Dear Mr. Marshall,
Thank you for your application for a certificate of zoning compliance (CZC) and design review (DES)
for a proposed 12,700 sq. ft. flex building located at 1545 E. Bird Dog Dr. Below are staff’s initial
comments regarding this submittal:
1. The submittal checklist requires a letter (or email) from Republic Services approving the details
and location of the trash enclosure and access drive. It does not appear one was submitted.

2. Please submit a copy of the cross access easement for access to S. Locust Grove Rd.
3. UDC 11-3A-11. - Outdoor lighting states that a lighting plan is required for lighting fixtures with a
max output of more than 1,800 lumens. Is all outdoor lighting under this threshold? If not, a
lighting plan must be submitted showing foot-candles at property lines, elevations of light poles
and cut sheets showing all fixtures are downcast and shielded.
4. It appears there are ground mounted condensers on the south side of the building. Will these be
visible from adjacent properties, and if so, how will they be screened?
5. Per UDC 11-3C-5.B, all off street parking areas shall be provided with a substantial wheel restraint
to prevent cars from encroaching upon abutting private and public property or overhanging
beyond the designated parking stall dimensions. The landscape plan and site plan does not reflect
wheel stops.
6. UDC 11-3B-5 states lawn and turf areas shall not comprise more than fifty (50) percent of the
total landscaped areas and shall consist of water conserving grasses, including, but not limited to,
buffalo grass, blue gamma grass, compact fescue, zerilawn, and/or rhyzomotuous tall fescue. It
appears this is exceeded given the landscape buffer along S. Locust Grove Rd. This could be
remedied with combinations of shrubs, perennials, and mulch.
7. An Architectural Standards Manual (ASM) Checklist is required to be submitted with design
review. Staff has included one with this email, including some staff comments and questions. Staff
is unsure the proposed building elevations meet all ASM requirements. For example:
a. It appears roof variation is not met on the north elevation.
b. Does the north elevation contain at least two architectural features that are pedestrian scale?
c. Is sufficient modulation provided on the north elevation?
d. It appears there is not at least 30% of an accent material (such as wainscoting) along the
bottom of the building.
e. In addition, there is supposed to be an additional accent material(s) on the first floor.
f. The 30% total fenestration AREA might not be met on the north elevation.
g. The exterior finish schedule indicates metal wall panels as the primary field materials. Please
note there are prohibitions on smooth block face, untextured concrete panels and
prefabricated steel panels. Please provide additional information on these materials.
Please refer to staff’s comments on the included ASM checklist, revise the elevations accordingly as
well as submit a completed checklist.
