2021-06-14 Minutes Meridian Rural Fire Protection District 33 E. Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – June 14, 2021 Page 1 of 2 Call to Order: The Meridian Rural Fire Protection District meeting for June 14, 2021, was called to order at 4:00 p.m. by Commissioner Ward. Roll call was taken. Attendees: Commissioner Marvin Ward, Commissioner Derrick Shannon, Commissioner Randy Howell, Chief Kris Blume, and Attorney John Fitzgerald. Council Woman Liz Strader joined by telephone. Approval of the Agenda: Motion was made and seconded to approve the meeting agenda as presented. Motion approved. Approval of the minutes: Motion was made and seconded to approve the minutes from the May 10, 2021, MRFPD meeting. Motion approved. Treasurer’s Report: • Approve and pay bills as follows:  Check #5379, Ada County Weed & Pest, $107.22 for weed abatement for Watertower property, Invoice #191264  Check #5380, City of Meridian, $91,463.37, April 2021 A, B, & C Budgets, Invoice #2702  Check #5381, John O. Fitzgerald, II, PC, $866.24, General Legal services for May 2021, Invoice #2021-06 A motion was made and seconded to approve and pay checks numbered 5379 through 5381 as presented. Motion approved. • US Bank Statement for April 2021 and LGIP Statement for May 2021 were presented for review and approval • Current net cash position is currently $4,231,965.71 • Commissioner Howell stated that the County Assessor, Robert McQuade, will plan to attend a Rural Fire District meeting early next spring • Endorsement received from Idaho State Insurance, invoice is expected in the fall • Preliminary Ada County new construction annexation and taxable values received • Tax assessment notices received for Rural owned property showing the MRFPD is exempt Meridian Rural Fire Protection District 33 E. Commissioner Howell presented a proposal from Kathleen Roma & Associates to assist the Rural District with budgeting, bookkeeping issues and payroll. Discussion followed on the proposal. Motion made and seconded to approve the District to hire Kathleen Roma & Associates for bookkeeping and accounting services as proposed and to notify Harris & Company that the District will discontinue using their services. Roll-Call Vote: Commissioner Ward, Aye; Commissioner Shannon, Aye; Commissioner Howell, Aye. Motion passed. 2. Election forms were emailed to the Commissioners. Filing deadline to submit the forms is September 3, 2021. 3. No other old business. New Business: 1. Self-funded Health Benefits for Idaho Public Agencies discussion, Chief Blume. Chief Blume distributed a pamphlet outlining a self-funded health benefits plan from iiiA, which also offers a post- retirement benefit. Approximately 40 cities in Idaho currently use this health plan. Chief wanted to know if the District would like to have more information on the health plan and if so, he will invite a representative from iiiA to the next Rural meeting. 2. Preliminary Fiscal 22 Budget discussion. Judy Gerhart presented a draft preliminary budget for the Commissioners to review. Preliminary budget was based on the Meridian Fire’s proposed budget for fiscal year 2022. Discussion followed on the contents. Judy will work with Commissioner Howell over the next month to finalize the Rural’s draft budget for publication in anticipation of the Rural’s budget hearing in August. 3. Live fire training burn is planned for June 23, 2021 at the Lake Hazel property. 4. Employee Award and Promotion Ceremony is June 24th, 2021 at Kleiner Park. 5. Lateral Firefighter was hired and will start July 12th. 6. No other new business. Motion was made and seconded to adjourn the June 14, 2021, meeting of the Meridian Rural Fire Protection District. Motion approved. The meeting was adjourned at 4:34 p.m.
