Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – May 10, 2021 Page 1 of 2 Call to Order: The Meridian Rural Fire Protection District meeting for May 10, 2021, was called to order at 4:00 p.m. by Commissioner Ward. Roll call was taken. Attendees: Commissioner Marvin Ward, Commissioner Derrick Shannon, Commissioner Randy Howell, Chief Kris Blume, and Attorney John Fitzgerald Approval of the Agenda: Motion was made and seconded to approve the meeting agenda as presented. Motion approved. Approval of the minutes: Motion was made and seconded to approve the minutes from the April 12, 2021, MRFPD meeting. Motion approved. Treasurer’s Report: • Approve and pay bills as follows:  Check #5377, City of Meridian, $94,758.82, March A, B, & C Budgets, Invoice #2797  Check #5378, John O. Fitzgerald, II, PC, $1,091.24, General Legal services for March 2021, Invoice #2021-05 A motion was made and seconded to approve and pay checks numbered 5377 and 5378 as presented. Motion approved. • LGIP Statement for April was presented for review and approval • Current net cash position is currently $4,304,962.96 • Commission Howell received a notice that the District’s QuickBooks software needs to be updated. He is checking with Harris & Co to see what version the District may need. Commissioner Howell is still having issues communicating with Harris and Co and would like to look into other accounting firms for the District. He will meet with some that have been recommended and request proposal(s) including the types of services and hourly rates and present the proposal(s) at the next District meeting. • Commissioner Howell has contacted the office of the County Assessor, Robert McQuade, and has provided him the dates of the District’s June and July meetings in hopes that he can attend and provide an update on the District. Chief Blume explained why the District is not collecting impact fees according to the response received from Todd Lavoie, City Finance Director. The City did not participate in the County Impact fees as the number of properties to be added in the rural areas over the next 10 years was very small. The majority of land in the District is quickly being annexed into the City limits of Meridian. 2. Fire Stations 7 & 8 – Chief Blume presented the proposed floor plans for Stations 7 & 8 for the Commissioners to review. Ada County is interested in co-locating one of their sub-facilities at one of our new fire stations. 3. Update on Kuna Rural Fire District Boundaries. Scott Arellano with Fire Code Consultants will be doing the plan reviews for Kuna. 4. Update of Legislative Senate Bill #1048. No updates since last session. 5. No other old business. New Business: 1. It was noted that the Rural Fire District Commissioner Election for 2021 will be Subdistrict 1 (Commissioner Shannon) and Subdistrict 3 (Commissioner Ward). Candidate filing deadline is September 3, 2021 and the Election is set for November 2, 2021. 2. June 24th, Employee Award and Promotional Ceremony, will be held at Kleiner Park, 6:00 p.m. Invitations and more information to follow. 3. Live fire training burn is planned for June 23rd at the Lake Hazel property. 4. Commissioner Shannon inquired about the wildland apparatus that the District may be looking to replace/purchase in the next few years. Chief Blume answered that there is a water tender and brush truck that may be up for replacement in fiscal year 2023. Further discussion should be had as to what types of apparatus and the actual need for Meridian. 5. No other new business. Motion was made and seconded to adjourn the May 10, 2021, meeting of the Meridian Rural Fire Protection District. Motion approved. The meeting was adjourned at 4:31 p.m.
