Broadway Avenue, Suite 102 Meridian, Idaho 83642 RE: RockHarborChurch,Phase2 Design Review Narrative Planning Staff: Phase 2 of RockHarbor Church consists of atwo-story; 41,478 square foot building addition, 106 spaces of additional off-street parking, and a combination of hardscape and softscape landscape treatments. Phase 2 building materials, colors, site lighting, and landscape elements will match and / or be consistent with the existing Phase 1 portion of the project. Cohesive Design Although avariety of massing elements, materials, and colors are employed on the Phase 2 building exterior; these features harmonize to create a unified and cohesive architectural composition consistent with Phase 1. With a couple of exceptions, the same features and treatments used on Phase 1 facades are also used on the south, west', and north facades of Phase 2. Building Scale Like Phase 1, Phase 2 is both a one and two-story structure. While the height of Phase 2 is significantly lower tharrthe auditorium and signature wall portions of the Phase 1 building, Phase 2 wall and parapet heights are in appropriate proportion to the scale of the existing building. Human scale in Phase 2 is reinforced through appropriately sized doors, windows, and sunshade elements; stone clad columns and wainscoting; and the projecting entrance canopy on the west facade and roof -top terrace pergola and porch on the south facade. 2400 E. Overall building massing is driven by the building's primary functional components, specifically Phase 2's second floor administrative area, roof -top terrace, and high bay multi -purpose assembly spaces. Phase 2's building form is further articulated through the use of wall plane offsets and varying material and color selections. Architectural Elements The use of glazed doors, aluminum framed windows and sunshades, translucent wall panels (Kalwall), stone -clad wainscoting and pilasters, and the projecting entrance canopy feature used on Phase 1 are continued in Phase 2. In addition, a steel pergola and covered roof structure have been incorporated at the second- floor level roof -top terrace. Materials The material and color palfette of the Phase 2 addition is identical to Phase 1. Primary wall materials are granular, stucco -textured insulated metal wall panels in the parchment and off-white colors used on Phase 1, and off-white Portland cement stucco. During Phase 1 design review, the stucco -textured panels were determined to be comparable with Portland cement stucco and not metal siding. Accent materials include wood grained / reddish- brown colored fiber cement lap siding, deep fluted metallic bronze metal siding, and taupe colored manufactured stone. Entrance doors and windows are clear anodized aluminum and sunshades are metallic bronze in color. Signs /Lighting Placement of internally lit lettering and / or the church logo is anticipated above the Phase 2 west building entrance. This and any other applicable Phase 2 signage will be submitted for City review and permitting separately from this application. Additional Phase 2 parking lot lighting will be of the same type and design as Phase 1 lighting; 16 to 26 foot high, pole mounted, cut-off type LED fixtures. A photometric plan and light fixture product data are included with the CZC application. Pedestrian Walkways and Facilities Pedestrian connections to adjacent public roadways were completed as part of the project's Phase 1 site development. New Phase 2 sidewalks will be extended to Phase 2 building entrances. In addition, new drive aisle concrete crosswalks, similar to those used in Phase 1, are included to provide enhanced pedestrian safety from new Parking Area D to the west building entrance.
