Broadway Avenue, Suite 102 - Meridian, Idaho 83642 RE: RockHarbor Church Ce,Lificate of Zoning Compliance Narrative Planning Staff: Phase 2 of RockHarbor Church consists of atwo-story, 41,478 square foot building addition, 106 spaces of additional off-street parking, and a combination of hardscape and softscape landscape treatments on about two acre's of presently undeveloped site. Phase 1 CZC, DR, and project construction documents referenced future "Phase 2" and "Phase 3" expansions. These two anticipated separate future expansions have now been combined and make up the current scope of RockHarbor Church Phase 2. The proposed -Phase 2 building addition includes a secondary building entrance foyer and restrooms, large youth / multi -purpose meeting room; grade meeting room, kitchen, (18) small group rooms, and a storage garage on the first floor, and administrative offices, office suites, support spaces, and a roof -top terrace on the second floor. With this addition, the total square footage of the facility (total fire area) comes to 106,655 square feet. The required fire flow for this size and type of fire sprinklered structure is 1,688 gallons per minute. Suez indicates that a.flow of 1,750 gallons per minute_ can be delivered from any of the three existing on -site fire hydrants. Phase 2 building architecture, materials, and colors match and / or are consistent. with those of Rhase 1. Primary wall materials are stucco -textured metal wall panels and Portland cement stucco in parchment and off-white to match Phase 1. Accent materials include wood grained and wood colored fiber cement lap siding, deep fluted metallic bronze metal siding, and taupe colored manufactured stone. The two- story portion of Phase 2 features a large, second floor level roof -top terrace for use by the church's large pastoral and administrative staff. The site's existing, previously approved trash enclosure will remain. 2400 E. This additional parking brings the church's total off-street parking count to 669 spaces, roughly three times that required based on total building floor area. Additional bicycle parking spaces are also being provided in Phase 2, resulting in a total of 30 spaces, 3 more than required. The new parking area and adjacent sidewalks include new parking lot lighting, consistent in type, height, and illumination with Phase 1 site lighting. Please see accompanying photometric plan and product data. Total recreational open space and outdoor patio areas remain above the square footages indicated on the Phase 1 master site plan. Phase 2 recreational open space includes passive recreational hardscape and softscape around the perimeter of the addition, and also a portion of Parking Area D designated as shared -use recreational basketball and volleyball courts. Phase 2 outdoor patio areas include an outdoor patio off the building's multi -purpose room, a small seating patio at the front of the addition, and the second -floor roof -top terrace with partial roof and pergola shade structure. Additional Phase 2 landscaping is included around the perimeter of the Phase 2 building addition and around and within the new Parking Area D. Landscape design and materials will be consistent with Phase 1 improvements. All site perimeter landscaping and landscape buffers were approved as part of Phase 1 site development. Proposed landscaping modifications along the site's northern property line and irrigation district easement are addressed in the accompanying Alternative Compliance Application.
