2. Welcome to Rand Spiwack and Taryn Richmond. Welcome back Scott Walters.
SWAC Chair welcomed the new commissioners and welcomed back to the
Commission, Scott Walters.
PROGRAM REPORT
3. Ada County SWAC update
SWAC Chair updated Commission on the changes to Landfill staffing and proposed
changes for material acceptance.

4. Update on recommendation for Hefty Energybag program.
Commission discussed LCA and Staff updated Commission as to current outlets foi
material. Commission voted to recommend outreach on program be paused until a
more durable solution was found.
5. Recycle -a -Bicycle update
Commissioner Nelson and Ex-Officio member Klein updated the Commission about
their efforts to get bikes to people in need despite the COVID difficulties.
NEW BUSINESS [ACTION ITEMS]
6. Contamination issues at Republic Services Transfer Station
Ex-Officio member Klein informed the Commission of the large amount of
contamination in the recycle area of the transfer station. Commission asked Staff
to assist Republic in mitigation and to update the Commission if the situation does
not change or improves.
7. IRWS waste test
Withdrawn by solicitor.
8. Water bottle recycling container contamination reports
Staff updated the Commission on the status of the water bottle pilot program. The
Commission requested better signage and monitoring of the site to improve
composition.

Meridian Transfer Station — Recycling Center Contamination
Prepared for Meridian SWAC 1-27-2021 by Rachele Klein of Republic Services
Recyclable Materials Accepted at the Meridian Transfer Station
• Cardboard - Free; Revenue from cardboard goes to SWAC's Community Recycling Fund; 30 -yard
containers are hauled 6-7 times per week
• Mixed -Waste Paper — Free; There is a cost to have paper recycled; 30 -yard container hauled 2-3 times
per week
• Cans — Free; Revenue from tin and aluminum when hauled; 10 -yard container hauled 1-2 times per
year
• Water Bottles — Free; no cost and no revenue; hauls vary seasonally
• Bulky Metal (appliances and large items) — Free except for appliances with Freon
• Clean Wood (including constructional lumber and tree limbs/branches) — no longer discounted, same
rate as waste
Recycling Center Use
• The drop site is constantly used. We will begin tracking numbers in March.
Contamination Concerns: Risks and Opportunities
• Recycling contamination is our primary concern. When recycling containers are used as trash
receptacles and the contents are landfilled, operating costs go up and Republic Services absorbs the
additional expense.
• Risk - the center closes due to high operating costs.
• Opportunity - Education and Signage.
