Mr. Mayor and Members of City Council,
After I finish my remarks on the UDC text amendment Tuesday night, a couple people let me know that my remarks may
have been misinterpreted. I would to clarify with this email.
First of all, while I do think there was participation and good discussion among the committee members, I agree with the
email that Julie Langlois sent stating that residents were under represented. In the future, I would suggest extending an
invitation to at least five to seven residents, ideally residents from different areas of the city, as well as residents in
different stages of life. I feel that this would capture a better cross-section of Meridian's population and bring added
perspective and depth to the discussion. It would also balance the committee between residents and developers.
Secondly, I don't want my remarks for alternative compliance to be misunderstood. During the open space committee
meetings, we talked about alternative compliance in the context of when a developer would like to do something
creative or innovative. I think that alternative compliance is a necessary tool in situations that the UDC may not have
anticipated. However, I believe it should be used on a limited basis, preferably before an application is filed/finalized.
Using alternative compliance after the fact to skirt around the UDC code or make modifications to a development
agreement would be misusing its power. Alternative compliance can give flexibility when a developer wants to go above
and beyond what is necessary.

I also realized I neglected to mention that I was not a member of the multi-family open space committee. That
committee broke off after the main committee stopped meeting and there was not any resident representation on it, as
far as I know.
I appreciate being willing to weigh in on these important changes. My remarks Tuesday evening were mainly bullet
points, as I was trying to cover a lot of material. My previous two testimonies were already planned, so they were a little
bit more cohesive ?. I hope this email further explains my perspective.
