For the City Council - In general I'm not a big fan of RVs or trailers parked in front of houses, even on private driveways. My feeling is that they are an eyesore and can prevent a hazard, even when they are on a private driveway (limited visibility on corners, blocking sidewalks, etc). Having said that, I don't completely disagree with the proposed changes to 11-3C-4(A)(2) since as stated in the notes, HOAs can still enforce their CC&Rs that prohibit the RVs and trailers. If some people do want to have their RVs and trailers in the front yard, then there should be areas that they can move to where they are allowed to do so. The one thing I would like to see added to the proposed code is verbiage that explicitly states that notwithstanding this code, the HOA can still enforce their restrictions. That might help to diffuse the arguments from people who will try to use the code to say that the HOA does not have the right to enforce the restriction since the City says that they are allowed to park there.
