Since the submittal of the TIS, the developer in coordination with the City of Meridian has updated the site plan. The updates to the site plan are estimated to impact the number of net new trips generated by the development. This memorandum documents the updated trip generation and intersection analysis corresponding to the proposed Ten Mile Mixed Use Development. This memorandum addresses the following items: ■ Project Description ■ Trip Generation ■ Trip Distribution ■ Intersection Analysis PROJECT DESCRIPTION The Ten Mile Mixed Use Development is located on the southwest corner of the Ten Mile Road / Franklin Road intersection. The proposed site is currently vacant farmland and consists of approximately 41.90 acres. Updates were made to the site plan through the City of Meridian Planning and Zoning and City Council Hearings.The updated development plan proposes to build approximately 502 multi-family (mid-rise) units, 57 multi-family (low-rise) units, 78,600 sq. ft. retail, 49,400 sq. ft. office space (Commercial C3 & C9), 15,000 sq. ft. drive-in bank (Commercial C5), and 8,450 sq. ft. fast food. Table 1 illustrates the difference in land uses between the original and updated site plan. Figure 1 illustrates the updated development site plan. One additional access has been proposed onto Cobalt Drive at the southwest corner of the development. The access meets ACHD spacing requirements, AASHTO site distance requirements, and ACHD daily traffic threshold for a driveway onto a collector. TRIP GENERATION The projected weekday daily,a.m.and p.m. peak hour vehicle trips for the proposed development were estimated based on the Trip Generation Manual, 10th Edition. Table 2 summarizes the updated trip generation for the proposed Ten Mile Mixed Use Development. Table 2. Boise,Idaho Ten Mile Mixed Use Development—Meridian,Idaho Project#:25727 July 27,2021 Page 4 As shown in Table 2, the proposed Ten Mile Mixed-Use Development is estimated to generate a total of 5,779 daily net new trip ends, of these, 604 are estimated to occur in the weekday a.m. peak hour (308 inbound / 295 outbound), and 594 are estimated to occur in the weekday p.m. peak hour (339 inbound /256 outbound). The updates to the site plan increased the overall estimated generated net new trips. Table 3 shows the difference between the net new trip ends from the TIS and those associated with the updated site plan. TRIP DISTRIBUTION The trip distribution did not change from the original TIS. The trip assignment for the additional trips under year 2023 build out of the project is provided in Figure 2. These trips reflect the additional trip generation of the proposed development during a typical weekday AM and PM peak hour. Kittelson&Associates,Inc. The increase in site trips was compared to the 2023 intersection operations. ■ Ten Mile Road/Franklin Road 0 2023 Total AM Traffic Operations ■ +23 Intersection Trips ■ The addition of 23 AM trips does not impact the intersection beyond what was identified in the TIS. Mitigation by right-lane overlap is adequate for the additional trips. The intersection will operate with a V/C of 0.90 and LOS of E with the mitigation. 0 2023 Total PM Traffic Operations ■ +64 Intersection Trips ■ The addition of 64 PM trips does not impact the intersection beyond what was identified in the TIS. Mitigation by right-lane overlap is adequate for the additional trips. The intersection will operate with a V/C of 0.90 and LOS of D with the mitigation. ■ Ten Mile Road/Cobalt Drive 0 2023 Total AM Traffic Operations ■ +29 Intersection Trips ■ The intersection critical movement in the AM is the northbound left and operated at a LOS 0.65 in the TIS. The addition of 29 AM trips will not cause the intersection to exceed any agency standards. 0 2023 Total PM Traffic Operations ■ +73 Intersection Trips ■ The intersection critical movement in the PM is the northbound left and operated at a LOS 0.36 in the TIS. The addition of 73 PM trips will not cause the intersection to exceed any agency standards. ■ Ten Mile Road/1-84 Interchange o 2023 Total AM Traffic Operations ■ +26 Intersection Trips ■ The addition of 26 AM trips does not impact the intersection beyond what was identified in the TIS. The intersection was projected to operate at V/C 0.84 and LOS D.The additional trips will not cause the intersection to exceed ITD standards. Kittelson&Associates,Inc. The intersection was projected to exceed ITD thresholds. ITD should conduct a separate study to determine appropriate improvements to the interchange ■ Site Accesses o Due to the insignificance in the increase of trips added to each access(no movement has more than 20 additional trips) and the low V/C ratios (All access V/C less than 0.50) no additional mitigations are recommended.
