Mauldin made motion to approve statement, seconded by J. Peters All ayes REPORTS [ACTION ITEM] 3. Update: Idaho Commission on the Arts Grant Funding Allocation A. Belnap reported to the Commission that per the Commission’s request, she spoke to Sean Evans of the Chamber of Commerce regarding their experience developing a community choir performance. After learning about the challenges and specializations required for a virtual community choir, A. Belnap allocated the grant funding awarded to the Commission by the Idaho Commission on the Arts to the 2021 traffic box series. No motion was necessary because of the motion made in the January meeting. 4. Update: Public Art Subcommittee J. Peters informed the Commission that the Subcommittee discussed the Ten Mile Trailhead public art project at their last meeting. She explained that the Parks Department already has a roster of artists for Parks Identity Projects like this one. A. Belnap will draft the Request for Proposals and the Commission will review it in the March meeting. J. Peters also informed the Commission that there will be a workshop on February 27 for the formation of the public art plan. The Subcommittee also reviewed and approved the Call to Artist for the new traffic box repository and discussed future winter placemaking ideas. 5. Update: Events & Outreach Subcommittee L. Mauldin announced that the Parks & Recreation Department is planning on joining the Arts Commission in planning and coordinating Art Week 2021. Essentially, the Parks & Recreation Department will plan Saturday and the Subcommittee will take care of Wednesday-Friday. Ideas that were discussed were large scale statues similar to Burning Man, live musicians, transportation for residents between Downtown Meridian and Kleiner Park, and a passport style public art scavenger hunt. L. Mauldin was also able to connect with a seamstress who makes caroler costumes and was quoted at $250-$300 each. L. Mauldin stated that it’s better to get good quality costumes at first rather than repair or pay continually for upkeep. M. Tzompa informed the Commission that Don Burgess of Creative Integrity was invited to present to the Subcommittee that evening. 6. Update: Initial Point Gallery Subcommittee N. Schofield updated the Commission on Initial Point Gallery closures, stating that the February installation was canceled and the March installation is to be determined by City Hall’s opening. In the meantime, A. Belnap will highlight the BOSCO artists who were meant to exhibit in February on social media. The Subcommittee also reviewed the work of Lauri Borer, an encaustic artistic whom they invited to fill in a ¼ space in August. N Schofield told the Commission about the Great American Paint In and the Subcommittee plans to accommodate the show if the organization responds to the Subcommittee’s inquiry. The Subcommittee will meet again at the end of Initial Point Gallery. A. Belnap will inform the Treasure Valley Artist Alliance and the Commission if the March gallery installation will be able to continue on Tuesday, February 16. 7. Update: Arts Diversity Subcommittee L. Mauldin announced that the Subcommittee decided on a new name, Art Inclusivity Meridian (AIM), in order to emphasize the primarily inclusive efforts of the Subcommittee. J. Peters also noted that the Subcommittee is looking at hiring outside consultants to train the Subcommittee on proper equity and inclusivity practices. B. Griffith suggested reaching out to Karen Bubb, the Cultural Planner for Boise Arts & History Department. NEW BUSINESS [ACTION ITEMS] 8. Approve Call to Artist for New Traffic Box Artwork Repository The Commission discussed doing a cost comparison of the $300 stipend that the Commission currently offers to see what other cities offer their artists. E. Kane clarified that if this change is being considered, it would be best to list the official amount on the RFP before releasing in order to be consistent. A. Belnap informed the Commission that the traffic box series timeline will not be harmed if the RFP release is postponed for one month. The Commission agreed to do cost comparison and adjust the stipend amount, if needed, at the March Commission meeting. 9. Review Allocation of Arts Development Funding A. Belnap explained that multiple Subcommittees are exploring projects that require funding. The funds for these projects will be pulled from the Arts Development budget line, which is limited at $2,000. A. Belnap requested feedback from the Commission on any priorities the Commission has for this funding. Several commissioners pointed out that the specific funding amount required by some of these projects is still unknown and is difficult to plan for. The Commission agreed that the projects that are ready first will receive the funding they need. NEXT MEETING - March 11, 2021 10. Proposal for Special Meeting on February 27th, Public Art Plan Workshop Due to many Commissioners expressing interest in attending this workshop, the Public Art Plan Workshop was transitioned to a Special Meeting where all commissioners are invited. Kersey presented information about the ongoing efforts of the Treasure Valley Children’s Theater (TVCT) for the commissioners. She elaborated on pandemic- related adjustments made by TVCT during 2020 and how TVCT plans to move forward with their mission while still accommodating recommended safety measures in 2021. A. Kersey submitted a request for a total of $6,300. This total is the summation of $1,000 for four productions this summer as well as matching a $1,300 grant awarded to TVCT by the Idaho Commission for the Arts. The presentation was well received and L. Mauldin and A. Kersey detailed the history of the Commission’s partnership with TVCT for the benefit of the new commissioners. J. Cavaness-Williams made motion to approve the total request for funding, seconded by B. Griffith All ayes 3. Approve Artists Selected By Public Art Subcommittee for the Meridian Mural Series J. Peters described the selection process carried out by the Public Art Subcommittee in order to choose three artists for the Meridian Mural Series. J. Peters praised the talent of the applications, attributing the success of the application process to the wide dissemination efforts of the Commission. N. Update: Events & Outreach Subcommittee Meeting 4 Item 1. M. Tzompa updated the Commission on the Subcommittee’s work regarding a new band for Concerts on Broadway, feedback received from Special Events Coordinator Renee White, Dickens Singers costumes, and the Ornament Drop organized last month. Positive feedback was given regarding the Ornament Drop and a desire to continue with the event. 7. Update: Public Art Subcommittee J. Peters informed the Commission that most of the Public Art Subcommittee’s update was given when discussing the Meridian Mural Series. 8. Update: Diversity Subcommittee T. Vannucci let the Commission know that the Diversity Subcommittee had their first meeting and had good discussion regarding priorities and first steps. Discuss Elements for Ten Mile Trailhead Request for Proposal A. Belnap proposed dates to include in the RFP for the Ten Mile Trailhead installation. She informed the Subcommittee that Kim Warren, the Pathways Manager, is doing a branding project for the surrounding pathways that will wrap up in March. The Subcommittee agreed to wait to release the RFP until the branding project is complete. The Subcommittee also determined the budget of the artwork to be $35,000, matching the budget for previous Parks Identity projects. B. Griffith also recommended that a note be added to the RFP asking that the artists consider the safety of their artwork- meaning people may try to climb on the structure. 2. Determine Next Steps for Creating the Public Art Plan 7 Item 4. T. Vannucci summarized his plan to create the Public Art Plan with the Subcommittee. He explained that the Public Art Plan will not be a reinvention of the Art Commission’s Strategic Plan, but rather use the Strategic Plan as a concept or foundation and build onto it. The goal will be to determine what outcomes the Subcommittee would like and plan appropriate steps to get there. He stated that the best concept refinement happens in workshop format, usually held on one day for 4-5 hours. T. Vannucci recommended that this workshop take place in person while still being mindful of public health precautions. The Subcommittee planned to do this workshop at City Hall on Saturday, February 27 from 10am-3pm with a break in the middle. To prepare for this workshop, T Vannucci and A. Belnap will work together to send out a packet of resources for the Subcommittee’s review. 3. Winter Placemaking Ideas J. Peters reviewed the link attached to the agenda regarding placemaking art in Canada in the winter. The Subcommittee liked the idea of doing a placemaking activity in Meridian, perhaps even partnering with the Events & Outreach Subcommittee. The Subcommittee agreed that placemaking would be a great way to get art into the community, especially if this art could forge connections and has a deeper meaning. A potential “deeper meaning” suggested was eco-art, or art done with recycled materials. Although many possibilities for placemaking were discussed, some concerns were raised. The Subcommittee considered incentives might be necessary for participation and if HOAs will allow decoration or chalk art. The Subcommittee concluded this could be an idea to explore at a future time. ACTION ITEMS 4. Belnap informed the Subcommittee that the Parks & Rec Director, Steve Siddoway, and Special Events Coordinator, Renee White, have decided to eliminate the Community Block Party, the City event that typically takes place during Art Week. Instead R. White will be able to focus her efforts in building up Art Week. A. Belnap requested that the Subcommittee brainstorm ideas for Art Week activities that A. Belnap can then coordinate with R. White. The Subcommittee was pleased with the partnership, seeing it as an opportunity to expand art in Meridian and offered the following ideas: • Performers, dancing and/or singing • Large scale statues 9 Item 5. • Chalk art- artist designed, public participates • Chalk art competition • Art classes o Bob Ross-style virtual classes available • Tours (can be virtual) of hopefully completed murals o Artist engagement if held in person • Passport style public art scavenger hunt • Live art demonstrations • Virtual artist highlight • Art Walk Most of the ideas discussed are intended for the Saturday activities. For Wednesday- Friday activities, the Subcommittee agreed that expanding the art classes similar to last Art Week is the best idea. Although the classes were only semi-successful, it is difficult to know the direct factors that influenced limited participation (COVID-19 cautions, first week of online school, marketing, etc.) the Subcommittee would like to try again. The Subcommittee discussed at more length how to balance potentially two locations during Art Week: Downtown Meridian (the traditional space for Art Week) and Kleiner Park (the traditional space for Community Block Party). Discussions surrounded ways to bridge, connect, or transport participants between the locations. Possibilities included a tram or shuttle transport or partnering with a charity organization to do a walk/run between locations. The tram or shuttle could also do tours of public art around Kleiner Park and Downtown Meridian. A. Belnap will take these ideas to R. White and report back to the Subcommittee as planning progresses. REPORTS 3. Update: Possible 2021 Events & Activities Contributions to City Events Due to COVID-19 and the uncertainty on how/when safety guidelines will be lifted, A. Belnap did not have concrete news to share with the Subcommittee. The Subcommittee will take planning activities one step at a time and on a case-by-case basis. A. Belnap let the commissioners know that she is working with R. White on a Valentines virtual activity called “I heART Meridian” and is in an art-share format. In this activity, residents can create valentines and share them with specific individuals. Subcommittee members are encouraged to participate. NEXT MEETING - February 11, 2021 T. Vannucci informed the Subcommittee that he has been in contact with Don Burgess of Creative Integrity, a productions company. Don Burgess is prepared for a partnership and has created a booklet of possible ideas that we could use for holiday activities next winter. T. Update: COVID-19 Impact on the Initial Point Gallery A. Belnap reported that the February installation of the BOSCO show was canceled because City Hall remains closed. A. Belnap has been working with Bonnie Peacher, the organizer of the BOSCO show, to transition their installation into a virtual show via social media. Throughout the month of February, A. Belnap will highlight individual artists and their artwork. The March and April shows remain to be seen. A. Belnap has been updating Jessie Swimeley, president of TVAA and the organizer of the March show. If the March show is canceled, A. Belnap will do a version of a virtual show for TVAA as well. B. Griffith suggested looking into a video loop format through iMovie or a slideshow. L. Taylor reported that Leslie Bosch from the Nampa Civic Center transitioned TVAA’s show there into a virtual 12 Item 6. show- she would be a good contact to learn how to navigate the process. N. Schofield asked if these virtual shows could be noted in the City Newsletter to let people know what we are doing. A. Belnap will look into it. DISCUSSION ITEMS 3. Review and Finalize Initial Point Gallery Brochure This agenda item is postponed until next meeting. 4. Discuss Artists to Complete 2021 Gallery Schedule The Subcommittee noted that there is still an open space in the gallery calendar in August 2021 for ¼ gallery. In the past, the Subcommittee has discussed The Great American Paint In and B. Griffith recommended an encaustic artist to fill in the space. Even though The Great American Paint In has not responded to the Subcommittee’s inquiries, B. Griffith suggested that the Gallery would be able to accommodate them at any time by designating the credenza as the presentation space. All that is needed is three easels for the physical artwork and room for a small television for the slideshow. The Subcommittee agreed- whenever the Great American Paint In informs the Subcommittee of their calendar, the Gallery will have space for them. The Subcommittee then reviewed Lauri Borer’s work, the encaustic artist suggested by B. Griffith. The Subcommittee approved the work and B. Griffith made motion to invite L. Call for Artists: TRAFFIC BOX ART IMAGE REPOSITORY OVERVIEW: The Meridian Arts Commission (MAC) seeks proposals of two-dimensional artwork to be added to a repository of images portraying artwork available for reproduction on a vinyl wrap to be installed on a traffic box in Meridian. As funding becomes available, MAC and/or a sponsoring partner may select a piece of artwork represented in the repository to reproduce as a vinyl wrap. Artwork included in the repository may not be selected for a traffic box wrap. A $300 stipend shall be available for artists whose work is selected for reproduction as a vinyl wrap to be installed on a traffic box, following execution of, and pursuant to, a written agreement with the City of Meridian and scanning of the original artwork portrayed in the selected image by City or City’s selected vendor. ELIGIBILITY: This project is open to applicants regardless of race, gender, gender identity, sexual orientation, religion, nationality, or disability. The Traffic Box Art Image Repository is to include original artwork by artists who live or work in Idaho’s Treasure Valley, created using any medium, so long as it can be represented in a high- resolution digital image without loss of integrity or quality. No artwork will be included in the repository which does not meet the selection criteria. Artists whose work is selected for reproduction as a vinyl wrap will be required to enter into a written agreement with the City setting forth specific terms and conditions of inclusion. Each person may submit up to three (3) images for consideration; a maximum of two (2) images per person may be selected for inclusion in the repository. Incomplete or late submissions will be deemed ineligible and will not be considered. PROPOSAL REQUIREMENTS: An artist wishing to submit an image for inclusion in the digital repository must provide the following materials and information to MAC in order to be considered for inclusion in the digital repository: • Completed, signed Traffic Box Art Image Repository Application & Acknowledgements form; • Descriptions of artwork submitted (which may be used on the online Digital Public Art Map and/or in posted descriptions of completed boxes), approx. 2-3 sentences per artwork, in .pdf format; • Biography of the artist (or artist statement), must fit on one-page, in .pdf format; and • Up to three (3) digital images of original artwork proposed for inclusion in the digital repository, image file names must include artist’s last name and artwork title. E-mailed submissions may be sent to mac@meridiancity.org: documents must be .PDF and artwork images must be .JPG format. SELECTION PROCESS: The selection of art for inclusion in the digital repository will be made by MAC. MAC will notify selectees by email by May 21, 2021. In evaluating eligible proposals, the following factors will be considered and scored out of a total 100 points possible: • Quality of work (30 points); • Consistency with City policy and community values (30 points); • Contribution to aesthetic and cultural atmosphere of the Meridian community (30 points); and • Suitability of design and concept for a traffic box wrapping (10 points). Artwork will be deemed inappropriate which portrays: content which violates copyright or other known legal ownership interest, profanity, obscenity, indecency, violence, pornography; discrimination on the basis of race, creed, color, age, religion, gender, sexual orientation, or nationality; defamation or personal attacks. Belnap informed the Subcommittee that the Parks & Rec Director, Steve Siddoway, and Special Events Coordinator, Renee White, have decided to eliminate the Community Block Party, the City event that typically takes place during Art Week. Instead R. White will be able to focus her efforts in building up Art Week. A. Belnap requested that the Subcommittee brainstorm ideas for Art Week activities that A. Belnap can then coordinate with R. White. The Subcommittee was pleased with the partnership, seeing it as an opportunity to expand art in Meridian and offered the following ideas: • Performers, dancing and/or singing • Large scale statues 2 Item 1. • Chalk art- artist designed, public participates • Chalk art competition • Art classes o Bob Ross-style virtual classes available • Tours (can be virtual) of hopefully completed murals o Artist engagement if held in person • Passport style public art scavenger hunt • Live art demonstrations • Virtual artist highlight • Art Walk Most of the ideas discussed are intended for the Saturday activities. For Wednesday- Friday activities, the Subcommittee agreed that expanding the art classes similar to last Art Week is the best idea. Although the classes were only semi-successful, it is difficult to know the direct factors that influenced limited participation (COVID-19 cautions, first week of online school, marketing, etc.) the Subcommittee would like to try again. The Subcommittee discussed at more length how to balance potentially two locations during Art Week: Downtown Meridian (the traditional space for Art Week) and Kleiner Park (the traditional space for Community Block Party). Discussions surrounded ways to bridge, connect, or transport participants between the locations. Possibilities included a tram or shuttle transport or partnering with a charity organization to do a walk/run between locations. The tram or shuttle could also do tours of public art around Kleiner Park and Downtown Meridian. A. Belnap will take these ideas to R. White and report back to the Subcommittee as planning progresses. REPORTS 3. Update: Possible 2021 Events & Activities Contributions to City Events Due to COVID-19 and the uncertainty on how/when safety guidelines will be lifted, A. Belnap did not have concrete news to share with the Subcommittee. The Subcommittee will take planning activities one step at a time and on a case-by-case basis. A. Belnap let the commissioners know that she is working with R. White on a Valentines virtual activity called “I heART Meridian” and is in an art-share format. In this activity, residents can create valentines and share them with specific individuals. Subcommittee members are encouraged to participate. NEXT MEETING - February 11, 2021 T. Vannucci informed the Subcommittee that he has been in contact with Don Burgess of Creative Integrity, a productions company. Don Burgess is prepared for a partnership and has created a booklet of possible ideas that we could use for holiday activities next winter. T.
