban Renewal Law of 1965, as amended, Chapter 20, Title 50,
Idaho Code (the "Law") and the Local Economic Development Act, as amended, Chapter 29, Title 50,
Idaho Code (the "Act"), I am pleased to provide you with a copy of the First Amendment to the Urban
Renewal Plan for the Union District Urban Renewal Project (the "First Amendment") adopted by the
Urban Renewal Agency of Meridian, Idaho, also known as Meridian Development Corporation (the
"MDC") on September 22, 2021, pursuant to MDC Resolution No. 21-038, a copy of which is also
enclosed. I have requested that the Mayor schedule the readings and the public hearing in compliance
with the City's approval process.
Published Notice of Hearing
The Act requires at least 30 days' notice, but no more than 60 days' notice, of the public
hearing. With the first reading of the Ordinance scheduled for Tuesday, November 16, 2021, the public
hearing scheduled for Tuesday, November 23, 2021, at 6:00 p.m., in the City Council Chambers at City
Hall, which will coincide with the second reading of the Ordinance, and the final reading of the
Ordinance scheduled for December 7, 2021, the first publication of the notice should occur by Friday,
October 15, 2021. A second publication date two weeks later, on Friday, October 29, 2021, should
also be arranged. I understand a notice of the hearing date will be published in the Idaho Press within
that time frame.
Transmittal of the Notice, First Amendment and MDC Resolution to the Taxing Districts
Additionally, within the same timeframe set forth above, the Act requires a copy of the notice,
along with a copy of the proposed First Amendment and MDC Resolution No. 21-038, to be transmitted
to the governing bodies of each taxing district affected by the revenue allocation financing provisions,
i.e., Ada County Commissioners, Ada County Highway District (ACHD), City of Meridian, West Ada
School District, Ada County Ambulance, Mosquito Abatement District, College of Western Idaho,
Meridian Cemetery Maintenance District, Meridian Free Library District, Western Ada Recreation
District, and a courtesy copy to the Idaho State Commission. The taxing entities must receive that
information no later than Friday, October 15, 2021, which is at least 30 days prior to the first reading of
the Ordinance and the public hearing but not more than 60 days prior to the date set for the final
reading of the Ordinance. I have enclosed a proposed letter to the taxing entities. Please note there is
a separate letter for ACHD to comply with the requirements of Idaho Code Section 40-1415(3).
Planning and Zoning
The First Amendment must also be reviewed by the Planning &Zoning Commission within this
same time frame. The Commission will need to make a finding concerning conformity with the City's
Comprehensive Plan. I understand Planning and Zoning will consider the First Amendment on
Thursday, October 7, 2021.
