Tree Pruning – several work orders for contract tree pruning in many of our parks have been completed. I continue to respond to special requests for various other Page 57 Item 5. Downtown Trees – I am turning my attention to specific tree removal/replacement needs in the downtown tree boxes. 3. Tree Planting – I am putting together a list of locations where trees will be replaced, placing an order with local tree nurseries, assigning species to sites based on availability, and preparing for planting. 4. Christmas Tree – I am trying to close in on a Christmas tree for this year. There haven’t been as many calls yet for possible donations. No need to advertise though, as I am getting close to making a final selection. 5. Tree City USA – I am reviewing the requirements for Tree City USA and Growth Awards to make sure we are on target to achieve this status for 2021. Recreation Division Recreation Manager’s Report: GARRETT WHITE 1. Fee Data Collection/Priority Based Budgeting– We continue to work with Finance to determine our “actual costs” for the services we provide. Our Recreation fees are based on our current cost recovery philosophy approved by Council. Our Park fees are still being explored. 2. External Event / Mobile Sales Unit (MSU) – I am continuously working with all Event Organizers that want to host their events in our parks. Through the Temporary Use Permit process, I submit conditions for each event organizer to follow depending on the size and location of the event. Depending on the event, I also meet with parks staff onsite with the event organizer to go over any last-minute changes. I also review all MSU applications that are submitted to the Clerk’s Office. 3. Food Trucks in Parks - The amount of food trucks in parks requests have increased this year. Depending on the food truck locations and/or if they are open to the public determines if they are allowed to be in the park or not. I have been working with Legal and MPR staff to determine the policy. 4. Homecourt Staffing – I have been working with Jake Garro to determine the staffing schedule and model at the Homecourt. In May and then again in June, I went in front of Council to ask for two budget amendments to convert two part-time staff to one full-time staff. Both requests were approved. Administrative Assistant Position – Vicki Wagner has retired and we now have her Administrative Assistant position open. The first review date is July 6th. We hope to have this position hired by early August. 6. Department Policy Review – With the help of Jeannette Sanchez and Legal, we have updated our Parks Bounce House Policy. We have also eliminated specific Rec1 Prompts in regards to Covid-19. 7. Dairy Days – I was able to attend a few Dairy Board meetings prior to Dairy Days to address all parks needs for the Dairy Board. The Dairy Days debrief meeting will be held July 14th. 8. Standard Operating Procedures (SOPs) for Administrative Assistant – Now that Vicki Wagner has retired, Jeannette Sanchez and I have gone over all SOPs for the Administrative Assistant I position duties. We have adapted and/or made minor changes to the SOPs with Vicki’s help prior to her last day. 9. Park Concessionaires – I have been working with each park concessionaire to determine their operational schedule. With the help of front office staff, we have also agreed to get them all the park reservations on a weekly basis to help them determine their staffing needs. Homecourt Facility Manager’s Report: JAKE GARRO 1. Facility Operations – Hours are Monday – Friday 7:00 a.m. – 9:00 p.m.; weekend hours 10:00 a.m. – 8:00 p.m. 2. Facility Schedule - Pickleball play in the morning has remained consistent throughout the summer. We are seeing a high volume of noon basketball players use the facility on Monday, Wednesday, and Friday. A number of basketball players also use the facility on Tuesday and Thursday during the noon hour/early afternoon hours as well. Facility usage on the weekend remains consistent with a number of patrons using the courts for basketball and volleyball. 3. Facility Rentals - Page 59 Item 5. Homecourt will be host to two different volleyball camps/tryouts. A local volleyball group has the facility rented July 22 and 23, 8:00 a.m. – 2:30 p.m. and July 29 and 30, 5:00 p.m. – 8:00 p.m. b. Homecourt will be hosting a new youth 3 vs 3 basketball league. This league will begin July 7 and conclude August 11. This league will occupy courts 1 and 2 from the hours of 5:00 p.m. – 9:00 p.m. in the evening. c. AAU groups – We have moved forward in accepting court reservations for AAU practices during the morning hours. It is our goal to keep a couple of courts available for the pickleball community and the general public as well. d. YMCA Basketball is hosting a youth summer league in our facility each Tuesday and Thursday evening. This league will conclude August 12. e. Fall Special Events: We currently have special events scheduled for October 1 and 2 and October 23 and 24. We are in the process of potentially scheduling another special event for September 11 and 12. 4. Homecourt Staff - City Council has granted approval for us to turn four of our part- time positions into two full-time positions. These positions are titled as Homecourt Site Supervisor. We have filled one of these positions and are currently in the job recruitment process to fill the other available position. 5. Homecourt Floors – We are currently working with American Cleaning Services to rectify the high volume of markings that are being left on the floor from usage and/or inappropriate court shoes. Some court shoes do leave behind marks. We are in the process of seeking a hardwood floor cleaner that will remove these marks in a timely manner upon cleaning and auto-scrubbing. 6. Community Education/Court 5 - Court 5 is consistently scheduled throughout the week each day for community education classes. Classes include gymnastics, tumbling, cheerleading, pickleball, and martials arts. Classes do take place during the weekend hours in Court 5 as well, typically during the afternoon hours on Sunday. Recreation Coordinator’s Report: RENEE WHITE 1. Sparklight Movie Night in Meridian – The popular outdoor movie night has returned with 11 nights of family-friendly movies June 11- August 20, 2021. Due to a lack of new releases, we got to choose a few staff favorites. Event attendance has been strong with about 1,300 average. We have filled all the sponsorships with two season sponsors and all 11 nightly sponsors. Chelsea Cantrell accompanied me the first 3 nights and is being trained to run the event. Our security team, with the support of the Meridian PD, is doing a good job keeping the teens to a ‘dull roar.’ Page 60 Item 5. Independence Day Festival – It was a blast to present the annual Independence Day Festival once again in Meridian’s Storey Park. The event drew approximately 8,000 guests from 4:00 p.m. – 10:30 p.m. “High touch” activities were scaled back this year, including the bounce houses and park-led old-fashioned games. The live band was replaced by a DJ (who led the crowd in a few line dances.) These changes were enacted as Covid-19 precautions as part of the Governors’ Stage 4 health and safety guidelines. While temperatures were hot during the day, it cooled down nicely in the evening which is when most of the attendees arrived. The night culminated with fireworks presented in partnership with the Meridian Speedway. The event ran very smoothly with no incidents reported back to parks staff. 3. Staff Update – I am hiring on scorekeepers for the upcoming Summer/Fall Softball season. We are currently taking applications. 2. Field Reservations – I am working with tournament, camp, and league directors on their final reservation adjustments. I am sending out unpaid invoices and collecting insurance. 3. Tournaments & Camps –  7/5-7/8, 7/12-7/15 – Nike Sports Camps at Settlers Park 9:00 a.m.-4:30 p.m.  7/12-7/23 – YMCA Summer Camps at Hillsdale Park 9:00 a.m.-1:00 p.m.  7/16-7/18 – Treasure Valley Burner Tournament at Storey Park all day.  7/20, 7/27 – College Coaches Skills Camp at Settlers Park 8:00 a.m.-5:00 p.m.  7/22-7/23 – Northern Tribe Lacrosse Camp at Settlers Park 9:00 a.m.-3:00 p.m.  7/24-7/25 - Game Time Sports Tournament at Discovery Park, Fuller Park all day. 4. Sports Leagues –  Spring Softball end-of-season tournament concludes on Thursday 7/8.  Summer/Fall Softball season begins play on Monday 7/12. We have 99 total teams for this season.  I am working on details for the Summer/Fall Cornhole League at Settlers Park to begin early August. Volunteer Program Coordinator’s Report: CHELSEA CANTRELL 1. Volunteer Projects – Since reopening volunteer services, we have had 19 group projects take place. These have included laying bark at parks and around city-owned buildings, cleaning up flower beds at parks and City Hall, planting flowers, painting projects, including two at the Pine Street School, administrative projects, and event decorating. The total amount of volunteer hours utilized thus far this year is 566. The dollar amount that equates to is $16,153.64. 2. Sparklight Movie Nights – We just wrapped up our 4th movie night. We have the National Honor Society Students at Rocky Mountain High School come out to assist with the set up and tear down of this event. We strive to have 8 volunteers help each week. We have had 19 different kids contribute 108 hours so far this summer at Sparklight Movie Nights! 3. Golf Course Ambassadors – The Golf Course Ambassador is a new position we added since the City now owns Lakeview Golf Club. This position assists with the pace of the game, golf course etiquette, course maintenance, and player assistance. We currently have 8 ambassadors and are presently recruiting for more. My goal is to have 14 ambassadors by the end of summer. Page 63 Item 5. New Volunteers – I have had several people contact me interested in volunteering this summer. We have 5 new volunteers working at the front desk with another new person starting next week. We also have 5 new faces out at Kleiner Park volunteering as Park Ambassadors. Many of these new volunteers are working 2-3 shifts a week. Arts & Culture Coordinator’s Report: AUDREY BELNAP 1. Meridian Arts Commission –  A selection panel made up of the Public Art Subcommittee, Steve Siddoway, and Kim Warren reviewed submissions for the Ten Mile Trailhead public art installation and selected Stephanie Inman’s design. Their choice will be formalized in the MAC meeting this week and presented to the Parks & Recreation Commission next week.  The traffic box agreements for 2021 have been signed and will be sent to order next week. There will be 11 traffic box wraps this year.  The designs for the Meridian Cycles and Boise Coop murals have been approved, and we are now working on finalizing easements with the property owners. Completion is still slated for September of this year. I am also waiting to hear back from the Library about doing a third mural on the new Unbound building.  We have a drafted schedule for Art Week, including free community art classes, the Art Sip for the Meridian Arts Foundation, the Community Art Party, a partnership with the Saturday Morning Market for an arts-focused market, the Chalk Art Competition, and the annual Art Drop.  We are still working hard to finalize performers for Concerts on Broadway, September 11 and September 25.  The new Initial Point Gallery exhibit for July is rodeo themed and features the work of Steph Teeter, Robin Cox, Mandy Henebry, Dave Dillon, and Trish Stevenson.  The Initial Point Subcommittee is also inviting artists to exhibit in the Gallery in 2022. We are hoping to have the schedule finalized next month. 2. Meridian Historic Preservation Commission –  Waiting to hear back from SHPO regarding the status of the Meridian Speedway’s eligibility for the National Historic Places Register. If we hear back positively, we will be able to move forward with the nomination form. Page 64 Item 5.
