Schedule of Improvements and Trip Generation
Phase 1 - FY2021
• Start site preparation, grading, excavation of internal access roadways and installation
of fencing
• One (1) employee hired
• No trip generation
Phase 2 — FY2022
• Complete site preparation, grading, excavation of internal access roadway and
installation of fencing
• Deceleration lane installation on Ustick Road at Naomi Avenue
• Improvement of the north leg of Naomi Avenue
• Improvement of internal access roads
• Installation of Ustick Road and Naomi Avenue landscape buffers
• Material storage on the site
• Ten (10) employees hired for a total of 11 employees
• No trip generation
• Design of Ustick Road widening from Ten Mile Road to Black Cat Road
Phase 3 — FY2023
• Construction of Covered Decant Facility (6 months) —Approximately 4,500 S.F.
• Ten (10) employees hired for a total of 21 employees; however, they will not be
stationed out of the subject site.
• Once the decant facility is constructed it will be utilized, and we are estimating the
following:
o Two to three (2-3) sweepers utilizing the decant two to three (2-3) times a day —
when the units are working in the area
o Two (2) Vactor drainage trucks utilizing the decant 2-3 times a day—when the units
are in the area
o 20 trips per day with 3 trips in the PM peak hour. These trips will become ancillary
trips once crews are stationed out of the subject site.
o Right-of-way acquisition for Ustick Road widening
Phase 4— FY2024
• Construction of Broom Shed — 12,800 S.F.
• Construct Drainage Shed —7,850 S.F.
• Covered Material Storage— Salt Shed 13,800 S.F.
• Covered Storage Areas—42,182 S.F.
• Parking Areas
• Ten (10) employees hired for a total of 31, but not all will be operating out of the subject
site.
• Four(4) additional sweepers will be added to the fleet
• Construction of the Ustick Road widening from Ten Mile Road to Black Cat Road with
completion in 2024.
• Total trips generated with proposed improvements in Phase 4 — 103 trips per day with
13 trips in the PM peak hour. Operation of the above improvements will not take place
until completion of the Ustick Road project.
Phase 5—FY2025
• Construction of Fleet Buildings (shop, weld shop and parts warehouse) - 11,900 S.F.
• Ten (10) employees hired for a total of 41 —Sweeper operators working off-site.
• 59 trips per day with 8 trips in the PM peak hour
Phase 6— FY2026
• Construction of the Administration Building —4,500 S.F.
• Ten (10) employees hired for a total of 51, all employees will be operating out of the
subject site.
• 22 trips per day with 3 trips in the PM peak hour
Phase 7 — FY2027
• Construct Truck Wash and Truck Bays— 1,820 S.F.
• Six (6) employees hired for a total of 56— Drainage Vactor truck operators working out
of the subject site.
• No new trips — ancillary use
Phase 8 — FY2028
• Finishing of remaining internal improvements and covered parking.
• Five (5) employees hired for a total of 61 that will be operating out of the subject site.
