Adoption of the Agenda — no motion to adopt was made
I . Approval of May 3rd, 2021 meeting minutes
Chairman Steed called for any corrections, comments or needed changes to the May 3�d Meeting
Minutes. Commissioner Lewis motioned to accept the May 3�d minutes as written; second was
not audible on the video, but Chairman Steed noted a second was made. Commissioner LeClair
had a noted correction, in item 5 of New Business - Ordinance and Development Subcommittee
update. Due to connectivity issues Chairman Steed conveyed Commissioner LeClair's correction
in the order of information in that section. Ms. Carson will amend the May 5`h minutes to reflect
the subcommittee's proposal to hold a 2"d Public Hearing at the June meeting to directly follow
the recommendation for approval of the ordinance at the June meeting. With the noted
correction Commissioner Lewis accepted the amended motion; second by Commissioner Ballard
— all ayes- motion passed to approve the May 3rd, 2021 minutes.
Old Business Items
2. Transportation Projects Update (M. Carson)
Ms. Carson addressed the Commission and noted that the Transportation Projects updates begin
on page 8. New items are in bold and Ms. Carson will highlight a few of the notable items and
stand for questions at the end.

Ms. Carson began with the Linder Rd., Overland to Franklin and noted that an interagency Task
Force has been established to ensure the Linder overpass is realized. Commissioner Ballard will
participate on the Task Force and Ms. Carson will provide updates through the Project Update
Memo.
On pg. 10 Ms. Carson noted the Lalce Hazel and Eagle signal although bolded there is no new
update.
On pg. I I Ms. Carson noted the Amity Rd. and Locust Grove Rd. Interim Signal 50% design
review meeting held on May I I "'. ACHD confirmed there are no sidewalk or ADA improvements
with the project. Ms. Carson also noted that the interim solution is expected to last 10 years.
Ms. Carson moved onto the Ustick, Ten Mile to Linder project and noted the team met on May
1 Th. Design is slotted to begin next year with construction to begin in 2025.
The FY20 Capital Maintenance is complete and this is the last time this update will appear in the
packet and will be replaced by The FY21 Capital Maintenance project updates. Meridian has two
sections that will be focused on:
• Victory Rd, Blacic Cat Rd to McMillan
• Amity Rd, Meridian Rd to Locust Grove
Updates will be provided as they become available.
On pg. 12 the Chinden West corridor project had several updates. The paving on the south side
of Chinden, from Linder Rd. to Meridian began on May it) Additional information can be found
in the Staff Communications section of the packet.
Additionally, on pg. 12 ITD held a public meeting on May 21 S` to discuss the Idaho Highway 16
extension, U.S. 20/26 to I-84. Additional information can be found on ITD's website:

Ms. Carson concluded by highlighting the South Meridian Neighborhood Bicycle &Pedestrian
Plan project and has provided feedback to ACHD. Any additional feedback can be provided at

New Business Items
3. Deer Crest Parking (M. Carson, John Wasson, Chip Gallagher &Jim Cox).
Chairman Steed opened the item and Ms. Carson provided a brief synopsis of the complaint that
was brought to the City. The topic is being presented to the Transportation Commission for
feedback on imposing time restricted parking similar to those on W. Laughton. Meridian PD does
not oppose the restrictions and is in support of the Commission's and ACHD's position. John
Wasson, provided some context on the topic and some issues to ponder, but would support
restricted hours if that is what the City/MPD Leadership proposes as a solution and the home
owners on Deer Crest sign an agreement that they want the restricted parking hours.
Chairman Steed opened the floor for discussion, which took place.
A motion was made by Commissioner Lancaster to recommend to Council to support the
restricted hours of parking on Deer Crest; second by Commissioner Ballard — all ayes — motion
passed.
4. Meridian Police Department (Sgt. B. Frasier)
Sgt. Frasier provided a few updates. The ATV/UTV ordinance is pending a Department report
out to City Council, which currently has not been scheduled.
Sgt. Frasier noted the increase in traffic inquiries in the area of Eagle/Amity and Eagle/Lake Hazel
due to road construction detours. The good news is that primarily inquiries are because of
volume and not because of other dangerous activity.
Sgt. Frasier closed with an update on the 100 deadliest days of summer. From Memorial Day to
Labor Day, the # of traffic fatalities in Idaho increase dramatically during these months. MPD has
some grant funds to help address this issue. Sgt. Frasier cautioned motorcyclist to wear protective
gear, get proper training and endorsements. There has already been one motorcyclist fatality and
two others have been seriously injured.
Sgt. Frasier stood for questions, which took place. Sgt. Frasier prefaced the Owyhee HS opening
and the McDermott Road jurisdiction crossing, both, Ada and Canyon Counties and there could
be some potential issues that arise.
5. ACHD Livable Streets Performance Measures (Ryan Head, ACHD)
Due to illness Mr. Head was not in attendance and instead Mr. Laws presented. Mr. Laws shared
the presentation and gave a brief introduction of himself as the Planning Supervisor at ACHD.
ACHD is drafting a Livable Streets Performance Measure for All, to include pedestrian and bicycle
modes of transportation.
Historically ACHD has had a level of service metric for automobile transportation (scoring traffic
delay from A-F on any given roadway, which is included within the adopted CIP) and is now
drafting measurements for pedestrian and bicycle transportation. This new measurement
approach is to gauge the "level of stress" of walking on a sidewalk or riding on a bike path
regardless of age demographic. The goal is to implement infrastructure that accommodates
everyone.
In December of 2020 ACHD hired a consultant to identify industry best practices across the
nation. Then assessed how to adapt improvements to the local conditions and tie them to other
roadway/intersection/pathway projects with their partner agencies. Mr. Laws' noted the

important consultation work of the subcommittees and Commissioner Lewis' participation on
those subcommittees.
Mr. Laws then reviewed the Plan of Worlc and timeline and noted ACHD is currently in the
Review phase.

Mr. Laws expects these new metrics to be approved by resolution at the June 23rd ACHD
Commission Meeting and folded into the Transportation Land Use Integration Plan (TLIP)
Mr. Laws reviewed the evolution timeline of active transportation in the Treasure Valley and why
this new metric is important. He shared some examples and additional information is included in
the agenda packet that explains in detail the performance measures.
Mr. Laws concluded by reviewing next steps and stood for questions, which took place.
6. Transit Service at Pine and 3rd (Joe Guenther, VRT)
Mr. Guenther from Valley Regional Transit gave a brief presentation on the issue of parked cars
blocking the VRT bus stop on Pine and 3rd. Mr. Guenther noted that VRT has not spoken to
ACHD or the land owner on the issue yet. The Transportation Commission is the first agency
review of the issue, since the parked cars impede the ability to utilize the stop at this location.
Mr. Guenther reviewed some possible solutions with pedestrian bulbs, time restricted parking,
or removal of parking stalls to allow this location to be optimized as a transit stop. Some of the
audio was difficult to hear so some details may be missing.
Mr. Guenther stood for questions, which took place. Discussion took place but no action was
taken by the Commission at this time. Chairman Steed thanked Mr. Guenther for his presentation
and the information shared.
7. Downtown Meridian Commercial Parking Study (M. Carson)
Ms. Carson directed the Commission's attention to page 37 and the parking study included in the
packet. The study was conducted with the help of Fred Rush an intern with the City this Spring.
The purpose of this study was to update past supply & demand study analyses for commercial
parking in the downtown area. Residential uses were not included, and street level inventory was
the primary focus. The block diagram in the packet represents the area of study and numbering
was kept consistent for historical comparison. Ms. Carson then reviewed the data collected and
shared insights as it related to occupancy and the City Code as written today. The conclusion to
this analysis and code is that there is adequate parking downtown. There are some considerations
that need to be addressed for ADA parking, which Ms. Carson is working through.

8. Staff Communications (M. Carson)
as Carson noted that some of the Staff Communications had been previously reviewed in the
projects update, so she would not review again during this time.
Ms. Carson began by noting the West Ada School District (WASD) Ex-Officio seat previously
held by Ian Updike is currently vacant. WASD is conducting interview to fill the position due to
Mr. Updike's departure, and the hope is to have a replacement relatively quickly.
Ms. Carson noted the COMPASS newsletter Keeping Up With COMPASS, included in the packet
and the high quality of the information.
The proposed off -highway vehicle ordinance was included in the packet, which will be presented
by MPD to City Council very soon. Additionally, the Pathway Crossing draft was included in the
packet for final review. This will be presented to Council once a date is identified.
The ChindenWest updates begin on page 54. Ms. Carson noted that ITD sends out updates and
encouraged the Commissioners to sign-up, on the ITD website, to receive those updates.
Ms. Carson concluded by highlighting the South Meridian and Pedestrian Draft, included in the
packet. Comments can be forwarded directly to ACHID or to Ms. Carson.

Communication topics, which took place.
9. July Meeting Date/Field Trip
Chairman Steed opened the topic for discussion, which took place.
A motion to cancel the July meeting was made by Commissioner Lewis; second by Commissioner
Ballard —all ayes —motion passed.
Chairman Steed recognized Mr. Hood for comment. Mr. Hood noted that typically the
Commission Field trip occurs in September and if there is interest for such an event, to forward
information to Ms. Carson and Mr. Hood for coordination with Chairman Steed.
Chairman Steed reviewed the Future Meeting Topics and asked for any additional items to be
added. Ms. Tisdale asked to include a COMPASS Update for the August meeting. Chairman Steed
asked for any additional items or open discussion, which took place.

Topic: ACHD - South Meridian Neighborhood Bicycle and Pedestrian Plan Update
ACHD is kicked the South Meridian Neighborhood Bicycle and Pedestrian Plan in March, and
introduced the plan to the Transportation Commission that same month. The ACHD project
manager Edinson Bautista will present an update to the project.
The purpose of the plan is to enhance pedestrian and bicycle connectivity in the South Meridian
area through analysis of existing conditions and through public engagement. The boundaries of
project are approximately I-84 to the north, Lake Hazel Road to the south, McDermott Road to the
west, and extending just west of Cloverdale Road to the east.

Plan Overview
The primary purpose of the South Meridian Neighborhood Bicycle and
Pedestrian Plan (Plan) is to identify community priorities for future bicycle,
pedestrian, and enhanced crossing projects within the planning area.
Projects identified in this Plan will promote safe, effective, and convenient
walking and biking facilities for residents and visitors.
Goals and Objectives
This Plan is being developed with community input. Recommended
improvements will focus on the following goals and objectives:
• Increase the safety and convenience of walking and bicycling
• Improve facilities to meet the needs of people from all age groups
• Enhance mobility to meet accessibility standards

There are three basic categories of roadways: Arterials, collectors, and local roads. Arterials
are larger roadways with a primary purpose of moving traffic.

Topic: Transportation Projects Update
Below is a summary/update on some of the transportation and roadway projects City Staff has
been involved with recently. This is not an exhaustive list, but rather highlights some of the more
important activities that have recently transpired (or are about to occur) in the transportation
realm. Staff will be at the meeting to discuss some of these topics in more detail. Please feel
free to contact staff should you have any comments, concerns, or questions on any of these
projects. New information is in bold.
KEY ACHD PROJECTS:
ACHD Integrated Five-Year Work Program: The Draft 2022-2026 Integrated Five Year Work
Plan comment period is now open through August 20th. The programmed projects are
likely to change based on Commission direction on revenue. The ACHD budget adoption
hearing is scheduled for August 25th after which changes will be made to the plan to
reflect the revenue assumptions. The list of agency requests is attached. The 2021-2025
IFYWP was adopted by the ACHD commission on September 23rd, 2020 and can be found here:

Linder, Overland to Franklin: A letter was sent in July 2021 to the Idaho Transportation
Department (ITD) Board requesting this project be included in the FY2022-2028 Draft
Idaho Transportation Investment Program (ITIP). An interagency Task Force has been
established by the Mayor with the purpose of ensuring the Linder Overpass is realized. City
Council approved a budget allocation of $2.5 million dedicated to of building this critical overpass
in April 2021. After a joint ACHD Commission and City Council meeting in October 2020, a joint
letter of support was sent to the ITD Board requesting this project be added to the STIP. This
project was submitted to COMPASS for consideration of a Project Development Grant for
$25,000. Widen Linder Rd to 5 lanes with curb, gutter, sidewalk and a Level 3 bike facility from
Overland Rd to Franklin Rd as per the 2020 CIP and the Bike Master Plan. Project includes a
new 4-lane I-84 overpass. Joint project between ACHD and ITD. This project is listed as future
in the adopted IFYWP.

Eagle Road, Amity to Victory and roundabout at Amity: W ork on the west side of Eagle Road is
ongoing. Amity/Eagle is closed May 10th through early August. Zaldia roundabout is complete.
Pedestrian crossing at Ten Mile Creek is functional. ACHD is now including shark teeth and
additional signage in the design at Rome. City staff continue to advocate that the landscaping at
Rome Dr. will create visibility issues. Widen Eagle to 5 lanes with curb, gutter, multi-use
pathways. Includes a 2-lane roundabout with a slip lane at the northwest corner at Amity for
southbound traffic turning west. Also includes a pedestrian crossing on Rome Dr. Design will be
done with in-house, ACHD resources. NOTE: There is insufficient right-of-way on Amity west of
Eagle to allow the striping of the bike lane on the north side of the road, so it will only be the two
travel lanes westbound, the center turn lane, and one eastbound travel lane until ACHD can
program a project there in the future and widen to the south. The west side of Eagle Road will
be fully improved including a multi-use path. Here is the project website:

Ten Mile/Amity Intersection: Substantial completion. Intersection opened on June 19th.
Construct a multi-lane roundabout at Ten Mile Rd and Amity Rd as per the 2020 CIP. Project
includes Ten Mile Bridge #1182. Here is the project website:

Ustick/Black Cat Intersection: Paving is nearly complete. Utility work ongoing. Concrete
placements for curb, gutter and sidewalk are complete. Install an interim traffic signal at the
intersection of Ustick Rd and Black Cat Rd. 95% design was completed February 2021.
Construction is scheduled in 2021 in the IFYWP. Ultimately the intersection is planned to have
a dual lane roundabout in accordance with the 2016 CIP. Here is the project website:

McMillan/Black Cat Intersection: Signalize and expand the McMillan Road and Black Cat Road
Intersection to a 3x3 configuration. Pedestrian facilities will be added at the intersection in the
form of ADA-compliant ramps and signal infrastructure; no additional sidewalk will be
constructed beyond what is needed for the pedestrian ramps. The new traffic signal at the
intersection will accommodate the 3x3 configuration with flashing yellow arrow capability for the
left-turn movements if desired. This project is currently programmed for ROW in FY 2021 and
construction in FY 2022.
8th St at Meridian Middle: Work began the week of July 23rd. ACHD reports they are working
with the contractor to ensure that the work is completed prior to school. Project has been
bid with two other enhanced pedestrian crossing projects. Install enhanced pedestrian crossings
at NW 8th St and Meridian Middle School.
Locust Grove Road, Victory to Overland: The design has changed to include a multi-use
path and at-grade side street crossings where the crosswalk is set back from Locust
Grove Rd. The City sent a letter to the ACHD Commission in July requesting delay of any
design/redesign with setback crossings until the Commission and City Council can have
a joint discussion as to the reasoning of the design approach for pathways. The hawk
signal will be moved from just south of Mastiff to north of Mastiff, between Mastiff and
Puffin; despite City staff request, there is not a pedestrian refuge island currently

planned. ROW will now continue through FY 2022 and Construction will be in FY2023.
The back of walk is the same as the original design except where the pathway swings out
25-ft at the public street intersections. Redesigned 95% plans should be received early
August. Widen Locust Grove to 5 lanes with curb, gutter, multi-use pathway. Here is the project

Victory/Locust Grove Roundabout: The design of the multi-use path connection with the
roundabout is being revised. Redesigned 99% plans should be received in August or early
September. The schedule has also changed. ROW will now continue through FY 2022 and
Construction will be in FY2023. Construct a multi-lane roundabout. Projects includes
replacement/widening of bridge #2116 over the Tenmile Creek on Victory Rd and connection on
the north end of a sidewalk gap to the west. This project will be done with in-house design. Here

Ten Mile Road, Victory to Overland and Ten Mile/Victory Roundabout: The design has
changed to include a multi-use path and side street crossings where the crosswalk is set
back. City staff expressed concerns to ACHD staff that this is not the design that was
shared with the public during the open comment period. The sidewalk level bike lanes will
continue on the south leg of the Ten Mile/Victory intersection. On the n orth side of the east leg
and both sides of the west leg, ACHD is considering bike lane and sidewalk be replaced with a
10’ pathway with 3’ stamped concrete buffer. Notice to proceed has been issued for November
2021. Widen Ten Mile to 5 -lanes with curb, gutter, and multi-use pathway. In the IFYWP, this
project was designed in 2019, right -of-way in 2020-2021, and construction in 2022-2023 at a

Eagle Road, Lake Hazel to Amity: Design concept includes landscaped center medians.
This design aspect is still under discussion, and it will be considered by City Council for
cost share on August 10th. Widen Eagle to 5 lanes with curb, gutter, sidewalk and a multi-use
pathway. Includes a multi-lane roundabout at Eagle Rd and Taconic Dr. ROW is programmed in
FY 2022. Construction is planned for 2023 in the adopted IFYWP with a cost of $3.4M. Here is

Lake Hazel and Eagle Signal: The City sent a letter to the ACHD Commission in July

for pathways. 95% design has been distributed to the project. City staff continues to have
concerns with pathway crossings behind and between cars at local streets, and the visibility
conflicts it creates such as the one in this design at E Levin Dr. Notice to proceed has been
issued for January 2023. Widen and signalize intersection to 4/5 lanes on Eagle and 3/4 lanes
on Lake Hazel. Design is happening this calendar year, right-of-way in 2021-2022, and

Fairview, Locust Grove to Eagle & Locust Grove Signal: 75% design review meeting was held
February 9th. Bike lane treatment is an ongoing discussion; asphalt, concrete, and permeable
materials and marking patterns are being considered. ACHD has a consultant that will be
providing recommendations for how to handle bike crossings. Bike lane will likely be separated
and elevated from the vehicle travel lanes. ACHD is planning to replace existing walks, to
address ADA issues, but keep detached where possible in same locations to the degree
possible. ACHD is not planning a crossing at Fairview and Stonehenge, with the reason cited
being safety concerns. A Z-crossing just west of Fairview/Webb is being considered. There is a
landscape island in Hickory Way (north leg) which may be removed to have an additional lane
out to Fairview. VRT has requested consideration of a future bus stop on Fairview on the far
side of Hickory Way. Widen intersection to 9 lanes on Fairview and 7 lanes on Locust Grove.
Widen Fairview to 7 lanes with curb, gutter, sidewalk and Level 3 bike facility. Design in 2020 -
2021, right-of-way acquisition in 2021-22, and construction in 2023 in adopted IFYWP with a
cost of $4.26M. There will likely be a virtual open house around March 2021 before 95% design
is complete, and construction may be delayed to 2024. Additional business outreach is planned

Amity Rd and Locust Grove Rd Interim Signal: This project was terminated by ACHD. Instead
a more final full overhaul of the intersection under a larger project will likely be
constructed in FY24 or FY25.

Lake Hazel Road, Eagle to Cloverdale: Widen Lake Hazel to 5 lanes with curb, gutter, and Level
3 bike facility. Design will be done in 2022. Construction is planned for 2024 in the adopted
IFYWP with a total cost of $2.3M.
Ustick, Ten Mile to Linder: Project Team met on May 17th there was a discussion about Five-
Mile Creek remaining open and design speed. Widen Ustick Rd to 5 lanes with curb, gutter,
sidewalk and Level 3 bike facility from Ten Mile Rd to Linder Rd as per the 2020 CIP and the
Bike Master Plan. Concept design will further clarify project scope. Design is planned for 2022.
Construction is planned for 2025.

Overland/Eagle Signal: Widen intersection to 7 lanes on Eagle and 9 on Overland. Project to be
done in coordination with ITD. Design is indicated for 2025 in the IFYWP. All phases shown as
Unfunded in the IFYWP at a cost of $8.16M.

FY22 Arterial & Collector Capital Maintenance: 95% design was distributed to the project team.
The two Meridian roadway segments are Victory Rd, Black Cat Rd To Ten Mile Rd & Amity Rd,
Meridian Rd to Locust Grove Rd.
ITD PROJECTS
ChindenWest Corridor: This project will result in 4 travel lanes (two in each direction). Widening
will take place to the south of the existing alignment and be constructed to accommodate future
widening to 6 travel lanes (three in each direction) with high capacity intersections at roads with
river crossings. Project website:

ID-16 to Linder: The widening of this section of Chinden Boulevard is complete. The new
roadway includes four 12-foot travel lanes, two in each direction, and a detached 10 -foot
pathway to the south for bicyclists and pedestrians.
Locust Grove Road to Eagle Road: Four lanes opened December 2020. These changes come
with new turning movements out of the Banbury and Bristol Heights neighborhoods.
Linder Road to Locust Grove Road: All four lanes from Linder to Meridian are open.
Motorists can expect periodic lane closures throughout the summer as crews continue
work in the intersections and adjacent to the roadway. All work after July 8 will take
place during off peak hours. Periodic flagger control at intersections is also anticipated
in the evenings to complete stripping and landscaping. Locust Grove Road to Meridian
is in the property acquisition negotiation phase. Construction is anticipated in 2022. All
parties are committed to completing this work as soon as possible to achieve four
uninterrupted lanes of traffic, two-in-each-direction, from Eagle to State Highway 16.
Star Road to ID-16: Construction is planned for 2023.

Idaho Highway 16 extension, U.S. 20/26 to I-84: Construction of Phase 2 is funded and will
begin in 2022. It is expected to take 2-3 years to complete. At this point, it is too early to
know the location where ITD will begin construction. ITD is preparing construction
plans and will work closely with the construction contractor(s) to complete the work as
efficiently as possible. The “ultimate vision” will include interchanges with bridges over
Franklin Road, Ustick Road, U.S. 20/26 and Idaho 44. ITD is beginning design of these
interchanges. Once these interchanges are funded, ITD will begin construction as
quickly as design plans are finished. ITD is in the process of acquiring property now and
anticipates this will continue through 2021. The Idaho Transportation Board has allocated
nearly $90 million to acquire right-of-way for the future highway. The remaining cost to design
and construct the corridor is estimated to be $350 million (in 2019 dollars). Project website:

SH-69, Kuna to Meridian Traffic Study: ITD has made interim improvements to restrict left
turn movements from eastbound and westbound Calderwood onto SH69. ITD is studying
options to improve safety, mobility and access on Idaho 69 between Kuna and Meridian.
There is currently no funding identified in ITD’s seven-year budget for the SH-69
improvements. The current concept includes continuous flow intersections, median U-
turn intersections, reduced conflict U-turn intersections, additional traffic lanes, and

PATHWAYS
Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail
(RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there
are funds for pathway construction in the Regional Transportation Improvement Plan (TIP) in
2022.
Nine Mile Creek, Linder to Meridian: The path is proposed to run from Linder to Meridian along
the Nine Mile Creek drain just north of the railroad. City Parks Department is working with a
consultant to negotiate easements for four (4) parcels from Linder to 8 th St. The City currently
has obtained all but one required easement from 8th to 3rd. We are currently pursuing acquisition
of easements from 8th Street west to Linder, and fro m 3rd Street to Meridian Road as a future
phase of this project.
Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a
portion of the Five Mile Creek pathway near the Wastewater Resource Recovery Center
(WWRRC). The City informed COMPASS that we will pursue completion of this project with local
funds instead of Federal. There has been purchase and development action on the properties
north of Five Mile Creek, west of the WWRRC. Additionally, ACHD has purchased a parcel to
the south of the WWRRC. It appears that the bulk of this pathway will be constructed by these
new owners as a condition of development. The City plans to invest in pedestrian crossings of
the Nine Mile and Five Mile Drains to skirt the WWRRC and achieve continuity with existing
McNelis Pathway along the Five Mile Drain.
South Meridian Neighborhood Bicycle & Pedestrian Plan: A draft list of projects has been

MDC / OTHER PROJECTS
2nd Street, Broadway to Pine: This project was submitted to COMPASS for consideration of a
Project Development Grant for $25,000. The vision for 2nd street was presented to stakeholders
and the ACHD commission in separate meetings in January. Discussions are beginning on how
to activate 2nd Street in Downtown Meridian to be a community place. This project will be done
in coordination with the Civic Block redevelopment.

Item 3.
Harvest Lifestyle Service: A public transit service focusing on seniors and persons with
disabilities has been operating since December 2016. This Lifestyle Service concept, which
includes two service zones, was presented to the Council in July of 2016. The service is operated
by Harvest Church. An enhancement to the City Budget for FY2019 was approved by the Council
for a third Harvest van. The third van is operational.

Transit: A new Rides-to-Wellness service for Meridian Veterans to schedule rides to the VA
Medical Center in Boise will launch on May 3rd. VRT has won a grant for electric buses. Staff
from the City and VRT are coordinating infrastructure, capital and service needs for a route from
the Ten Mile Interchange area through downtown to The Village. The launch will likely be delayed
closer to October 2021. The TC will be actively involved in developing outreach plan,
stops/alignment, and other service considerations (i.e. – time of day operation,
amenities/shelters, etc.) (This route is part of the ValleyConnect 2.0 plan.)

Ada County Transportation Action Plan: The plan is currently open for comments until
August 16th. You can find the information and survey here:

working with consultant Kittelson & Associates, is creating the Ada County Transportation Action
Plan (TAP). The purpose of the TAP is for Ada County to identify a broad set of transportation
policies, goals, and strategies for the unincorporated parts of Ada County. Here is a link to the

Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller Associates
to further develop a bicycle and pedestrian plan for the corridor. The boundaries of the project
are Overland and Chinden.
Shared Vehicles: The City does not currently have an RFP out. Meridian Downtown Business
Association (MDBA) will monitor the climate and recommend ba ck to the City when they believe
micro mobility is appropriate. Bird has expressed an interest in opening operations in Meridian
in 2021. CD staff suggested they speak with MDBA to gauge further interest.

Background/Summary:
The TIP is a short-term (five-to-seven year) budget of federally funded and regionally significant
transportation projects in Ada and Canyon Counties. It is updated annually, with a public
involvement period in the summer and approval by the COMPASS Board of Directors in the fall.
The draft FY2022-2028 TIP and the associated air quality conformity document is available for
public review and comment from August 2 through 31, 2021. Some of the changes also affect
the funded list of projects in Communities in Motion 2040 2.0 (CIM 2040 2.0). Therefore, we are
requesting public comment on a proposed amendment to CIM 2040 2.0 to address those
changes in tandem with the TIP public comment period.
The draft TIP project list is available for your review in three formats, as summarized below. The
first two include all projects (new, existing, and changed), while the third lists only major
changes (as compared to the FY2021-2027 TIP). All of the reports, summarized below, as well
as fact sheets to assist in understanding TIP language and funding sources are available on the
COMPASS website: https://www.compassidaho.org/prodserv/transimprovement.htm.
Draft FY2022-2028 TIP Detailed Project List - provides funding details and a description of
each project. (78 pages).
Draft FY2022-2028 TIP Basic Project List - provides a summarized version of each project.
Major Changes List - provides a summary of new or removed projects, projects with
advanced or delayed construction, and projects with major changes in scope, as compared
to the FY2021-2027 TIP.
Additional changes may still occur as a result of public comment and additional reviews.
Notes:
Key numbers for new projects are temporary and start with the letters “ORN” (for Office
of Transportation Investment reference number). Some ORN numbers are not yet
available, and the key number may simply be reported as “new” until an official number is
assigned.
Some projects use local agency key numbers, as they are locally funded and not included
in the Idaho Transportation Department’s tracking system. These key numbers typically
start with an alphabetical reference (e.g., RD2016-05).

Agencies with new projects or major changes to current projects in the FY2022-2028 TIP cannot
act on those changes until federal approval of the FY2022-2028 TIP is obtained. However, an
amendment to the FY2021-2027 TIP may be processed for actions that need to occur prior to
federal approval.

Deercrest Parking Request Update
Mr. Peters requested restricted parking on Deercrest, Arliss to Linder, but he was unable to secure
the property owner signature on the petition required by ACHD. Mr. Peters has since altered is
plans, and he is working with property owners to gauge interest in restricting parking on the
southside of the street only. To be transparent, I did let Mr. Peters know I have some concern with
signing parking restriction adjacent to just 2 parcels. ACHD and Mr. Peters are both in agreement
that before ACHD considers any new/altered request, City Staff will update the Transportation
Commission for feedback. Staff will keep the TC update on the progress of this item.

June Action Items:
• Executive Director Annual Review. Following a discussion in Executive Session, voted to retain the
COMPASS Executive Director and delay any decision regarding a salary increase until after
discussion of the FY2022 Unified Planning Work Program and Budget.
• FY2021-2027 TIP. Approved an amendment and Board administrative modification to the FY2021-
2027 Regional Transportation Improvement Program (TIP) to change the scope of a culvert
replacement project, increase the cost of a public transportation vehicle replacement project, fund
projects with new Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)
funding, and balance other project funding.
• High-Capacity Transit. Approved a “locally favored” high-capacity transit option of regional rail on
the Boise Cutoff alignment. This option will be reflected in Communities in Motion 2050 (CIM
2050), including the CIM 2050 Vision for growth and transportation and the overall 2050 public
transportation system.
• Fiscal Impact Analysis Policy. Reviewed the newly developed Fiscal Impact Analysis tool and
approved a policy to guide how and when COMPASS staff will use the tool as a member service.

• Legislative Issues. Received a status report on state and federal legislative issues.
• Travel Survey. Received an overview of the 2021 travel survey data study.

• CIM 2050 Vision. Reviewed the process for developing the CIM 2050 Vision (preferred growth and
transportation scenario), which will provide the demographic basis for CIM 2050. The draft CIM
2050 Vision will be brought to the Board of Directors for action in the August 16, 2021, Board

recommendation in the July 28, 2021, RTAC meeting.

• Discussed the upcoming merger of the Rails with Trails Workgroup with the Active
Transportation Workgroup.
• Reviewed the draft FY2022 Active Transportation Workgroup charter.
Next meeting date: None; last meeting for this workgroup. Member are invited to attend the next Active
Transportation Workgroup meeting in late July; the merger of the workgroups will officially occur on
October 1, 2021.

ChindenWest - US 20/26 Construction Updates
Linder to Meridian opens to four lanes tomorrow
All four lanes of Chinden Boulevard, from Linder Road to Meridian Road, are scheduled to open tomorrow
(July 8).

Motorists can expect periodic lane closures throughout the summer as crews continue work in the
intersections and adjacent to the roadway. All work after July 8 will take place during off peak hours.
Periodic flagger control at intersections is also anticipated in the evenings to complete stripping and
landscaping.
Locust Grove Road to Meridian is in the property acquisition negotiation phase. Construction is anticipated
in 2022. All parties are committed to completing this work as soon as possible to achieve four uninterrupted
lanes of traffic, two-in-each-direction, from Eagle to State Highway 16.
We appreciate your patience and remind motorists to always drive with caution through
construction areas.
