The following is a project narrative for the proposed construction of a fire station and police substation for the
City of Meridian located at 2385 E . Lake Hazel Road owned by the Meridian Rural Fire Protection District .
The proposed constructed stations are to be built on parcel # S1405212420 , Government Lot 3 of Section 5 ,
Township 2 North , Range 1 East . The land consists of 4 . 001 acres . The lot shows zoned as R- 8 , however
believed to be an error and the property is still in Unincorporated Ada County . Annexation and re -zoning are
requested for R- 8 zoning .
The project consists of a separate 11 , 650 SF fire station building and a 11 , 060 SF police substation building .
The fire station will consist of living quarters , kitchen , restrooms , office and meeting space , fitness room and
apparatus areas . The police substation will consist of office and meeting space , interview rooms , break area ,
fitness/ locker rooms and contained sally port . The proposed stations will provide essential public safety
services to the community .
The building ' s exterior and landscaping will be designed to meet current City design standards as much as
possible while maintaining necessary elements of a fire and police station that have specific requirements .
A trash and generator enclosure will be shared between the two station buildings . Shared public parking will
be provided on - site with additional unsecured and secured parking for employees . The police ' s secured
parking will be by suitable fencing and a gate system . Access to buildings will be provided by two separate
entrances/exits .

Meridian Fire Station #7/Meridian Police Precinct#2

The proposed project will contain a new Emergency Services Campus consisting of one new fire
station and one police precinct building,to serve the growing needs of the City of Meridian. The
project is expected to be built in two phases;phase one, Fire station portion along with the perimeter
landscaping,and phase two will be the police station.
The Fire Station will be approximately 11,200sf in area,containing 6 sleep rooms with adjoining living
area,gym,a three-bay fire apparatus garage and support areas.
The Police Precinct is approximately 10,500sf in area and containing police work areas, public lobby,
interview rooms,locker room facilities,gym,and a sally port.This facility will not be used for
incarceration.
The project site is approximately 4 acres in size and is located at 2385 E.Lake Hazel Road. Access to
the site will be from a new intersection and road along the east property boundary that will provide
access to the expansion of Discovery Park.The new roadway has been named South Recreation
Avenue and will have controlled access via a new intersection signal.
Parking for the fire station will consist of 17 stalls for employees and 7 public parking spaces.The
employee parking will be accessed through a curb cut dedicated for emergency vehicles and
personnel only,the public parking will be access thorough a second curb cut that is shared with the
police precinct.
The parking for the police precinct contains 40 secured stalls for both patrol cars and employee
parking,and an additional 11 stalls for public parking at the front of the building.

County.An annexation and zoning to R-8 will be necessary. This requires hearings with the Planning Commission and City
Council.
• Public and Quasi Public Uses are required to go through Conditional Use(CU)approval with the Planning Commission.
• If the CU is approved, an administrative Certificate of Zoning Compliance(CZC) and Design Review(DES)will be required.
• The applicant will be required to dedicate right-of-way and construct the collector to the east. Please contact ACHD for more
information.
• A future pathway is shown along the northern property line. Parks has commented they would also like a trail along the eastern
portion of the property, and a direct trail connection from the property to Discovery Park. Please contact Kim Warren for more
information at kwarren .meridiancity.org.
• Staff has concerns in regard to required security walls and how they will affect visibility for the site,the park, and pathway
connections.
• The applicant has commented they would like an 8'fence for screening and security.This could be allowed through the alternative
compliance process.
Note:A Traffic Impact Study(TIS)will be required by ACHD for large commercial projects and any residential development with over 100 units. To
avoid unnecessary delays&expedite the hearing process, applicants are encouraged to submit the TIS to ACHD prior to submitting their application
to the City. Not having ACHD comments and/or conditions on large projects may delay hearing(s)at the City. Please contact Mindy Wallace at 387-
