Capitol Boulevard, Suite 600 Boise, ID 83702   Subject: Discovery Park Phase 2 Traffic Impact Study The Ada County Highway District staff has completed the initial review of the submitted traffic impact study (TIS) for Discovery Park Phase 2. Comments/recommendations provided by District Traffic Services and Planning Review staff are listed below: 1. The LOS for the northbound left turn lane in Table 3, the intersection of the Existing Park Access and Lake Hazel Road should be revised to reflect LOS C instead of D in the Saturday midday peak hour based on the Synchro reports in the appendix. 2. The study should be revised to include an analyze the new access proposed on the collector roadway.   3. If the intersection of New Collector and Lake Hazel Road is not signalized, the need for a potential pedestrian crossing on Lake Hazel Rd should be evaluated. However, signal warrants are expected to be met and staff recommends that this intersection be signalized to serve the collector, pedestrians, and emergency vehicles exiting the future fire and police station.   4. The applicant should provide an analysis of the New Collector & Lake Hazel Road intersection that includes the new access on the proposed collector and assumes that the existing driveway on Lake Hazel Road is removed for the total traffic condition. If the intersection with mitigation and the new driveways on the new collector are expected to operate acceptably, it is likely that staff would recommend that the existing driveway on Lake Hazel be closed for access management purposes consistent with ACHD’s prior action on Discovery Park Phase 1, unless emergency services objects and provided written documentation. The study cites concern of potential conflict between emergency vehicles and park traffic on the proposed collector, but there would be minimal issues. Please let me know if you have any questions.
