2021-06-29 Courtney Morris Charlene Way From:Lacy Ooi Sent:Tuesday, June 29, 2021 5:59 PM To:Charlene Way; Courtney M Cc:Chris Johnson Subject:RE: Not for proposed recreational vehicle code changes Ms. Morris, I have reviewed the screenshot with the information released requesting opinion from the public regarding changes to portions of the city code regarding parking standards. I understand that it doesn’t state that these changes are regarding private property residential parking but the section of the code that is quoted is 11-3C-4.A.2 is officially titled “Parking standards for single-family detached, townhouses, secondary, duplex and single-family attached dwellings,” which is long to recite in an informational survey. The section of code being reviewed for modifications relates to parking standards for residential properties and does not reflect parking regulations on public roadways. Parking Regulations can be located in Title 7, Chapter 2 and in section 7.A.1.b states “No person shall park or place, or cause to be parked or placed, upon any public street, regardless of whether attended or unattended for longer than seventy-two (72) hours any motor home or recreational vehicle.” This parking regulation is not being modified or reviewed and is currently enforced as written. When the informational survey stated the modifications would allow for one recreational vehicle to be parked in the “front” of a home, it is referring to the front yard of the property in which is asphalt or concrete, most commonly referred to as the driveway. I hope this adds some clarification to what the survey is requesting public input regarding and what the Council is hoping to hear about. In regards to your concern regarding the camper trailer parking in your neighborhood, I am aware that you have reached out to ACHD regarding placement of a “no parking” sign in the area of American Fork and Woodhouse Ave. Per my conversation with ACHD last week, they informed me they have intention to place a sign in the area to prevent vehicles from parking too close to the fire hydrant and also the stop sign. I don’t know what their timeline is for that placement but it sounds that you could expect that to occur in the near future. In response to the statement of the trailer on Linder being used as a residence, I responded to the location today and confirmed the trailer is placed on a lot that is within the jurisdiction of Ada County. City of Meridian Codes cannot be enforced upon a property that is not within our jurisdiction and I don’t know what the regulations are for this type of situation for Ada County. If you would like to look into the situation further, you may contact Ada County Code Enforcement at (208)577-3726. Thank you for taking an interest in your community and allowing Council to hear your opinions of the matter. I wish you a good evening. Charlene, I’m not to clear on what you’re saying. Attached is a screenshot of the announcement and it doesn’t say anything about parking these recreational vehicles on private property only. It states one vehicle will be allowed to park in front of their home, on gravel, concrete or asphalt. It doesn’t say no parking on public roads. Also I’m still not in support of the proposal of the new code. If I wanted to see campers and outdoor toys everywhere I would simply go camping. This proposal will be a huge step in the wrong direction. Thank you! Dear City Counsel, 3 4 5 I am AGAINST the new proposal allowing 1 recreational vehicle to be allowed on the streets. This will cause major problems with safety and create more violations with obstructing public signs and fire hydrants. I am a Boise native and grew up in Meridian ID. I have seen the population increase tremendously which has created parking problems as it is. If this code change occurs, then our streets will be littered with more vehicles. Our beautiful town will turn into an unsafe massive storage unit. Not to mention it will make it easier for people to live in those campers and trailers. Imagine that, our beautiful community turned into a huge campground , where recreational vehicles loiter the streets. I have personally been dealing with an individual parking their camper in our neighborhood that obstructs a stop sign. They also park it close to a fire hydrant, violating the parking distance. I have had my children involved in a near accident because a person didn’t see my children crossing because of this massive camper was in the way. I will attach photos to show you proof of a problem of safety regarding recreational vehicles parking on public roads. There is also a camper off of Linder Road where people are living in it. Literally is right off of Linder in between Overland and Amity. Cars are also always parked on the side of that busy street. It’s unsafe and looks terrible. Idaho is a very outdoorsy area. If someone has a recreational vehicle, they should pay for storage or keep it nicely stored on their property, away from public roads, behind fences. I pay taxes to help with the infrastructure, building and repairing of roads. I am not paying taxes to allow people store their play toys on public roads. I am not in support of recreational vehicles to be parked on public roads, or within close proximity. They impose a huge safety risk and will create havoc and degrade our reputation of being such a pretty city. Please respond with any questions you may have. Let’s keep our community safe snd looking nice! I vote NO.
