Dear Ms. Buzzini:
This letter is to confirm that the Director approved your Certificate of Zoning Compliance
Change of Use application for an animal urgent care use of the subject property, zoned C-G
(General Retail and Service Commercial District). The proposed use is subject to all previous
conditions of approval associated with this site (AZ-03-038, DA #104153422; CUP-03-071;
PFP-03-007; MI-06-005; DA #106155843; MDA H-2019-0091, DA #2019-119405; A-2020-
0063).
Note: No exterior modifications are approved with this application. The existing building is
split into two tenant spaces, one currently used by Sherwin Williams and the other applicant is
proposing a tenant improvement for an animal urgent care. The urgent care facility will provide
emergency services to pets with an open space exam room along with three (3) additional private
exam rooms. No operations, overnight stays, and/or boarding will take place in this facility. The
goal of the animal urgent care facility is to model it after a “quick care” concept for pets.
This approval is subject to compliance with UDC 11-4-3-1, Animal Care Facility:
A. All animals shall be indoors at all times, except when being exercised. At such times,
animals shall be under the supervision and direct control of a caretaker.
B. The facility owner and/or operator shall comply with all state and local regulations
relative to such a facility and shall maintain housekeeping practices designed to prevent
the creation of a nuisance and to reduce noise and odor to a minimum.

requirements.

The applicant, Director, or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division of the
Community Development Department on or before July 9, 2021, within fifteen (15) days after
the written decision is issued, and contain the information listed in Unified Development Code
(UDC) 11-5A-6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
