concerning the application of Table 11 -213 -3 of the Unified Development Code of
the City of Meridian to a storage building to be constructed at 2560 S . Meridian
Road (Speedy Quick)
Pursuant to Meridian City Code section 1 -7 - 10(A) (7) , the City Attorney of the City of Meridian
hereby provides the following memorandum summarizing the decision of the Meridian City
Council in the above-listed matter.
1 . At a public hearing held at its regular meeting on July 6 , 2021 , Meridian City Council
considered application no . CR-2021 - 0003 ("Application") , filed by Joshua Leonard, on
behalf of applicant Blood, LLC , to-wit: an application for City Council review of the
Community Development Director ' s Determination concerning the application of Table 11 -
213 - 3 of the Unified Development Code of the City of Meridian to a storage building to be
constructed at 2560 S . Meridian Road . Following receipt of evidence and deliberations , City
Council decided to deny the Application.
2 . At its regular meeting on August 17 , 2021 , City Council entered written Findings of Fact,
Conclusions of Law, and Decision and Order ("Findings") affirming the Director' s
Determination,
3 . On August 31 , 2021 , Mr . Leonard filed a request for reconsideration of City Council ' s
decision affirming the Director ' s Determination in no . CR-202 1 -0003 .
4 . In accordance with Meridian City Code section 1 - 740(A) (4) , the request for reconsideration
was scheduled for hearing on September 21 , 2021 , and the City Clerk provided notice of
such hearing to Mr. Leonard.

5 . At its regular meeting on September 21 , 2021 , City Council considered Mr. Leonard ' s
request for reconsideration of City Council ' s decision on application no . CR-202 1 -0003 .
City Council decided to grant the request for reconsideration for the limited purpose of
adopting new written findings of fact, conclusions of law, and decision and order. The
August 17, 2021 Findings were nullified by this decision.
6 . New written findings of fact, conclusions of law, and decision and order will be entered in
accordance with City Council ' s July 6 , 2021 decision to affirm the Director ' s Determination.
