Broadway Ave. Suite 102 Meridian, Idaho 83642 Dear Planning Staff, Planning and Zoning Commissioners, Mayor and Council Members: Applicant Kobe LLC requests annexation and zoning of a 17.64-acre property on the northwest corner of Cherry Lane and Meridian Road. The annexation application follows the City’s request to include the area in the Northern Gateway Urban Renewal District. To qualify for the District, the property needs to be annexed into the City by the end of November 2021. Applicant requests a zoning designation of Community Commercial (C-C). The Comprehensive Plan’s Future Land Use Map designates the property as Mixed Use-Community (MU-C). The Plan identifies sample zones appropriate in MU-C areas, which include C-C zoning. C-C zoning is also supported by the property’s location at the corner of two arterial roadways with planned transit. Applicant proposes development of the property in two phases. Consistent with the Comprehensive Plan for MU-C areas, the property will include at least 20% residential uses and a minimum of three different types of land uses. Phase I includes an out pad development plan of commercial users along the street frontage of both arterials, Cherry Lane and Meridian Road. A conceptual plan for the Phase I area is included with the application. Applicant intends to keep the majority of the out pads to single entity buildings with an emphasis on neighborhood commercial uses that could serve nearby residents. Applicant currently owns neighborhood centers in other locations that have relationships with name-brand retailers, including Walgreens, RiteAid, Starbucks and, currently under construction, Chipotle. Any future tenant that requires a drive-thru window will submit a separate conditional use permit application for that window. Phase II, covering the central portion of the property, is planned to be developed with a mix of uses that will include residential and may also include commercial/retail, hotel, office, and/or civic. Phase II will include a public plaza or other gathering space to integrate the various uses with a pedestrian-friendly design. Applicant proposes as a condition in a Development Agreement that before any specific use may be constructed within Phase II, a Development Agreement Modification must be approved to include a conceptual plan for that area. Applicant also proposes that the northern 125 feet of the Phase II area be restricted to 2-story buildings and only residential or office uses to create a buffer against the existing single-family neighborhood to the north. Applicant’s proposed layout is consistent with the sample design included in the cut-sheet for the MU-C designation, with retail buildings along arterial roads and a mix of uses interior to the site, with an integrated plaza and connecting drives and pedestrian pathways. The proposed C- C zoning and accompanying uses are also consistent with the Comprehensive Plan, which calls for MU-C areas to include a mix of residential and non-residential uses. The Plan identifies sample non-residential uses appropriate in MU-C areas, which include among others: restaurants, banks, drive-thru facilities, retail shops, and other appropriate community-serving uses. The Plan notes that “Goods and services in these areas tend to be of the variety that 1 people will mainly travel by car to, but also walk or bike to (up to three or four miles).” The proposed annexation and zoning and inclusion of the property in the Northern Gateway Urban Renewal District will help fulfill the City’s vision for vibrant mixed use development in and around the Downtown core. The Meridian Development Corporation’s (MDC) mission includes a commitment “to the economic stimulation and expansion of Downtown Meridian 2 into a thriving area that provides opportunities in which to live, work, and play.” The development’s mix of uses at the key location of Cherry Lane and Meridian Road will provide an important destination where people can live, work and play, and will also help MDC improve sidewalks, street lighting, and drainage and create new public gathering spaces throughout the District.
