3. Update: Events & Outreach Subcommittee Meeting
L. Mauldin informed the Commission that the Subcommittee is changing their
regular meeting time and it is to be determined. T. Vannucci described the high
level presentation given to the Subcommittee by production company, Creative
Integrity. The Subcommittee’s goal is to roll out holiday activities that increase in
community impact over the next 2-3 years.
4. Update: Arts Inclusivity Meridian Subcommittee
T. Vannucci introduced and described the new AIM manifesto to the Commission.
He elaborated that the Subcommittee wants to increase inclusivity in Arts
Commission projects for the benefit of the cultural consumers the Commission
serves.
5. Update: Initial Point Gallery
N. Schofield described the new Initial Point Gallery exhibit with the Treasure
Valley Artist Alliance. L. Taylor described the well attended Opening Reception.
6. Report: House Bill 253, Public Art, Idaho State Legislature
A. Belnap informed the Commission of House Bill 311, its progress in the Idaho
State Legislature, and its impact on the Commission. E. Kane stated that
commissioners are welcome to take action on their own, however the Commission
cannot take a formal stance on the topic. She also clarified that the Bill requires
public art to pass in a 2/3 majority of all registered voters. The Commission
discussed how regularly public art would be able to be on an election bill and the
expense of that.

7. Approve Call to Artist for New Traffic Box Artwork Repository
A. Belnap presented her research on the cost of traffic box wraps in Idaho and
around the country, illustrating that the average payment to artists for a traffic box
wrap is a little above $500. The Commission discussed how to come up with more
funds to support the payment to artists and if it is possible to approve a range of
amounts based on the experience of the artists. In the end, the Commission
concluded to set a single payment amount for $600.

seconded by L. Mauldin

8. Approve Request for Proposals for Ten Mile Trailhead Public Art Installation
A. Belnap introduced the drafted Request for Proposals and described the process
for releasing the RFP to the previously established Parks Identity Roster.

9. Discussion: Art Week 2021 Dates
A. Belnap brought up the concern that the Art Week dates will conflict with other
Treasure Valley events and asked if the Arts Commission would consider changing
the dates. Several commissioners expressed the importance of consistency and
differentiating Meridian’s events from other events to appeal to the local audience.

CULTURAL CONSUMER - Wikipedia 2019
A cultural consumer describes a person who avidly consumes art, books, music, theatre, dance
and live cultural events within a society.
This new type of consumer values creativity, design and the power of personal values. These
consumers will look toward companies that can "present an offering that solves a problem, does
some good, and delivers aesthetically. They also look for products that engage the senses as a
way to discern truth. In other words, they believe what they can experience. Authenticity is
paramount, and stories and images are powerful means for communicating messages.
Although cultural consumers may have once represented a small segment of the population,
this group is rapidly expanding through access to technology and the Internet. Recent research
indicates that these consumers are connected, active in their communities, and creative.
Additionally, they aspire to be viewed as thinking, expressive human beings rather than mass
market targets.

• AIM WILL target the cultural consumer. No cultural consumer should ever feel marginalized or
excluded, therefore, AIM WILL:

3. Update: Idaho Commission on the Arts Grant Funding Allocation
A. Belnap reported to the Commission that per the Commission’s request, she
spoke to Sean Evans of the Chamber of Commerce regarding their experience

developing a community choir performance. After learning about the challenges
and specializations required for a virtual community choir, A. Belnap allocated the
grant funding awarded to the Commission by the Idaho Commission on the Arts to
the 2021 traffic box series. No motion was necessary because of the motion made
in the January meeting.
4. Update: Public Art Subcommittee
J. Peters informed the Commission that the Subcommittee discussed the Ten Mile
Trailhead public art project at their last meeting. She explained that the Parks
Department already has a roster of artists for Parks Identity Projects like this one.
A. Belnap will draft the Request for Proposals and the Commission will review it in
the March meeting.
J. Peters also informed the Commission that there will be a workshop on February
27 for the formation of the public art plan. The Subcommittee also reviewed and
approved the Call to Artist for the new traffic box repository and discussed future
winter placemaking ideas.
5. Update: Events & Outreach Subcommittee
L. Mauldin announced that the Parks & Recreation Department is planning on
joining the Arts Commission in planning and coordinating Art Week 2021.
Essentially, the Parks & Recreation Department will plan Saturday and the
Subcommittee will take care of Wednesday-Friday. Ideas that were discussed were
large scale statues similar to Burning Man, live musicians, transportation for
residents between Downtown Meridian and Kleiner Park, and a passport style
public art scavenger hunt.
L. Mauldin was also able to connect with a seamstress who makes caroler
costumes and was quoted at $250-$300 each. L. Mauldin stated that it’s better to
get good quality costumes at first rather than repair or pay continually for upkeep.
M. Tzompa informed the Commission that Don Burgess of Creative Integrity was
invited to present to the Subcommittee that evening.
6. Update: Initial Point Gallery Subcommittee
N. Schofield updated the Commission on Initial Point Gallery closures, stating that
the February installation was canceled and the March installation is to be
determined by City Hall’s opening. In the meantime, A. Belnap will highlight the
BOSCO artists who were meant to exhibit in February on social media.
The Subcommittee also reviewed the work of Lauri Borer, an encaustic artistic
whom they invited to fill in a ¼ space in August. N Schofield told the Commission
about the Great American Paint In and the Subcommittee plans to accommodate
the show if the organization responds to the Subcommittee’s inquiry.
The Subcommittee will meet again at the end of Initial Point Gallery. A. Belnap will
inform the Treasure Valley Artist Alliance and the Commission if the March gallery
installation will be able to continue on Tuesday, February 16.

7. Update: Arts Diversity Subcommittee
L. Mauldin announced that the Subcommittee decided on a new name, Art
Inclusivity Meridian (AIM), in order to emphasize the primarily inclusive efforts of
the Subcommittee. J. Peters also noted that the Subcommittee is looking at hiring
outside consultants to train the Subcommittee on proper equity and inclusivity
practices. B. Griffith suggested reaching out to Karen Bubb, the Cultural Planner for
Boise Arts & History Department.

8. Approve Call to Artist for New Traffic Box Artwork Repository
The Commission discussed doing a cost comparison of the $300 stipend that the
Commission currently offers to see what other cities offer their artists. E. Kane
clarified that if this change is being considered, it would be best to list the official
amount on the RFP before releasing in order to be consistent. A. Belnap informed
the Commission that the traffic box series timeline will not be harmed if the RFP
release is postponed for one month. The Commission agreed to do cost comparison
and adjust the stipend amount, if needed, at the March Commission meeting.
9. Review Allocation of Arts Development Funding
A. Belnap explained that multiple Subcommittees are exploring projects that
require funding. The funds for these projects will be pulled from the Arts
Development budget line, which is limited at $2,000. A. Belnap requested feedback
from the Commission on any priorities the Commission has for this funding.
Several commissioners pointed out that the specific funding amount required by
some of these projects is still unknown and is difficult to plan for. The Commission
agreed that the projects that are ready first will receive the funding they need.

10. Proposal for Special Meeting on February 27th, Public Art Plan Workshop
Due to many Commissioners expressing interest in attending this workshop, the
Public Art Plan Workshop was transitioned to a Special Meeting where all
commissioners are invited.

and suggested that the Subcommittee focus on inclusivity, not just diversity along
with the phrase, "When we do not actively include, we actively exclude." The
Subcommittee discussed their purpose moving forward and agreed to rename the
Subcommittee “AIM” Arts Inclusivity Meridian after brainstorming a few other
names.

can be more beneficial with reference to image below.

Call for Artists: TRAFFIC BOX ART IMAGE REPOSITORY
OVERVIEW:
The Meridian Arts Commission (MAC) seeks proposals of two-dimensional artwork to be added to a repository of
images portraying artwork available for reproduction on a vinyl wrap to be installed on a traffic box in
Meridian. As funding becomes available, MAC and/or a sponsoring partner may select a piece of artwork
represented in the repository to reproduce as a vinyl wrap. Artwork included in the repository may not be
selected for a traffic box wrap. A $300 stipend shall be available for artists whose work is selected for
reproduction as a vinyl wrap to be installed on a traffic box, following execution of, and pursuant to, a written
agreement with the City of Meridian and scanning of the original artwork portrayed in the selected image by
City or City’s selected vendor.
ELIGIBILITY:
This project is open to applicants regardless of race, gender, gender identity, sexual orientation, religion,
nationality, or disability. The Traffic Box Art Image Repository is to include original artwork by artists who
live or work in Idaho’s Treasure Valley, created using any medium, so long as it can be represented in a high-
resolution digital image without loss of integrity or quality. No artwork will be included in the repository which
does not meet the selection criteria. Artists whose work is selected for reproduction as a vinyl wrap will be
required to enter into a written agreement with the City setting forth specific terms and conditions of
inclusion. Each person may submit up to three (3) images for consideration; a maximum of two (2) images per
person may be selected for inclusion in the repository. Incomplete or late submissions will be deemed
ineligible and will not be considered.
PROPOSAL REQUIREMENTS:
An artist wishing to submit an image for inclusion in the digital repository must provide the following materials
and information to MAC in order to be considered for inclusion in the digital repository:
• Completed, signed Traffic Box Art Image Repository Application & Acknowledgements form;
• Descriptions of artwork submitted (which may be used on the online Digital Public Art Map and/or in posted
descriptions of completed boxes), approx. 2-3 sentences per artwork, in .pdf format;
• Biography of the artist (or artist statement), must fit on one-page, in .pdf format; and
• Up to three (3) digital images of original artwork proposed for inclusion in the digital repository, image file
names must include artist’s last name and artwork title.
E-mailed submissions may be sent to mac@meridiancity.org: documents must be .PDF and artwork images must
be .JPG format. Hard copy materials (printed on 20 lb paper) may be submitted via U.S. Mail or in-person
delivery, addressed to: Meridian Arts Commission

This call shall be open until 11:59 p.m. on Thursday, April 15, 2021.
SELECTION PROCESS:
The selection of art for inclusion in the digital repository will be made by MAC. MAC will notify selectees by
email by May 17, 2021. In evaluating eligible proposals, the following factors will be considered and scored out
of a total 100 points possible:
• Quality of work (30 points);
• Consistency with City policy and community values (30 points);
• Contribution to aesthetic and cultural atmosphere of the Meridian community (30 points); and
• Suitability of design and concept for a traffic box wrapping (10 points).
Artwork will be deemed inappropriate which portrays: content which violates copyright or other known legal
ownership interest, profanity, obscenity, indecency, violence, pornography; discrimination on the basis of
race, creed, color, age, religion, gender, sexual orientation, or nationality; defamation or personal attacks.

Call to Artists – Request for Proposals:
Park Identity at Ten Mile Trailhead
PROJECT DESCRIPTION:
The Meridian Arts Commission (MAC) and Meridian Parks & Recreation Commission (MPRC) invite artists on
the Park Identities Public Art Roster to prepare proposals for public art projects that create and/or enhance
the overall park identity at the Ten Mile Trailhead. The objective of the project is to create a theming
element, or elements, that give the trailhead a true identity and sense of place. Panelists are interested in
seeing proposals that can be functional pieces in the park and/or that are highly visible to both park users
and passersby.
SITE DESCRIPTION:
The Ten Mile Trailhead is a new trailhead facility located at 3430 N Ten Mile Road (north of Ustick Rd,
across from the City wastewater treatment plant). The Trailhead, which is partially constructed and
scheduled for completion this spring, will serve as the first ever ‘gateway’ to the Five Mile Pathway, one of
the City’s priority pedestrian routes. When complete, this 1.5 acre property will offer amenities such as
bike parking and repair facilities, drinking water and restrooms, plaza space, benches and site furnishings,
and both traditional and low-water landscape.
A pre-proposal conference will allow artists to ask Parks staff specific questions. Notes from the pre-
proposal conference will be sent to those who submit Notice of Intent to Propose.
ELIGIBILITY:
This project is open to artists on the Park Identities Public Art Roster.
BUDGET:
A stipend of $500 will be available to artists who submit Notice of Intent to Propose, for the development of
the proposal and maquette. A budgeted amount of $35,000 total will be available to the selected artist for
the completed project; this includes the selected artist’s commission, all costs including engineering,
materials, fabrication, permitting, travel, contingencies and installation of the artwork.
PROCESS:
The evaluation and selection process will generally occur as follows; dates are subject to change as may be
necessary due to scheduling issues or other circumstances. Any information submitted is subject to release
to the public as required by Idaho Public Records Law.
1. Call to Artists (RFP): Issued March 15, 2021.
2. Pre-proposal conference: Wednesday, March 24, 2021, at 4:00 PM, on site, by the Ten Mile Trailhead,
at 3430 N Ten Mile Road, in Meridian, Idaho.
3. Notice of Intent to Propose: Due Monday, March 29 @ 12:00 PM. Artists wishing to submit a proposal
must first submit, by this deadline, a letter of intent, and current W-9. Stipends for proposals will be
mailed to artists after presentations are delivered.

4. Proposals accepted. To be considered for this project, in addition to timely submission of the Notice of
Intent to Propose, the following materials must be submitted to MAC, by 12:00 PM, on Wednesday, May
19, 2021, at 33 E. Broadway Avenue Suite 206, Meridian, ID 83642 or by e-mail to mac@meridiancity.org:
a. A summary of the respondent’s experience with similar projects
b. Project proposal, including digital images (.jpg format) or drawings of the proposed conceptual
designs or projects to be considered, and related maquettes.
c. Artwork description(s) including materials to be used, dimensions, anticipated maintenance, etc.
d. Detailed project timeline, project budget with itemized costs, and schedule of work.
5. Presentations. On Wednesday, May 26, 2021, at 3:00PM, at Meridian City Hall, participating artists will
present their proposals and maquettes to the selection panel at a public meeting. Each artist will have
about 10 minutes to present, followed by brief Q & A.
6. Selection Criteria. Following the presentations, the selection panel will review and score the proposals,
using the following criteria:
a. Adherence to the RFP; (10 points)
b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20
points)
c. Artist’s demonstrated understanding of project objectives, ability to create artwork that addresses
the context of its placement; and ability to meet or exceed the project objectives; (30 points)
d. Past work experience and references on a similar type project and the demonstrated competence in
the performance of the type of work to be provided (the nature, quality, and relevance of similar
completed work, including subcontractors); and (20 points)
e. Consistency with City policy and community values. (20 points)
7. Evaluation of proposals; artist selected. The selection committee may recommend selection of one
proposed project, recommend that the RFP be reopened, or reject all proposals. Evaluation criteria will
include the criteria set forth above. MAC and MPRC will forward their recommendations to Meridian City
Council for consideration and final decision. The selected proposer and others not selected will be
notified of City Council’s decision via e-mail the next day, anticipated to be Wednesday, June 23, 2021.
8. Agreement; award. Following artist selection, and negotiation and execution of a written task order
with the City, the selected artist will be authorized to proceed with fabrication and installation.
9. Selected proposal installed. The selected artist will fabricate and install the artwork, in accordance
with a written task order agreement with the City, and within the project’s final budget and timeline.
