Discuss Elements for Ten Mile Trailhead Request for Proposal A. Belnap proposed dates to include in the RFP for the Ten Mile Trailhead installation. She informed the Subcommittee that Kim Warren, the Pathways Manager, is doing a branding project for the surrounding pathways that will wrap up in March. The Subcommittee agreed to wait to release the RFP until the branding project is complete. The Subcommittee also determined the budget of the artwork to be $35,000, matching the budget for previous Parks Identity projects. B. Griffith also recommended that a note be added to the RFP asking that the artists consider the safety of their artwork- meaning people may try to climb on the structure. 2. Determine Next Steps for Creating the Public Art Plan T. Vannucci summarized his plan to create the Public Art Plan with the Subcommittee. He explained that the Public Art Plan will not be a reinvention of the Art Commission’s Strategic Plan, but rather use the Strategic Plan as a concept or foundation and build onto it. The goal will be to determine what outcomes the Subcommittee would like and plan appropriate steps to get there. He stated that the best concept refinement happens in workshop format, usually held on one day for 4-5 hours. T. Vannucci recommended that this workshop take place in person while still being mindful of public health precautions. The Subcommittee planned to do this workshop at City Hall on Saturday, February 27 from 10am-3pm with a break in the middle. To prepare for this workshop, T Vannucci and A. Belnap will work together to send out a packet of resources for the Subcommittee’s review. 3. Winter Placemaking Ideas J. Peters reviewed the link attached to the agenda regarding placemaking art in Canada in the winter. The Subcommittee liked the idea of doing a placemaking activity in Meridian, perhaps even partnering with the Events & Outreach Subcommittee. The Subcommittee agreed that placemaking would be a great way to get art into the community, especially if this art could forge connections and has a deeper meaning. A potential “deeper meaning” suggested was eco-art, or art done with recycled materials. Although many possibilities for placemaking were discussed, some concerns were raised. The Subcommittee considered incentives might be necessary for participation and if HOAs will allow decoration or chalk art. The Subcommittee concluded this could be an idea to explore at a future time. ACTION ITEMS 4. Approve Request for Proposals for Traffic Box Repository The Subcommittee reviewed the proposed Call to Artists for the Traffic Box Repository. L. Taylor requested that pixel requirements be listed and J. Peters asked A. Belnap to resend the distribution list used for the mural series to the Subcommittee. L. Minutes from Subcommittee Meeting on November 19, 2020 L. Taylor made motion to approve minutes, seconded by T. Vannucci All ayes DISCUSSION ITEMS 2. Review Artist Applications and Scoring Sheets for Meridian Cycles Subcommittee reviewed the average scores of the three applicants for the Meridian Cycles property. A. Belnap explained that the scores were not necessarily the final judgement, however the scores were a starting place to begin discussion. The Subcommittee discussed the strengths and weaknesses they saw in each candidate. The property owners were unable to be in attendance due to illness. Ultimately, Ben Konkol was selected as the artist for this property due to his level of professionalism and attention to detail in his application. The Subcommittee appreciated how B. Konkol explained his plan and process for producing the mural. The Subcommittee also felt that B. Konkol’s style lends itself best to the Art Deco style requested by the property owners. The Subcommittee held a roll call vote and unanimously voted for Ben Konkol. 3 Item 1. 3. Review Artist Applications and Scoring Sheets for SagePoint Financial The property owners were not yet present, so the Subcommittee moved to the next agenda item. 4. Review Artist Applications and Scoring Sheets for Boise Co-op The Subcommittee reviewed the scores for each applicant and focused on the top three score averages: Key Detail, Sector Seventeen, and Chris Fonseca. The Subcommittee discussed the advantages and disadvantages of working with local artists and non local artists, having different artists in the City’s public art collection, and how the styles of each artist play into the vision of the property owner. Mo Valko, the marketing manager for the Boise Co-op, and Mark Neumann, the store manager of the Meridian Boise Co-op, were present in the meeting and offered their thoughts. M. Neumann pointed out that one of the values of the Boise Co-op is its focus on locality- local food and the local community. With this in consideration, the Subcommittee selected Sector Seventeen as the artist for the Boise Co-op property. The Subcommittee held a roll call vote and unanimously voted for Sector Seventeen. The Subcommittee then reviewed the top three average scores for the SagePoint Financial property: Key Detail, Sector Seventeen, and Odessa Kaufman. The Subcommittee again evaluated the strengths and weaknesses of each applicant. Eventually, the Subcommittee selected Key Detail to produce the mural for SagePoint Financial. The decision was based on how the eye catching, urban style of the artists would fit into the downtown area. The Subcommittee also noted that the property owners gave Key Detail a perfect score, indicating their strong approval of the artist’s style. The Subcommittee held a roll call vote and unanimously voted for Key Detail. ACTION ITEMS 5. Request for Proposals – Renaissance Park Identity Public Art Project Page 1 of 2 Call to Artists – Request for Proposals: Park Identity at Renaissance Park PROJECT DESCRIPTION: The Meridian Arts Commission (MAC) and Meridian Parks & Recreation Commission (MPRC) invite artists on the Park Identities Public Art Roster to prepare proposals for public art projects that create and/or enhance the overall park identity at Renaissance Park. The objective of the project is to create a theming element, or elements, that strengthen the park name and give the park a true identity and sense of place. This Request for Proposals (RFP) is being released at the same time as another park identity RFP for Champion Park. Artists may prepare proposals for one or both parks. Panelists are interested in seeing proposals that can be functional pieces in the park and/or that are highly visible to both park users and passersby. SITE DESCRIPTION: Renaissance Park is a neighborhood park in south Meridian at 4155 S. Genoard Avenue. The overall theme should be oriented toward the Renaissance era in some way. A pre-proposal conference will allow proposers to ask Parks staff specific questions and elaborate on context provided. Notes from the pre-proposal conference will be sent to those who intend to propose, in case they cannot attend the conference. ELIGIBILITY: This project is open to artists on the Park Identities Public Art Roster. BUDGET: A budgeted amount of $40,000 total is available for the completed project; this includes the selected artist’s commission, all costs including engineering, materials, fabrication, permitting, contingencies and installation of the artwork. A stipend of $500 will be paid to artists to develop and submit proposals, including all materials, time, and all other expenses to produce maquettes. PROCESS: The evaluation and selection process will generally occur as follows; dates are subject to change as may be necessary due to scheduling issues or other circumstances. Any information submitted is subject to release to the public as required by Idaho Public Records Law. 1. Call to Artists (RFP) issued October 17, 2018. 2. Pre-proposal conference. Thursday, November 1 @ 4:00 PM on site, by the Renaissance Park shelter at 4155 S. Genoard Avenue. 3. Notice of Intent to Propose due Monday, November 5 @ 12:00 PM. Submit a letter of intent, signed agreement to produce a proposal and presentation, and current W-9 (unless if you’ve already been set up in our payment system). Stipends for proposals will be submitted after presentations are delivered. 4. Proposals accepted. To be considered for this project, the following materials must be submitted to MAC, by 12:00 PM, on Monday, January 7, 2019, at 33 E. Broadway Avenue Suite 104, Meridian, ID 83642 or by e-mail to mac@meridiancity.org: a. A summary of the respondent’s experience with similar projects b. Project proposal, including digital images (.jpg format) or drawings of the proposed conceptual designs or projects to be considered, and related maquettes. c. Detailed project timeline, project budget with itemized costs, and schedule of work. 5. Presentations. On Wednesday, January 9, 2019, participating artists will present their proposals and maquettes in front of the selection committee at a public meeting. Each artist will have about 10 minutes to present, followed by brief Q & A. Presentations will be for both this RFP for Champion Park and for the RFP for Renaissance Park. This presentation is scheduled to take place at 3:00 PM at Meridian City Hall. (Please let us know if this date and time cannot work for you.) 6. Selection Criteria. Eligibility and finalist selection criteria will include: a. Adherence to the RFP; (10 points) b. Appropriateness of scale, design, material, durability, safety, and maintenance for project site; (20 points) c. Project proposal – demonstrated understanding of project objectives, ability to create artwork that addresses the context of its placement; and ability to meet or exceed the objectives; (30 points) d. MAC and MPRC will forward their recommendation to Meridian City Council for consideration. The selected proposer and others not selected will be notified of City Council’s decision via e-mail by Wednesday, January 23, 2019. 8. Agreement; award. Following selection and negotiation and execution of a written task order with the City, the selected proposer will be awarded the project upon City Council’s approval. 9. Selected proposal installed. The awarded Artist will fabricate and install the artwork, in accordance with a written task order agreement with the City, and within the project’s final budget and timeline. Call for Artists: TRAFFIC BOX ART IMAGE REPOSITORY OVERVIEW: The Meridian Arts Commission (MAC) seeks proposals of two-dimensional artwork to be added to a repository of images portraying artwork available for reproduction on a vinyl wrap to be installed on a traffic box in Meridian. As funding becomes available, MAC and/or a sponsoring partner may select a piece of artwork represented in the repository to reproduce as a vinyl wrap. Artwork included in the repository may not be selected for a traffic box wrap. A $300 stipend shall be available for artists whose work is selected for reproduction as a vinyl wrap to be installed on a traffic box, following execution of, and pursuant to, a written agreement with the City of Meridian and scanning of the original artwork portrayed in the selected image by City or City’s selected vendor. ELIGIBILITY: This project is open to applicants regardless of race, gender, gender identity, sexual orientation, religion, nationality, or disability. The Traffic Box Art Image Repository is to include original artwork by artists who live or work in Idaho’s Treasure Valley, created using any medium, so long as it can be represented in a high- resolution digital image without loss of integrity or quality. No artwork will be included in the repository which does not meet the selection criteria. Artists whose work is selected for reproduction as a vinyl wrap will be required to enter into a written agreement with the City setting forth specific terms and conditions of inclusion. Each person may submit up to three (3) images for consideration; a maximum of two (2) images per person may be selected for inclusion in the repository. Incomplete or late submissions will be deemed ineligible and will not be considered. PROPOSAL REQUIREMENTS: An artist wishing to submit an image for inclusion in the digital repository must provide the following materials and information to MAC in order to be considered for inclusion in the digital repository: • Completed, signed Traffic Box Art Image Repository Application & Acknowledgements form; • Descriptions of artwork submitted (which may be used on the online Digital Public Art Map and/or in posted descriptions of completed boxes), approx. 2-3 sentences per artwork, in .pdf format; • Biography of the artist (or artist statement), must fit on one-page, in .pdf format; and • Up to three (3) digital images of original artwork proposed for inclusion in the digital repository, image file names must include artist’s last name and artwork title. E-mailed submissions may be sent to mac@meridiancity.org: documents must be .PDF and artwork images must be .JPG format.
