We understand this correspondence to be the final complete and consolidated version of the City of Meridian Planning Division's comments related to our current submission. In response to your comments, we have prepared the following clarifications and revisions: Goal R1.10—Articulate building designs to frame and accentuate public spaces with pedestrian scale elements and details. What pedestrian scale elements/details are proposed on the structures? a. In response to this comment, we have reversed our initial proportions from breaking down the 3- story structures vertically into two-thirds, one-third proportions (or the golden rule) to one-third (base) and two-thirds (upper floors). Next, it is further broken down by floor, by the size, rhythm and cadence of the fenestration and other repetitive elements, and finally by articulation of main and secondary entrances by color (body colors to accent color) and material changes (board and batten to lap), and thin steel accent canopies. Further, the base is articulated by board formed cast concrete walls. At a landscape level, the base of the buildings are supported by dense seasonal color filled beds with plants, shrubs and trees of varying sizes and textures as illustrated in the provided landscape Design Review Package (5/18/2021). See DR-1_02 through DR-1_08. 2. R3.1E — Use any combination of material type, color variation, banding, stringcourse, or modulation to clearly distinguish between the ground level and upper stories. Suggest change the banding direction, use a distinct material, change the color, use another separator/design tool, or ideally some of those to meet the intent of the requirement that is visible from adjacent streets/public spaces, not just up close. a. To support this requirement, the building is grounded by heavy board formed concrete walls that provide a contrast of color, modulation, material change and define each ground floor unit's patio space. In addition, as mentioned in the response to item 1 above, the landscape design provides color, texture and material change at the ground floor level. To further delineate the ground level, we have inverted the original proportions and added a deeper shadow line detail at the second floor line to delineate the ground floor from the upper levels. These elevations have very little modulation except for the balconies/patios and need to have more variation. a. With the explanations provided in items 1 & 2 above, the project complies with this requirement. R3.4F —Provide variations in roof profile including but not limited at least two of the following: two or more visible roof planes; dormers, lookout, turret, or cornice work such as corbels, spaced consistently along the fagade plane. The roofline extending further over the decks does not meet this standard as it's the same slope profile. Diversity needs to be provided on all sides. a. In response to this comment, the roof line has been modified to reflect the introduction of a shed dormer over the building's main entry with varying roof slope and vertical change in roof line. See image included with item 2 above. 5. Goal R4.10 — Use architectural elements and detailing to add interest and contribute to an aesthetic building character. Applies to building facades visible from public street or public spaces. R4.1A — Provide detailing that transition or frame fagade material changes, and that integrate architectural elements such as lighting, doorways and windows. Examples include but are not limited to: cornice work, decorative caps on brick or stone, decorative lintels, porch railing, transom light and shutters. a. The building facades facing public streets and public spaces include an extensive palette of color, texture and material changes. Subtle detailing such as painted trim around openings, steel deck railings, board formed concrete patio walls, shadow lines from battens and detailing at the second floor. Exhaust fixtures and light fixtures are trimmed out to integrate into the surrounding material. See image included with item 3 above and revised DR E1. 6. R5.2A —Use a cohesive color scheme featuring a minimum of two field colors, a trim color and an accent color or unique material. Garage door colors must coincide with this scheme or other accents. The trim color (bronze) is present at the roof fascia, window frames, deck railing and structure, light fixtures and downspouts. See image included with item 3 above and revised DR E1. 7. Intent R6.00 — Integrate architectural lighting as cohesive elements of building designs that contribute to the atmosphere of the built environment and enhance safety. R6.1C— Use lighting fixtures that are consistent with other decorative hardware on the building. For example, select lighting hardware with similar color and shape as other building hardware, use recessed lighting, incorporate uniform spacing, integrate with other accents and reveals, and coordinate specialty lights with predominate architectural features. Submit lighting details & depict lighting on building elevations. a. See attached lighting cutsheet. Exposed lighting is located adjacent to each building entry. Color to be the same/similar as the window frames, fascia trim color, downspouts, exposed structure and deck railing. Walkway lighting related to the site will be complementary to the chosen fixture to enhance comfortability and safety. 8. Depict mechanical equipment on the site/landscape plans and screening of equipment. a. The units utilize a self-contained VTAC unit, so there will not be any ground mounted condensing units to be screened. Although not mechanical equipment, electrical transformers are located withing planter beds and will be screened by landscape materials to the greatest degree possible while maintaining prescribed access. 9. Additional landscaping needs to be added along the east boundary of the site adjacent to Building 1 (minim. 1 tree per 25 linear feet). a. See below. Trees have been added to comply. 10. 1 don't see where the directory & map of the development is located — please provide sheet #. a. See #28 — Site Directory and Map below from attached revised Sheet DR-1_02.
