FIRST AMENDMENTT TO THE MERIDIAN REVITALIZATIONPLANBANRENEWAL
PROJECT- I
BACKGROUND
This First Amendment Mrst Amendment" ) to the MeridianRev ' ahzation Plan Urban
Renewal Project (the Plan ")deannexes certain parcels from the planarea/revenue allocation area
created by the Plan commonly referred to as the Downtown DistxictProiOctArea, " adopted by
Meridian City Council Ordinance No . 02 987 , on December 3 , 2002 . The scope of this First
Amendment is limited to addressing the deannexation of certainparcelsfromtheDowntown
District Project Area . It is important to note this First Amendment tothePlandoesnotextendthe
Plan ' s duration .The Plan tenninates on December 31 , 2026 ; however, revenue allocation proceeds
will be received in 2027 pursuant to Idaho Code § 50-2905 ( 7 ) .
As a result of the deannexation. ,in 2020 through the remainingyearsofthePlan ,the Urban
Renewal Agency of the City of Meridian , Idaho , also known astheMeridianDevelopment
Corporation the DC ") will cease receiving an allocation of revenuesfromthedean.nexed
parcels .The increment value of the parcels deannexed from the DowntownDistrictProjectArea
shall be included in the net taxable value of the taxing district whencalculatingthesubsequent
property tax levies pursuant to section 63 - 803 , Idaho Code . The incrementvalueshallalsobe
included 111 subsequent notification of taxable value for each taxing districtpursuanttosection63W
1312 , Idaho Cede , and subsequent certification of actual and adjustedmarketvaluesforeach
school district pursuant to section 63 315 , Idaho Code ,The AdaCountyAssessor ' s Offlee
maintains the value information , including the increment value , ifany, included on the new
construction roll for new construction associated with the d.ealmexedparcels . The amount added
to the new construction roll will equal the amount by which the December31 , 2019 , increment
value exceeds the increment value as of December 31 ,2006 .
House Bi11 606 , effective July Ia 20 . 6 , amended the oval EconomicDevelopmentAct ,
Chapter 29 , Title Sox Idaho Code ,as amended ( the " Act" )fli my establishingiflorplansadopted
or modified prior to July 1 ,2016 ,and for subsequent modifications ofthoseurbanrenewalplans ,
the value of the base assessment roll of property within the revenueallocationareashallbe
deter. fined. as if the modification had not occurred . "Idaho Code50 - 2903 (4) , Though the
provisions of Idaho Code 50 2903A do not apply to the Flan ,a planamendmentormodification
to accommodate a de- ax nexation in the revenue allocation boundaryisaspecificallyidentified
exception to a base reset . Idaho Code §50 - 2903 A ( 1 ) (a) (iii } . This highlightsthelegislativesupport
for these types of amendments ,

of the existing language as follows :

In accordance with the Law,this First Amendment wassubmittedto
the Planning and Zoning Commission of the City of Mendlan . After
consideration of the First Amendment, the Co =isslon filed a
Resolution.dated 2020 ,with the City Councilstating
that the First Amendment is in conformity with the Comprehensive
Plan for the City of Meridian , adopted on December17 , 2019 , by
Resolution No . 19 - 2179 .
Pursuant to the Law , the City Council ,having publishedduonotice
thereof, held a public hearing on the First Amendment . Notice of
the hearing was duly published in a newspaper havinggeneral
circulation . The City Council adapted the First Amendmenton
2020 ,pursuant to Ordinance No .
6 . Amendment to Section 200 of the Plan .
a) Section 200 entitled DESCRIPTION OF PROJECTAREA " is deleted and
replaced as follows .
DESCRIPTION OF THE AMENDED PROJECTAREA
The bound.alles of the Project Area and of the RevenueAllocation
Area are described in Attachment L which is attachedheretoand
in.coiporated herein by reference ,and are shown on theProjectArea
and Revenue Allocation. Area Boundary Map , attachedheretoas
Attachment 2 and incorporated herein by reference . The Proj ect
Area includes several parcels of property which are locatedoutside
the geographical boundaries of the City bait wlthln theC1ty ' s impact
area . MD C has an existing agreement with Ada. Countyrelatedto
such parcels . The First Amendment has no impactcanthat
agreement .
Pursuant to the First Amendment , the boundaries ofthedeannexed
area is described in the Legal Description of the Boundaryofthe
Dcarmexed. Area in. Attachment IA.and are shown on. the Boundary
Map of the Deanncxed Area. in Attachment 2A .

a) Section 504 is amended by adding a new sentence immediatelyfollowingtheend
of the first sentence of the first paragraph as follows : Revenue allocationflnalacingauthorityfor
the deannexed parcels pursuant to the First Amendment will be terminatedeffectiveJanuaiy1 ,
2020 .
b ) Section 504 is amended by adding the following at theendofthefourthparagraph
as follows :No modifications,to the mialysis set forth in Attachment5havebeenmadeasaresult
of the First Amendment , The estimated financial impact to MDC asaresultofthedeannexation
of certain underdeveloped parcels from the existing Prof ect Area pursuanttotheFirstAmendment

9 , Amendment to Section 504 . 1 of the Plaid ,
