Dear Mr. Parsons:
Attached to this letter is a Conditional Use Permit application for the proposed Southridge Apartments—
Phase 3. This application includes parcel S1223120955. This property was annexed and zoned under
application AZ-06-031 (DA#107074205). Other previous associated applications include PP-06-031; PBA-
08-014; RZ-11-002;PBA-14-012; MDA-15-010(#111099621); H-2017-0077 and MDA H-2020-0109(#2021-
018471).
This Phase of the project consists of 9.07-acres, zoned R-15. The development agreement (DA#2021-
018471) specifically allows the apartment use on the site, however, a Conditional Use Permit is required
for multi-family residential within the R-15 zone.As proposed,the multi-family development is consistent
with the DA provisions and concept plan. A Conditional Use Permit for Phs 1 and Phs 2 was approved in
2017 under H-2017-0077. This Conditional Use Permit application encompasses Phs 3.
The proposed Phs 3 portion of the project include 164 total apartment units. On the 8.61-acres being
developed this results in a net density of 19.02 units per acre. Because this exceeds the 15 units per acre
under the R-15 zoning designation, we request a density step-up from MHDR to HDR to allow the
proposed density.The requested density, including the step up, is consistent with the total units approved
with the DA.
Southridge Apartments contains a mix of 8- and 12-unit buildings, with three building types used within
the project to create architectural diversity and interest.The two and three story buildings contain a blend
of one,two and three bedroom units.

The building design for this Phase is consistent with Phases 1 and 2 which creates quality livable housing
which integrates into the fabric of the neighborhood and the overall Southridge master plan. The
architectural theme is reflective of a modern northwest design with quality materials including a variety
of painted hardboard sidings, stone veneers, and architectural asphalt shingles. Each building type has

two separate roof and elevation designs and will utilize multiple color schemes.The accentuated building
modulation and a variation of building site rotations will give this project outstanding curb appeal.
Phs 1 and 2 of the development include a Clubhouse(comprising Fitness facilities;a property management
office and maintenance storage area); 2 pools; 3 open spaces (minimum of 50-ft x 100-ft) and BBQ and
picnic area. Mailboxes are centrally located at the clubhouse, and a directory of the development is
located at the main entrance from the public street along the eastern boundary of the project.
Phase 3 includes an additional Exercise Building.
Site improvements for Phs 3 will be constructed in one Phase. Buildings will be delivered and occupied
sequentially upon completion.
Access to the site is from Overland Road, via the extension of S. Grand Fork Way along the eastern
boundary of the site. All driveways within the development will be private. ACHD has confirmed that a
traffic study is not required.
Platting is not required or planned.
