Please accept our Design Review application along with this letter of explanation for the proposed
Codale Electric, LLC. at 71 NW 13th Place. This address was verified by the City of Meridian to be used for
Design Review submittal purposes. Additionally, this proposed development sits on two adjacent
parcels. The one stated above and an adjacent parcel to the west with the address of 1480 West
Franklin Avenue. There is a Boundary Line Adjustment application that was submitted by Wellington
Land Survey under application number PBA‐2021‐0002 to unify both parcels into one. The client's goal
(Adler Industrial) is to construct a new facility for the aforementioned electrical company that will use
this as a their main headquarters in the Treasure Valley with office, showroom, and storage spaces.
Site Access and Site Context.
The site is located on a parcel designated as Industrial‐Light (I‐L) on the north side of West Franklin Road
in between North Linder Road and North Main Street. Currently, the site sits vacant. There are large
supply centers and other commercial/industrial type uses to the east, west and north with those
adjacent parcels designated Industrial‐Light as well. Across Franklin Road to the south, houses sit on
parcels designated Medium‐Low Density Residential (R‐4).
Site Circulation.
Site circulation will be addressed through an existing site entry off of Northwest 13th Place on the east
side of the property. The site will be able to house a parking lot for visitors and employees on three
sides of the building (east, west, south). Some of the amenities of the site will be storage yard space and
the loading docks facing north and out of sight from Franklin Road.

Block Frontages / Community Design.
The building orientation and placement is key for the success of the client’s business. The building will
be located in the middle of the two parcels with the main entries on the southeast and southwest
corners facing Franklin Road. The reasons to place the facility in such manner is to create an attractive
façade that matches that of its neighbors, create multiple opportunities for vehicular parking on three
sides of the facility, and allows for a back of house activities such as storage and dock doors that are out
of sight from the main road’s view. In order to comply with its context and zoning, all setbacks and
landscape elements will follow the City of Meridian ordinance requirements.
Site Design Elements.
The site design will follow the requirements put forth by the City of Meridian. The site features an
already existing access point on NW 13th Place which helps ease access to the site by turning in and out
of a street instead of a direct access to the site off of West Franklin Road. Furthermore, in order to
comply fully with the Meridian Landscape Requirements, attached to this letter is an Alternative
Compliance Landscape document from South Beck and Baird Landscape Architecture to explain how the
landscape was adjusted to best fit the site constraints and easements.
Building Design. Architectural Character.
The exterior design of the buildings will express simple, clean lines with the use of a durable
construction method – concrete tilt‐up. It will feature a storefront glazing system that faces Franklin
Road. There will also be a series of metal awnings along the south, east, and west facades to provide
aesthetic appeal. Overall, the buildings will fit with in with the surroundings of general industrial
businesses like auto body shops, construction material suppliers, and other commercial uses.
Building Materials and Heights.
The facility (33'‐0" A.F.F.) will be a single‐story concrete tilt‐up structure. The building will feature
storefront glazing system (11'‐0" A.F.F.) will face south towards Franklin Avenue that will provide
daylight into the office areas and highlight the main entries. The trash enclosure will follow the
guidelines set forth by Republic Services and constructed of CMU block. The following is a list of all the
exterior materials:

Re: Codale Electric, LLC – Alternative Compliance Landscape
To whom it may concern:
This purpose of this letter is to address our request for alternative compliance in regard to the required
landscape treatment on the north and west property lines for the referenced project located at the
southwest corner of W. Franklin Road and NW. 13th Place in Meridian. As indicated on the site and
landscape plans, the 8 Mile lateral enters the subject property at the northeast corner and flows south
and west across the property. Secondly, there is an existing tiled irrigation lateral running north-south
on the west property line.
City of Meridian Code 11-3B-8.C.1.b requires the perimeter landscape buffer to be planted with one
tree per thirty-five linear feet. Due to the tiled irrigation lateral on west property line, and the irrigation
easement on the 8-Mile Lateral on the north, trees cannot be planted within the irrigation easement per
irrigation district policy. We ask for alternative compliance on this standard as follows:
a. West property line – In lieu of the required 9 trees (323.13’), Sheet L1.0 indicates 1 Autumn
Blaze Maple (outside both easements), and 28 Ivory Halo Dogwoods to be planted in the
west landscape buffer to provide screening from the adjacent vacant industrial property.
b. North property line – in lieu of the required 13 trees (439.75’), the existing flowering pear
and shrub plantings on the north side of the 8-Mile lateral will remain and provide the
screening which complies with City of Meridian Code 11-3B-5.P in regard to CPTED
standards for maintaining visibility between parking areas and truck loading facilities for
safety purposes.
c. Due to the irrigation easements, we propose increasing the tree plantings in the landscape
buffer fronting Franklin Road. Twelve (12) trees are required. Sheet L1.0 proposes a total
of 26 trees. There are also 2 extra trees in the terminal islands of the parking lot on the
southeast and southwest corners of the building. These additional trees serve to satisfy the
requirement for 17 of the 32 trees on the west and north property lines.
