Public Utility Plan MRS Landholdings 1716 N Stagno Bello PL Eagle, ID 83616 May 24, 2021 RE: Development Modification Agreement For 1450 W Ustick Rd To Whom it May Concern: The proposed purpose and use of the above mentioned property is to build commercial office space. This would include 8 buildings with 1-4 separate office units per building. There will be a parking area that will run around the buildings with a landscape buffer surrounding the parking lot. These office units are for small and medium size businesses needing office space. We have received approval for Development Agreement modifications. The original Development Agreement (AZ 14-007) was named the Sugarman subdivision and was approved on October 28th, 2014 between the city of Meridian and George Sugarman. The approved modifications to the existing Sugarman subdivision were to change the site plan to the office condos and to modify the landscape buffers. The landscape buffers need to be 15ft on the north and east boundaries, 18-25ft along the south and west boundaries. We have added a nice meandering sidewalk along with the trees and turf to soften and create a buffer. On the west boundary the landscape buffer needs to be 18ft in order for the site layout to work. To help mitigate this buffer we are adding hedge bushes behind curb. This will give a strong buffer once plants have matured. The South boundary along Ustick will start at 18ft coming from Linder and then grow back into the original 25ft buffer. Again, we are adding a row of hedge bushes where the buffer is 18ft in order to help strengthen that buffer. Matched precipitation rates. Sprinkler heads shall have matched precipitation rates withineach control valve circuit.3. Irrigation hydrozones. Sprinkler heads irrigating lawn or other high water demand areas shall be circuited so that they are on a separate hydrozone from those irrigating trees,shrubs, or other reduced water demand areas.4. Overspray. Sprinkler heads shall be adjusted to reduce overspray onto impervious surfaces such as streets, sidewalk, driveways, and parking areas.C. Backflow prevention. Provide an appropriate backflow prevention device as required by title 9,chapter 3, "cross connection control", of this Code.D. Non-potable water. Use of non-potable irrigation and/or reuse water is required whendetermined to be available by the city Public Works Department as set forth in section 9-1-28,"pressurized irrigation system", of this Code; reuse water may not be used for stormwater facilities.Water availability during the fall and spring seasons is also required by connecting to city potablewater, city reuse water, and/or an on-site well as a secondary source. An exception may beapproved for water conserving designs as set forth in subsection 11-3B-5.O of this article. In suchcases, therequirement for a secondary source may be waived by the Director. If city potable water is used, aseparate water meter is required.E. Subdivision irrigation systems. All deadwood, sucker, and broken or badly bruised branches shallbe removed.21.Mulch: immediately after planting operations arecompleted all trees and shrub planting pits shall becovered with a 2” layer of shredded decomposedhardwood mulch or other material approved by the owneror their representative. Mulch limits for trees shall be thearea of the pit; mulch limits for shrubs in beds shall be theentire area of the shrub bed.22.Planting soil for trees if native topsoil is not available shallconsist of 20% to 30% organic material mixed withexisting soil at a rate of 1/3 planting soil to 2/3 existingsoil for bedding plants.23.Planting soil for shrub beds consists of 100% mix soil withcompost from Nature's Way Resources or approved equal.24.Guarantee: all plant material shall be guaranteed by thecontractor no less than 90 days from the date ofinstallation. It shall be the Contractor's responsibility tomonitor the project during the guarantee period andinform the owner if problems develop with the plantmaterial.
