We do not do expedited reviews and will not send a study acceptance email to the applicant and the City until we have completed the study review. However, you may want to check the with the Covenants, Conditions and Restrictions for the site that were recorded with the plat.ACHD doesn't have purview over those documents, so I can't provide you with any information on that. We may allow access, but the City or covenants can be more restrictive. Elsinore Avenue abutting the site is already fully improved per our Policy and McMillan Road is also improved to our arterial roadway policy abutting the site. If the child care facility will generate more than 100 PM peak hour trips,then we may request a traffic impact study or additional traffic analysis.The child care facility would have to be more than —9,000 square feet to trigger this. The main requirement would be if you construct an access onto Elsinore Avenue that it be located a minimum of 150-feet to the north of the centerline of McMillan Road.A driveway approach request would be required.The driveway width is limited to a maximum width of 40-feet. The driveway approach request can be found here: https://www.achdidaho.org/Departments/FormsPage/Default.aspx However, we recommend waiting to submit that request until the development application is transmitted to ACHD from the City for that site in case we have any additional comments on the official plans. Occasionally, something does come up, such as requiring improvements to existing ADA ramps at pedestrian crossings. For questions on drainage, our District Policy is here: https://www.achdidaho.org/AboutACHD/policvManual.aspx . Section 8000 contains the drainage policy. For developments that will disturb more than 5,000 sq. ft. of land,that site shall manage onsite runoff generated from the first 0.6 inches of rainfall from a 24-hour storm event, Policy 8007.2.
