Hi Alan, We appreciate the feedback. We are agreeable to coming back for a DA Modification for uses beyond the corner buildings. Access is fundamental to successful mixed use here – for both commercial and high density residential. We ask that City planning staff not pre-emptively recommend against access until it is studied. We can support a DA condition requiring that a third access point on North Meridian cannot be approved until a TIS is completed and considered by ACHD and the City as part of a DA Modification. Staff is supportive of a limited number of buildings being constructed with Phase One (meaning based on the concept plan as submitted without a DA Modification). In general this would the 3 buildings shown directly on the intersection. Staff is more concerned with allowing the remainder of the buildings along the N. Meridian Frontage and to the north being constructed without a more detailed concept plan, and DA modification. This is because we want to see what happens with the N. Gateway Plan and believe there needs to be more thought into the overall site design to ensure this truly develops as an integrated mixed use project with walkability, a residential component, buildings oriented around open space and amenities and not a typical commercial center. We do not believe all entitlements along the arterials should occur until the Plan is finished. We will support one, maybe two accesses from N. Meridian, but it is unlikely we will support all three, especially the most northern one and unlikely ACHD will as well.
